Sustainable Development is a broad and universal concept. Indicators are a basis to measure sustainability and to direct policies that aim to achieve a better quality of life. Thai Binh, a coastal province in North Vietnam is strongly concerned about strategic sustainability development. To select a system of sustainability indicators, the Delphi method was applied in 2012. A two-round questionnaire was organized to use with 32 experts, who acted as participants. 69 indicators were selected from 98 listed indicators: 15 related to economic development, 5 to the sea and coastal zone, 1 to the global economic partnership, 4 to consumption and production patterns, 7 to poverty, 3 to governance, 9 to health, 4 to education, 3 to demographics, 2 to natural hazards, 5 to atmosphere, 7 to land, and 3 to freshwater. Conversely, 29 other indicators were rejected. The Delphi method allows indicator selection for identification of the process of sustainability. The system of indicators, as the first important step of the sustainable development process, provides useful information for decision makers and planners as well sustainability strategy. It is planned that the indicators selected should be applied in the province.  相似文献

In 2010, the Vietnamese government officially recognized social work as a profession. This study explores whether key stakeholders in the development of social work in Vietnam (i.e. policy‐makers, pioneering educators, and practitioners) had reached a shared understanding about the mission and core values of Vietnamese social work by the end of 2015. An exploratory survey was conducted with 65 participants representing key stakeholders of social work in Vietnam. Participants had a shared but rather generic, at times vague, and overly optimistic view of the mission of Vietnamese social work as a “helping profession” that would be able to solve every social problem and present in all areas. There was a strong, unanimous desire for Vietnamese social work to focus on human dignity, social justice, and individuals’ rights, mixed with the preservation of Vietnam's collective, community‐based culture under the central guiding role of the state.  相似文献

Discussion about, and analysis of, the question of definition and the third sector and civil society more generally has developed to a significant degree in recent years. This paper can be located in a new phase of recent research, which seeks to attend to the historical, cultural and politically contingent nature of this domain’s boundaries. The process of constituting the sector is discussed as the product of new discourses of decontestation and contention within third sector policy and practice. It takes England as a case study, drawing on evidence and argument assembled by the authors in recent and ongoing research efforts, variously conducted with the support of the Third Sector Research Centre (TSRC) and the European Commission. The paper proceeds by discussing relevant literature; describing recent patterns of policy institutionalisation; and then tries to draw out more analytically how this process of constitution has been associated not so much with a stable and consistent set of definitions and constructs, but rather with unstable and changing formulations, which reflect the playing out of a dual process of decontestation and contention.  相似文献

This paper examines the motivations of a sample of fifty providers of residential care for older people in England in 1997. The theoretical point of departure is the knights and knaves categorization suggested by Julian Le Grand. A cluster analysis of the expressed motivations of the providers of residential care suggests three types: empathizers, professionals and income prioritizers. These combine knightly and knavish motives in varying degrees. Le Grand's recommendation that strategic policy towards actors in welfare services should be robust about motives is endorsed. However, a third, mercantile, aspect of motivation is revealed reflecting providers' needs to exercise control over, and experience ownership of, their enterprises. This should also be taken into account in the design of policy. Policy decisions that are insensitive to this aspect of motivation are likely to be misguided and flawed.  相似文献

A shrinking pool of potential students, due to a declining birthrate as well as uncertain economic times, is creating the need for more effective recruiting of college students. One approach using a goal programming model has been developed and is currently being used to manage recruitment activities in a small four-year college in Nebraska. The model identifies both the type and number of activities that must be completed each quarter in order to reach an enrollment goal for a given year. Factors such as budget, time, manpower, and marketing strategies are highlighted in the model. The results of the goal programming model encouraged more field activities in the first two quarters with emphasis on new-candidate identification. The third-quarter recruiting strategy is more balanced while the fourth-quarter emphasis is placed on follow-up activities that occur chiefly in the office. Use of this model will enable recruiters to meet enrollments while managing recruiting resources and activities in order to remain within the recruiting budget.  相似文献
