THE LEAGUE OF NATIONS AND THE IRISH QUESTION:

This article builds on theoretical work in the social movements literature that uses "master frames" (Snow and Benford 1992) to account for the cyclical clustering of social movement activity within certain historical periods. I identify "master frame alignment" as the dynamic process by which social movement actors rhetorically transform the master frames within a cycle of protest to make them resonate more clearly with a movement's unique social and historical situation. Just as frame alignment processes serve to link a movement organization's activities, goals, and ideology with those of a potential group of adherents, master frame alignment processes link the activities, goals, and ideology of a movement organization with those espoused within the broader symbolic atmosphere of the social movement. I present historical data from Irish newspapers and political documents to show how the Irish Sinn Féin movement, seeking self-determination during the early twentieth century, rhetorically reconstructed the master frames generated by the League of Nations in order to better exploit this particular window of political opportunity.     

Bankrupt Rhetoric: How Misleading Information Affects Knowledge about Social Security

Most citizens know little about politics. Scholars often attributepolitical ignorance to individual-level factors, but we concentrateon the quality of the information environment. Employing a combinationof experimental methods and content analysis, we code statementsfrom the 1998–99 debate over Social Security reform aseither misleading or not misleading. Then, using surveys conductedduring the debate, we examine the impact of individual- andenvironmental-level variables on political knowledge about theprogram’s future. We show that misleading statements aboutSocial Security’s future cause some citizens to get animportant fact about the program wrong. More precisely, manycitizens mistakenly believe that Social Security will run outof money because political elites occasionally use words thatlead to overly pessimistic assessments of the program’sfinancial future. Our findings have important implications forpolicymakers who are attempting to remake America’s largestfederal program, scholars who study citizen competence, andcitizens in a representative democracy.     

Determinants and Consequences of Social Trust*

This article provides an overview of social trust, examining its various aspects and components. Trust is best understood in a sociological sense by focusing on its important relational characteristic. Following this lead, the article discusses briefly how social trust relates to social capital and examines factors that shape the development of social trust, along with outcomes related to variations in trust, classifying them by analytical level (i.e., individual, community, group, organizational, and societal). The article concludes by assessing the strengths and weaknesses of existing research and by identifying some important questions that have not yet been adequately addressed.     

Banks winners in tournaments are difficult to recognize

Given a tournament T, a Banks winner of T is the top vertex of any maximal (with respect to inclusion) transitive subtournament of T. In this technical note, we show that the problem of deciding whether some fixed vertex v is a Banks winner for T is NP-complete. Family Cap and Nonmarital Fertility: The Racial Conditioning of Policy Effects

Using an experimental design, this research examines the effect of the nation's first family cap on the births, abortions, and contraception use of over 8,000 women receiving public assistance in New Jersey. The family cap denies additional cash benefits to children conceived while the mother is receiving public assistance. Our research shows that a targeted welfare benefit manipulation does influence fertility behavior; however, the effect is conditioned by race. We find that Black women in the experimental group have a 21% lower birth rate and a 32% higher abortion rate than Black women in the control group. We do not find a birth effect for Hispanic or White women. We discuss the policy implications of the effects of a segmented family cap.
