Performance Measurement Versus City Service Satisfaction: Intra‐City Variations in Quality?*

Objective. This article illustrates the usefulness of citizen satisfaction surveys to account for variation in citizen satisfaction with public‐service quality within a city's boundaries. Methods. The article examines data from 17 local governments and divided into 141 spatial areas to investigate the distribution of satisfaction within cities (as an outcome measure) and the effect of SES variables on variation in satisfaction with jointly consumed services. Results. Satisfaction varies within cities, not all of which is attributable to SES characteristics. This suggests substantive variation in service quality. Conclusions. Local governments interested in developing meaningful performance measures of service outcomes should incorporate properly designed citizen satisfaction surveys implemented at the service‐district level. In addition, performance indicators of service inputs and outputs should be disaggregated to the service‐district level and matched to citizen satisfaction results in order to allocate and tailor resource policy decisions in a more informed manner.     

Residential Mobility Among the Rural Poor1

Abstract This article explores frequent, short-distance residential movement, an underrecognized and little studied aspect of rural poverty. In recent field research in high-poverty communities of upstate New York, residential movement was studied through institutional records and staff interviews as well as unstructured interviews and residential histories in low-income families. Overall, residential mobility is driven by the shortfall between household income and housing costs, and by changes in personal situations and partnering relationships. Higher frequency movement is associated with younger age, fewer children, and weaker social support networks but most moves were not job-related. Utilizing an abbreviated version of the same methodology, scoping research was conducted in high-poverty areas of nine other states; some differences and also some similarities span diverse regional, economic, and ethnic settings. For developing policy and programs to reduce mobility and minimize its negative consequences, more research on this phenomenon is needed.     

Children's Anger, Emotional Expressiveness, and Empathy: Relations with Parents' Empathy, Emotional Expressiveness, and Parenting Practices

In Roberts and Strayer (1996 ) we described how emotional factors were strongly related to children's empathy, which in turn strongly predicted prosocial behavior. This paper focuses on how these child emotional factors, assessed across methods and sources, related to parental factors (empathy, emotional expressiveness, encouragement of children's emotional expressiveness, warmth and control) for a subset of 50 two‐parent families from our earlier sample. Parents reported on their emotional characteristics and parenting; children (5 to 13 years old; 42% girls) also described parenting practices. Children's age and parenting factors accounted for an average of 32% of the variance in child emotional factors, which, with role‐taking, strongly predicted children's empathy. In contrast to earlier, less comprehensive studies, we found important paths between parents’ and children's empathy, mediated by children's anger. These countervailing pathways largely neutralized each other, resulting in the low correlations usually seen when parents’ and children's empathy are examined in isolation. Thus our findings are an important confirmation and extension of the theoretically expected link between parents’ and children's empathy.     

Recentering the world: the quest for ‘elective’centers in a secularized universe

The various ‘quests for meaning’of the ‘decentralized’contemporary Western youths are interpreted as so many attempts to ‘recenter the world’around new ‘elective centers’. Rather than being centers of the contemporary world into which the individual is born, such centers are located outside it, and freely chosen by the seekers. Four such elective centers are discussed: (1) traditional religious conversion, (2) the occult, (3) science fiction, and (4) tourism. Each of these elective centers is first briefly described and then analysed in a comparative framework, focused on six principal questions: (a) the social and cultural conditions which engender the contemporary ‘quest for a center’, (b) the nature of elective centers, (c) mechanisms of election and rejection of alternative elective centers, (d) extent of involvement with elective centers, (e) elective centers and the wider social framework, (f) the institution-building potential of the elective centers.
