Since Prime Minister Howard's declaration in 2007 that child sex abuse in Northern Territory Aboriginal communities was Australia's ‘own Hurricane Katrina’, the trope of natural disaster has been a regular feature of print and television media coverage of Indigenous affairs in Australia. The effect of this rhetorical strategy is to separate what happens to Aboriginal people from the fabric of ‘mainstream’ Australian cultural and political life; to render it alien and unconnected to the relative privilege enjoyed by other Australians. This strategy also produces peculiar temporal effects by erecting a cordon sanitaire around Australian history and the national identity that it supports. Howard's comparison of Aboriginal disadvantage with Katrina, if read alongside his politicization of the teaching of Australian history, demonstrates an unwillingness to incorporate systemic injustice toward Indigenous people within the composition of that history. This article interrogates the relationships between the manifold understandings of Aboriginal disadvantage and attempts to commemorate its violent history, as these aspects of Australian life are both integrated and refused by national identity narratives. Specifically, the paper reinterprets the trope of natural disaster as a means of comprehending Indigenous disadvantage and Australian identity by drawing on Walter Benjamin's philosophy of history. Benjamin's understanding of activism as a constructive retrieval of the past will be developed to reconnect catastrophe to history, and to enable an exploration of responsibility for that history as an integral condition of contemporary Australian identity. 相似文献

Using a life course framework, we examine the early life origins of the race gap in men's all-cause mortality. Using the National Longitudinal Survey of Older Men (1966-1990), we evaluate major social pathways by which early life conditions differentiate the mortality experiences of blacks and whites. Our findings indicate that early life socioeconomic conditions, particularly parental occupation and family structure, explain part of the race gap in mortality. Black men's higher rates of death are associated with lower socioeconomic standing in early life and living in homes lacking both biological parents. However these effects operate indirectly through adult socioeconomic achievement processes, as education, family income, wealth, and occupational complexity statistically account for the race gap in men's mortality. Our findings suggest that policy interventions to eliminate race disparities in mortality and health should address both childhood and adult socioeconomic conditions. 相似文献

It is not yet clear how climate change will affect the structural constraints and spatial and social complexity that affect population movements in the future. Today, countries of origin, transit, and destination have reached a juncture. The UNFCCC Paris Agreement adds value to decisions these countries face by helping them explore possible scenarios for impacts that include large movements of people that could be associated with a rise in global average temperatures between 1.5 and 2 °C above pre-industrial levels. Climate policy and mainstream migration and refugee policy are developing recommendations by the end of 2018 that, together, will provide new contours for governing human mobility in the twenty-first century. This paper compares work on human mobility under the United Nations Framework Convention on Climate Change (UNFCCC) and how climate change features in the initial drafts of the Global Compact for Safe, Orderly and Regular Migration (GCM) and the Global Compact on Refugees (GCR). The international community can choose not to include such future considerations, missing opportunities to avert risks of involuntary movements of people as climate change impacts intensify. Alternatively, the international community can help countries to preempt risks arising from governance gaps and climate impacts, incorporate climate and mobility considerations in planning, and establish contingency arrangements for large-scale movements of people. A measure of efficacy in coordinating responses to large-scale movements of people will be the degree to which both state and non-state actors take up the recommendations of the Task Force on Displacement, how the Global Compact for Migration is negotiated, and the degree to which states utilize the Comprehensive Refugee Response Framework as climate and other dynamics unfold in future years. 相似文献

Open adoption (i.e., involving ongoing communication between birth and adoptive families) has become the predominant form of private domestic adoption. As such, an understanding of the communicative structures that create and sustain these families is needed. Grounded in discourse dependent family theorizing, we explored open adoptive parents’ (n = 298) construction of the birth family relationship through naming and connecting. Thematic analysis illuminated six address terms: identical derivative, familiar, cultural derivative, parallel derivative, first name, and no address term. Guided by intergroup and discourse dependence theorizing, the present study explored how divergent identities are communicatively negotiated in transracial adoptive families. Specifically, we examined how adoptive parents’ understandings of their child’s race and culture changed after adopting transracially and how adoptive parents navigated racial and cultural differences through talk. Results from 21 interviews revealed that adoptive parents reported an increased awareness of race and culture, such that a new appreciation for their child’s race and culture developed yet simultaneously amplified ambivalence. Results further indicated parents utilized narrating, naming, ritualizing, discussing, normalizing, and praising to communicatively negotiate racial and cultural identity differences. Findings contribute to transracial adoptive family research by illuminating how parents make sense of differing social identities within the family. Results also advance discourse-dependence theorizing by demonstrating the context-specific nature of internal boundary management strategies and by giving voice to the prevalence of border work in transracial adoptive families. 相似文献

Longitudinal quality-of-life (QOL) research incorporating multiple perspectives can add to knowledge about how nursing home residents experience QOL, but these methods are seldom used. This study employed interviews and participant observation to conduct multiple-perspective, longitudinal case studies of six residents. Close, reciprocal relationships with staff members, staff knowledge of residents, and autonomy were fundamental to QOL. Autonomy was experienced through choice and self-advocacy. Changes in QOL over time related to changes in resident health status, acclimation to the setting and family member availability. Recent scholarship seeks to lift up alternatives to neoliberalism that build community well‐being and a sense of place. This study follows three families in a rural highland Ecuadorean community and their investments in human capital, family businesses, and migration. It applies a human ecological model to show how complex ideologies around community well‐being, such as buen vivir (living well), are articulated at the macroscale and experienced at the meso‐ and microscales through investments in public services and their impact on rural families. Our collaborative ethnography elevates families’ voices to show how they both experience and envision community well‐being. We incorporate human capabilities and a community capitals framework to show how investments and ideologies flow across scales. We highlight the role of local social capital and regional territorial dynamics that support both economic growth and social inclusion. Our collaborative ethnography illustrates how rural residents imagine the good place (buen lugar), a resilient foundation from which they can build their family strategies. However, we find that lack of political and financial investment truncates active citizenship at the local scale, limiting the ability to achieve the full promise of buen vivir. 相似文献

Ailanthus altissima is an invasive, dioecious deciduous tree common at the interface between urban and rural areas in the mid-Atlantic region,
U.S.A. To examine spatial patterns of abundance and associations with land use type, we mapped all mature female trees in
nine 89.5 ha plots (805.5 ha total area) across a typical urban-to-rural land use gradient using aerial images obtained via
remote sensing supplemented by detailed ground referencing. Rural plots were dominated by forest and had the lowest density
of mature females (0.007 females ha−1); urban and suburban plots did not differ significantly in mean density (0.37 females ha−1 vs. 0.34 females ha−1, respectively). Individuals in urban plots were more evenly distributed, but were not associated with a wider variety of
land uses and were closer to roads or openings than those in suburban plots. Given less available habitat per unit area in
urban than in suburban environments, these patterns suggest that Ailanthus fits the profile of an invasive species that may be proliferating outward from urban centers. With continued disturbances
associated with development in the suburban areas, and timber harvesting in the rural areas, further spread of Ailanthus seems likely. 相似文献
