On semiparametric pivotal bayesian inference for quantiles

In semiparametric inference we distinguish between the parameter of interest which may be a location parameter, and a nuisance parameter that determines the remaining shape of the sampling distribution. As was pointed out by Diaconis and Freedman the main problem in semiparametric Bayesian inference is to obtain a consistent posterior distribution for the parameter of interest. The present paper considers a semiparametric Bayesian method based on a pivotal likelihood function. It is shown that when the parameter of interest is the median, this method produces a consistent posterior distribution and is easily implemented, Numerical comparisons with classical methods and with Bayesian methods based on a Dirichlet prior are provided. It is also shown that in the case of symmetric intervals, the classical confidence coefficients have a Bayesian interpretation as the limiting posterior probability of the interval based on the Dirichlet prior with a parameter that converges to zero.     

Public diplomacy to promote Global Public Goods (GPG): Conceptual expansion, ethical grounds, and rhetoric

Traditional conceptualizations of public diplomacy stress three dimensions, namely image cultivation, advocacy of national interests, and promotion of mutual understanding. This research expands the scope of public diplomacy by adding an additional dimension, namely promotion of Global Public Goods (GPG). The research argues that creating and preserving GPG should be one of the functions of public diplomacy in an era when global warming and globalization of health become realities that dictate the entire humankind to meet the challenge in collective action. The research also explored the ethical grounds and rhetoric of the new dimension of public diplomacy.     

Culturally Relevant Psychotherapy for Perinatal Depression in Low-Income Ob/Gyn Patients

To minimize barriers to care, ameliorate antenatal depression, and prevent postpartum depression in low-income women, we propose that a culturally relevant version of brief interpersonal psychotherapy (IPT-B) may be an effective approach. IPT-B is a modified form of Interpersonal Psychotherapy (IPT), an efficacious treatment for depression that we have altered to address the needs of women who have difficulty adhering to longer courses of psychotherapy. Culturally relevant additions to IPT-B include (1) a pre-treatment engagement strategy consisting of an ethnographic interview accompanied by psychoeducation to engage women in treatment; (2) convenient delivery of IPT-B in a public care Ob/Gyn clinic where the women receive prenatal services; (3) flexible scheduling of treatment sessions at the clinic or on the phone; and 4) facilitation of access to social services.     

Business Continuity Management: Time for a Strategic Role?

Against a background of increasing threats, business continuity management (BCM) has emerged in many industries as a systematic process to counter the effects of crises and interruptions, although its potential to play a more strategic role is still largely under-explored. This article examines the organisational antecedents of BCM and develops a conceptual approach to posit that BCM, in actively ensuring operational continuity, has a role in preserving competitive advantage. Such value preservation is central to the business continuity/business strategy relationship, and gives rise to the central purpose of the paper; to discuss whether firms’ BCM can be seen as strategic rather than purely functional.If so, what form does such provision take in terms of planning, organisation and culture? Evidence from six UK-based financial services firms illustrates differing approaches to business continuity, with two firms showing BCM provision more clearly aligned towards a mission-critical strategic role. Practical precepts for implementation are presented, together with a diagnostic drawing attention to the key determinants of enhanced value preservation.     

Cyborg anxiety: Oscar Pistorius and the boundaries of what it means to be human

Disabled people have a history of being viewed as not entirely human. In the age of spare part surgery and increasing sophistication of drugs, there are increasing concerns about what it means to be human, and, in particular, in what distinguishes people from machines. These concerns have clear resonance with anxieties about disability, and with disabled people being seen as not human. Oscar Pistorius is a disabled athlete whose wish to compete alongside able bodied competitors is causing great concern and worry that his prosthetic legs may give him an unfair - and non-human - advantage. The case of Pistorius breaks entrenched boundaries and lays bare core concerns in society about disability and the body.     

Domestic violence and child protection: towards a collaborative approach across the two service sectors

Domestic violence continues to be one of the most significant aspects of child abuse and neglect in Australia. However, the children are not well served by either child protection or domestic violence service sectors, which continue to operate as segregated, tertiary response systems. This paper reports on research that examined bridges and barriers to effective collaboration between child protection and domestic violence services in responding to children affected by domestic violence. The differing conceptions and responses of the workers from each service sector, in relation to children and families affected by domestic violence, is discussed in the light of gaps in service provision in both sectors. In doing so, areas of common ground for more effective collaboration between these service sectors are identified, including the prioritizing of emotional and psychological abuse, supporting and empowering abused mothers, strengthening the mother–child relationship, and supporting children and families across a continuum of service provision, particularly in the medium‐ to long‐term. Understanding each other and finding common ground across the two service sectors is paramount to improving how each responds to children and families affected by domestic violence.     

Sartre for the twenty-first century?

By virtually dominating French intellectual life (literature, philosophy, culture) during the early post-World War II period, Jean-Paul Sartre (1905–1980) embodied what Pierre Bourdieu calls a “total intellectual” – one who responds to and helps frame public debate on all the intellectual and political issues of the day. During his lifetime and even after his death in 1980, Sartre’s thinking and political engagements provoked sharp reactions, both positive and negative, in France and abroad. Marxism, decolonization struggles, and violence are three key themes on which Sartre’s public positions continue to generate considerable debate – a debate that remains relevant today.
