The policies determining how the foreign born enter the United States are some of the most complicated, least understood,
and most disliked of all federal policies. This paper uses New Immigrant Survey (2003) data to examine how proposed changes
to U.S. immigration policy might alter the composition of legal permanent residents (LPRs) admitted. Specifically, we consider
the 2007 federal proposal that would have placed greater emphasis on employment and skills by instituting a merit-based point
system while eliminating some types of family sponsorship. We also simulate point scores for the 2003 LPR cohort according
to the point systems used in Canada and Australia. We find that, despite significant variation in point allocations, the three
systems would admit similar numbers and types of immigrants. In the 2007 U.S. proposal, work experience in the United States
is extremely important for earning high point scores. Thus, the proposal would place even more stress on temporary visa programs. 相似文献

In this article, I use the ethnographic work I conducted in the summer of 2009 with Black lesbian women from South Carolina to show how Black female masculinity has been influenced by historically based constructions of Black gender. I will argue that these studs strategically construct and perform their masculinity in ways that shield them from sexism, racism, and homophobia both in and out of their Black community. By adopting the particular type of masculinity common among their Black male peers, these studs can gain access to some levels of male privilege and power which, in turn, can act as useful defense mechanisms against multiple types of discrimination and oppression. 相似文献

Foster youth are at risk of poor adult outcomes. Research on the role of mentoring relationships for this population suggests the value of strategies that increase their access to adult sources of support, both while in foster care and as they reach adulthood. We conducted semi-structured, individual qualitative interviews with 23 former foster youth ages 18-25 regarding their relationships with supportive non-parental adults. We sought to identify factors that influence the formation, quality, and duration of these relationships and to develop testable hypotheses for intervention strategies. Findings suggest several themes related to relationship formation with non-parental adults, including barriers (e.g., youth's fears of being hurt) and facilitators (e.g., patience from the adult). Distinct themes were also identified relating to the ongoing development and longevity of these relationships. Youth also described multiple types of support and positive contributions to their development. Proposed intervention strategies include systematic incorporation of important non-parental adults into transition planning, enhanced training and matching procedures within formal mentoring programs, assistance for youth to strengthen their interpersonal awareness and skills, and the targeting of specific periods of need when linking youth to sources of adult support. Recommended research includes the development, pilot-testing, and evaluation of proposed strategies. 相似文献

Reclaiming Futures is a national juvenile justice reform initiative of the Robert Wood Johnson Foundation. During its 11 years of demonstration and expansion phases, Reclaiming Futures has used a variety of communications strategies, tools, and techniques to achieve its objectives. This paper describes the literature relevant to contemporary use of communications tools to achieve social change, and presents a brief history of how communications contributed to the development of Reclaiming Futures and how communications strategies were implemented at key points. A focus on communication principles and tools in practical terms is highlighted, including strategies for empowering project leaders to be effective messengers and for conducting outreach to community members, professional stakeholders, and elected officials, as well as examples of creative projects developed to advance program goals. Use of techniques such as branding, messaging, and integration of social media are also presented. Implications for other system change efforts are explored. 相似文献

Children’s right to play is formally enshrined in Article 31 of the United Nations Convention on the Rights of the Child (UNCRC). However, few research studies have explored children’s experiences of play from an explicit rights‐based perspective. Using children’s views to illustrate the multi‐dimensional relationship Article 31 holds with other key children’s rights, this article shows how a rights‐based classification of play emphasises issues such as freedom, safety, choice and inclusion. The article highlights the fact that while Article 31 has provided an impetus for play policies throughout the UK, these have not been developed from an explicit rights‐based perspective. The article concludes by suggesting that the Committee on the Rights of the Child could take a greater lead on this issue through more robust monitoring and enforcement of Article 31. 相似文献

We examined whether mothers' use of temporal synchrony between spoken words and moving objects, and infants' attention to object naming, predict infants' learning of word–object relations. Following 5 min of free play, 24 mothers taught their 6‐ to 8‐month‐olds the names of 2 toy objects, Gow and Chi, during a 3‐min play episode. Infants were then tested for their word mapping. The videotaped episodes were coded for mothers' object naming and infants' attention to different naming types. Results indicated that mothers' use of temporal synchrony and infants' attention during play covaried with infants' word‐mapping ability. Specifically, infants who switched eye gaze from mother to object most frequently during naming learned the word–object relations. The findings suggest that maternal naming and infants' word‐mapping abilities are bidirectionally related. Variability in infants' attention to maternal multimodal naming explains the variability in early lexical‐mapping development. 相似文献

This study examined college students' perceptions of different marital dyads: head-complement, husband-as-senior-partner, equal-partner, wife-as-senior-partner. Data from 461 college students were collected using a person perception experiment within a self-administered questionnaire. Results include: the head-complement dyad was perceived as least stable, least fair for the wife and husband, least satisfying for the wife, and least acceptable. The husband-as-senior partner dyad was perceived as the dyad in which the husband was the most satisfied compared to the wife. The equal-partner dyad was perceived as most fair and satisfying for both spouses, and the most stable and acceptable/preferred dyad. The husband was perceived as the least satisfied compared to the wife in the wife-as-senior-partner dyad. There were no main effects for subject gender. 相似文献
