Early evidence is ambiguous on the effects of cash transfer programmes on children, but until the last few years there has been little focus on Africa. We review the literature on 20 cash transfer schemes, including 12 from sub‐Saharan Africa. Such interventions have shown improvements in household diet and, in some cases, to agriculture, but have not always improved child health. However, a larger perspective focusing on two key time periods for nutrition—adolescence and the first 1,000 days of life reveals more opportunities for impact. In particular, the opportunity to empower young women to access secondary education and the reduction of adolescent pregnancy rates can improve the health of African children. Cash transfer programmes show promise, though there is room for improvement.  相似文献

Using the 1970 British Cohort Study, this study examines factors promoting positive language development and subsequent successful education and employment transitions among children showing early receptive language problems (age 5). We find that 61 per cent of children with early receptive language problems develop into competent readers by age 10. Factors promoting positive language development include parental support and more importantly a good school environment, characterised by only few children receiving remedial help. Post‐16 education and employment experiences indicated competent reading to be associated with a less challenging journey into adulthood. Findings are discussed in terms of their policy implications.  相似文献

In an era where digital and co‐present involvements become entangled, the role of face‐to‐face conversation now vies with mediated communication. Applying insights provided by Erving Goffman, we explore conversational interaction and consider how engrossing face‐to‐face conversation can be understood as a form of socialized trance. We explore how this interaction represents one type of “involvement obligation” that can become disrupted and, increasingly, uniquely impacted by mediated involvements that are enabled through mobile and “smart” devices. The crux of the argument is considered in the context of a burgeoning digital era where conversation is found to become meshed together in uneven ways with mediated interaction. We highlight the efficacy of Goffman's approach with regards to the current information environment, providing insights into how engrossing conversation and its involvement obligations are impacted by mediated interactions and how breaches of conduct are experienced. We design and conduct a stated‐preference survey to estimate willingness to pay (WTP) to reduce foodborne risk of acute illness and to test whether WTP is proportional to the corresponding gain in expected quality‐adjusted life years (QALYs). If QALYs measure utility for health, then economic theory requires WTP to be nearly proportional to changes in both health quality and duration of illness and WTP could be estimated by multiplying the expected change in QALYs by an appropriate monetary value. WTP is elicited using double‐bounded, dichotomous‐choice questions in which respondents (randomly selected from the U.S. general adult population, n = 2,858) decide whether to purchase a more expensive food to reduce the risk of foodborne illness. Health risks vary by baseline probability of illness, reduction in probability, duration and severity of illness, and conditional probability of mortality. The expected gain in QALYs is calculated using respondent‐assessed decrements in health‐related quality of life if ill combined with the duration of illness and reduction in probability specified in the survey. We find sharply diminishing marginal WTP for severity and duration of illness prevented. Our results suggest that individuals do not have a constant rate of WTP per QALY, which implies that WTP cannot be accurately estimated by multiplying the change in QALYs by an appropriate monetary value.  相似文献

Recent debates of basic income (BI) proposals shine a useful spotlight on the challenges that traditional forms of income support are increasingly facing, and highlight gaps in social provisions that largely depend on income or employment status. A universal “no questions asked” public transfer would be simple and have the advantage that no-one would be left without support. But an unconditional payment to everyone at meaningful but fiscally realistic levels would likely require tax rises as well as reductions in existing benefits. We develop a comprehensive BI scenario that facilitates an assessment of the resulting fiscal and distributional effects in a comparative context, undertake a microsimulation study to quantify them, and propose a simple decomposition to identify the mechanisms that drive effects in different country contexts. Results illustrate the challenges, but also the strengths, of existing social protection systems. A BI would fix benefit coverage gaps that exist in many countries, but would require very substantial tax rises if it were to be set at a meaningful level. As support would not be targeted on those most in need, it would not be a cost-effective way of directly reducing income poverty.  相似文献

We examined the relationship between self-monitoring (SM) and supervisor, assessor, peer, and subordinate ratings for 191 managers who participated in a developmental assessment center. We collected self-ratings from the managers concerning their ability and motivation to engage in self-monitoring. SM ability was positively related to supervisor and assessor ratings of interpersonal effectiveness (e.g., empowerment, managing teams, influencing others) but was unrelated to supervisor and assessor ratings of business competence (e.g., planning, decision making, strategic thinking, business knowledge). In contrast, SM motivation was negatively related to peer ratings of business competence. Still, SM explained relatively little variance in 360-degree ratings. 360-degree ratings do not appear to be contaminated by the target manager's SM; the small but significant relationship between SM ability and ratings appears to be job-related (and therefore desirable).  相似文献
