Joining up the solutions: the rhetoric and practice of inter‐agency cooperation

A three‐year project placed home‐school support workers in secondary schools. The intention was that they should work closely at operational level with other agencies to provide a cohesive local authority response to the needs of disaffected and excluded youngsters. Crucial distinctions emerged between project constraints, possibilities and benefits for agency personnel in the school‐focused agencies and those external to the school. In relation to the external agencies, support workers fulfilled predominantly an information gathering and sharing role whereby they joined up the solutions of disparate agencies, whereas very effective forms of cooperation developed with the school‐focused agencies. Financial Liberalisation in Southern Africa: An Assessment

In the early 1990s many Southern African economies embarked on financial liberalisation. Although it is too soon to carry out sophisticated econometric analysis of this change in policy, the available empirical evidence may be inspected to see whether it lends support to advocates of financial liberalisation. In this article we explore the avenues through which financial liberalisation might be expected to exert an influence. Consistent with much of the existing literature, we discover that a degree of agnosticism is warranted. Financial liberalisation is no panacea and will not improve economic performance unless accompanied by sound economic policies. It remains difficult to isolate the effects of financial liberalisation from the data available.

Reciprocal Family,Friendship and Church Support Networks of African Americans: Findings from the National Survey of American Life

This study examined reciprocal support networks involving extended family, friends and church members among African Americans. Our analysis examined specific patterns of reciprocal support (i.e., received only, gave only, both gave and received, neither gave or received), as well as network characteristics (i.e., contact and subjective closeness) as correlates of reciprocal support. The analysis is based on the African American subsample of the National Survey of American Life. Overall, our findings indicate that African Americans are very involved in reciprocal support networks with their extended family, friends and church members. Respondents were most extensively involved in reciprocal supports with extended family members, followed closely by friends and church networks. Network characteristics (i.e., contact and subjective closeness) were significantly and consistently associated with involvement with reciprocal support exchanges for all three networks. These and other findings are discussed in detail. This study complements previous work on the complementary roles of family, friend and congregational support networks, as well as studies of racial differences in informal support networks.

Activities of the U.S. Department of Health and Human Services

In this essay, Don Winstead and Ann McCormick describe HHS's efforts to improve existing data systems and create new ones to advance our understanding of "the condition of the low-income population before and after welfare reform." They confirm the seriousness of the problems that the other authors raise about various national, state, and local data sets, such as attrition and the inability to capture "the new variation in programs across the country." Their main sources of data are the SPD; the SIPP; and state-based administrative data on programs such as TANF, food stamps, and Medicaid.     

Rhetoric and Reality of Economic Self-sufficiency Among Rural,Low-Income Mothers: A Longitudinal Study

This study examined the contributions of maternal labor force participation and marital status on economic self-sufficiency over time for rural mothers. Data were from 174 rural families participating in three waves of data collection in Rural Families Speak. χ ² and multiple logistic regression were utilized. Results revealed only one-third of mothers moved toward economic self-sufficiency over three years. Maternal education, employment status, and weekly work hours were associated with improved economic well-being. Compared to single-parent families, unmarried-couple and married-couple families had increased odds of improving economically. In an analysis of all mothers with partners, married or unmarried, martial status was not significant in economic improvement. Findings suggest the role of marriage in welfare reform for rural families should be reconsidered.

The self-perceptions and interpersonal relationships of persons with significant physical disabilities: a qualitative pilot study

This exploratory, qualitative research was conducted to obtain the perspectives of people with significant physical disabilities regarding factors that have facilitated and hindered the development of a positive self-concept, participation in the broader society, and the formation of interpersonal relationships. The sample was high achieving in terms of education and/or career and attributed positive self-perceptions and their success in the broader society and interpersonal relationships to the attitudes and perceptions regarding their abilities, talents, and potential modeled in supportive family relationships. Females reported the influence of significant others most often, and males the effectiveness of their personality characteristics. Societal barriers, both practical and attitudinal, were reported along with the process for developing a positive selfperception despite these.
