Lives in limbo: Temporary Protected Status and immigrant identities

The United States formulates much of its immigration and refugee policy to match economic and political circumstances. We interpret these policy shifts as a set of graduated positions on immigration and refugee flows that attempts to discipline the lives of newcomers and, in so doing, shapes immigrant identities. In this article, we analyse the interplay between the US government and Salvadoran asylum applicants negotiating procedures that grant only temporary relief from deportation via the policy of Temporary Protected Status (TPS). We find that each policy shift results in the strategic renegotiation of asylum applicants’ identities so as to achieve the best opportunity for a successful outcome. Based on Foucault’s ideas of governmentality and Ong’s concept of flexible citizenship, we argue that what appears more superficially as a patchwork strategy of immigration laws and asylum practices may be theorized more deeply as a set of flexible responses by the state that turn on identity construction at different scales, and that aim to mediate transnational relations.

运用参与性诊断(即PRRA)方法对临安示范林地区的森林经营主要政策进行了诊断分析,找出了现行政策存在的问题,如:政策环境欠佳,产权政策不到位,税费政策不合理,林业产品生产、加工和销售脱节,森林生态效益补偿政策欠规范、不合理等.同时,运用参与性设计的方法对若干主要政策进行专项设计,并在此基础上,从优化森林可持续经营的政策环境和规范政策系统运行两方面入手,提出一套科学、合理和有效的适合当地水平的森林可持续经营综合设计方案,以促进示范林网络的发展.     

Dairy Farm Survival in a Metropolitan Area: Dutchess County,New York, 1984–19901

Abstract The effect of nonfarm development on dairy farm survival in New York's highly developed lower Hudson Valley is analyzed. The major hypothesis is that significant losses of dairy farms during this period are the result of urban development pressures. Contrary to this hypothesis, however, the bivariate and multivariate analyses of data from a mail survey of all commercial dairy operators in Dutchess County as of 1984 and industry survivors, exiters, and new entrants through 1990 demonstrate that nonfarm development has a negligible effect on dairy farm survival; rather, survival is significantly affected by age of operator and by family disruption. Thus, demographic and family process factors are found to be more powerful determinants of dairy farm survival in this particular metropolitan context.     

Tolerating Force: A Contextual Analysis of the Meaning of Tolerance

This study employs college student survey data to examine the specific social conditions that influence tolerance of the use of force against children. The findings reveal that a certain ambivalence exists regarding parental force to control the behavior of children. Although the respondents are tolerant of parental force used to counteract disrespectful provocations by children, they are less tolerant of force used to counteract age-related misbehaviors. Implications of these findings are discussed in light of current and future social and family policy.     

A NOTE ON EVANESCENT PROCESSES

This note examines the connection between μ-invariant measures for the transition function of a continuous-time Markov chain and those of its q-matrix, Q. The major result establishes a necessary and aufficient condition for a convergent μ-invariant measure for Q to be μ-inhant for the minimal transition function, P, under the assumption that P is honest. This corrects Theorem 6 of Vere-Jones (1969) and the first part of Corollary 1 of Pollett (1986), both of which assert that the above conclusion holds in the absence of this condition. The error was pointed out by E.A. van Doom (1991) and the counterexample which be presented provides the basis for the present arguments. In determining where the error occurred in the original proof, we are able to identify a simple sufficient condition for μ-invariance.     

A role-reversal in the mother-daughter relationship

Psychoanalytic theorists have noted a particular dynamic in the mother-infant relationship in which the emotional needs of the mother predominate. When this situation occurs, the emotional needs of the infant may go unmet, resulting in impaired self-development. Through an integration of the ideas of mainstream psychoanalytic theorists and feminist psychoanalytic thinkers, this paper proposes the idea that, because of the intensity of the mother-daughter relationship, this dynamic may be more prevalent between mothers and daughters than between mothers and sons. A mother-daughter relationship is described in which the mother comes to depend on her daughter for emotional attunement and response, and the mother's selfobject needs predominate. As a consequence, the daughter is unable to develop a cohesive sense of self and experiences difficulty in achieving separation. Two clinical reports are presented to illustrate the way in which this mother-daughter dynamic manifests itself in the patient's life and in the therapeutic relationship. A negative transference dynamic is described resulting from these patient's fear of duplicating their relationship with their mothers in the therapeutic relationship by having to meet the selfobject needs of the therapist.
