This article presents an approach to the problem of terrorism risk assessment and management by adapting the framework of the risk filtering, ranking, and management method. The assessment is conducted at two levels: (1) the system level, and (2) the asset-specific level. The system-level risk assessment attempts to identify and prioritize critical infrastructures from an inventory of system assets. The definition of critical infrastructures offered by Presidential Decision Directive 63 was used to determine the set of attributes to identify critical assets--categorized according to national, regional, and local impact. An example application is demonstrated using information from the Federal Highway Administration National Bridge Inventory for the State of Virginia. Conversely, the asset-specific risk assessment performs an in-depth analysis of the threats and vulnerabilities of a specific critical infrastructure. An illustration is presented to offer some insights in risk scenario identification and prioritization, multiobjective evaluation of management options, and extreme-event analysis for critical infrastructure protection.  相似文献

Observed continuous random variates are effectively “discretized” by the limited accuracy with which they can be recorded. The effects of this on the likelihood function and on maximum likelihood estimation are often overlooked. The aim of this study was to examine the interaction between aging and 10 years of racing in endurance runners. Race-time data from 194 runners who had completed 10 consecutive 56-km ultramarathons were obtained. The runners were either 20.5 +/- 0.7, 30.0 +/- 1.0, 39.9 +/- 0.9, or 49.4 +/- 1.0 years old at their first race. Each runner's race speed was determined for each race over the 10 years. Data were analyzed using repeated-measures ANOVA, one-way ANOVA, and independent t tests and showed that performance improved and declined at greater rates for younger runners; younger runners had a greater capacity for improvement than older runners; approximately 4 years were required to reach peak racing speed, regardless of age; it was not possible to compete at peak speed for more than a few years; and the combined effects of 10 years of aging and racing neither improve nor worsen net performance. In conclusion, these data suggest that although these runners showed similar patterns of change in race speed over a 10-year period, the extent of change in performance was greater in younger than in older runners.  相似文献

ABSTRACT

Grandfamilies, family structures in which grandparent(s) co-reside with and assume a primary caregiving role for at least one grandchild, are increasingly common in the United States. This qualitative, exploratory study, informed by family communication patterns theory (FCPT), illuminated the reported communication beliefs and practices of grandparents who serve as primary caregiver to at least one grandchild. Hybrid thematic analysis, combining FCTP with inductive analysis, was used to analyze 21 semi-structured interviews with grandparents. Results yielded four themes describing grandparents’ reported communicative practices: creating opportunities for listening and dialogue, talking about emotion, emphasizing openness, and allowing questioning; and three themes describing the impact of second-chance parenting: increased resources, acquired wisdom, and matured emotionally. Implications for grandfamily communication research in light of hybrid analyses and FCPT are discussed.  相似文献

ABSTRACT

The circular economy (CE) has become a matter of urban development. A literature review shows that the CE debate is biased toward technology-driven industrial change, while bracketing broader socio-political interests. We address this gap by exploring the political economy of scale of the CE. Looking into the case of Brussels (Belgium), a city that has recently adopted the CE as part of its socio-economic strategy, we explore how the anticipated transition to a ‘circular city’ chimes with long-standing urban development agendas. While there is little evidence of stable growth coalitions between corporate and political elites, we argue that the CE provides an ‘urban sustainability fix’ by selectively incorporating ecological goals in urban governance strategies. We further scrutinise the landscape of diverse and heterogenous CE practices in food and transport, highlighting how they are regulated and organised, what labour conditions they offer, and how they are anchored in urban space.  相似文献

Access management, which systematically limits opportunities for egress and ingress of vehicles to highway lanes, is critical to protect trillions of dollars of current investment in transportation. This article addresses allocating resources for access management with incomplete and partially relevant data on crash rates, travel speeds, and other factors. While access management can be effective to avoid crashes, reduce travel times, and increase route capacities, the literature suggests a need for performance metrics to guide investments in resource allocation across large corridor networks and several time horizons. In this article, we describe a quantitative decision model to support an access management program via risk‐cost‐benefit analysis under data uncertainties from diverse sources of data and expertise. The approach quantifies potential benefits, including safety improvement and travel time savings, and costs of access management through functional relationships of input parameters including crash rates, corridor access point densities, and traffic volumes. Parameter uncertainties, which vary across locales and experts, are addressed via numerical interval analyses. This approach is demonstrated at several geographic scales across 7,000 kilometers of highways in a geographic region and several subregions. The demonstration prioritizes route segments that would benefit from risk management, including (i) additional data or elicitation, (ii) right‐of‐way purchases, (iii) restriction or closing of access points, (iv) new alignments, (v) developer proffers, and (vi) etc. The approach ought to be of wide interest to analysts, planners, policymakers, and stakeholders who rely on heterogeneous data and expertise for risk management.  相似文献

A full Bayesian approach based on ordinary differential equation (ODE)-penalized B-splines and penalized Gaussian mixture is proposed to jointly estimate ODE-parameters, state function and error distribution from the observation of some state functions involved in systems of affine differential equations. Simulations inspired by pharmacokinetic (PK) studies show that the proposed method provides comparable results to the method based on the standard ODE-penalized B-spline approach (i.e. with the Gaussian error distribution assumption) and outperforms the standard ODE-penalized B-splines when the distribution is not Gaussian. This methodology is illustrated on a PK data set.  相似文献
