The quotient of two correlated normal variables with applications

The purpose of this paper is to present new results on the distribution of the quotient of two correlated normal variables and its use to solve many outstanding problems in all fields of science, economics, industry, commerce, education, and medicine. The results are relatively simple and may encourage one to use the exact distribution of the quotient. Examples in medicine, economics and industry will illustrate the applications. Further, these results open a new vista for the solution not only of problems involving bivariate distributions but also multivariate distributions.     

Grappling with Realities: Policy and Practice in HIV Social Work

In 2012 the NSW HIV Strategy 2012–2015: A New Era was released, with a goal of eradicating Human Immunodeficiency Virus (HIV) by 2020. This new policy, prioritising biomedical treatment, has raised challenges for social work practitioners working in the HIV field. We undertook a research project exploring the implications of the Strategy on social work clients and practice. A questionnaire was sent to 57 HIV social workers and 32 (56.1%) responses were received. Thematic analysis identified five main themes affecting social workers and their clients. These were a new stigma, treatment benefits, the complexity of people's lives, the psychosocial voice, and ethical and professional tensions. We propose that a more holistic HIV strategy including the psychosocial realities that inform HIV transmission, testing and treatment options, and adherence be adopted.     

The Challenge of Political and Economic Change in Poland and Central and Eastern Europe

This article discusses political and economic changes in Poland, Central and Eastern Europe emerging since the demise of the ‘closed system’ in 1989. The presentation explores the range of change, the method and the sequence of change. General lessons in economic transition as identified by Polish Finance Minister Lezak Balcerowicz are discussed. The challenges involved in macroeconomic stabilization, radical liberalization, currency convertibility, subsidy reduction and conversion of state-owned enterprises are reviewed. Despite their complexity, economic and political reforms proved necessary and inevitable. This revised version was published online in July 2006 with corrections to the Cover Date.

Displeasure at plurality and fear of strangers? An empirical study among youth in Germany and the Netherlands

A comparison between the Netherlands and Germany concerning religious, cultural and ethnic plurality provides interesting insights. Germany has never defined itself as a multicultural society, as was historically the case in the Netherlands. The outcomes of the research are somewhat surprising. Dutch pupils – especially boys – are more negative about plurality than their German contemporaries are. Belonging to a church in Germany appears to be connected to a positive attitude to migrants, while in the Netherlands this is not important at all.

The practice of collecting photographs of refugees in ‘coffee‐table books’ is a practice of framing and thus inflecting the meanings of those images. The ‘refugee coffee‐table books’ discussed here each approach their topic with a particular style and emphasis. Nonetheless, while some individual images offer productive readings which challenge stereotypes of refugees, the format of the collections and the accompanying written text work to produce spectacle rather than empathy in that they implicitly propagate a world view divided along imperialist lines, in which the audience is expected to occupy the position of privileged viewing agent while refugees are positioned as viewed objects.     

Doubly disadvantaged: Unemployment,young age,and electoral participation in the United Kingdom

Previous studies examine how unemployment affects socio-political behaviour, but this literature has scarcely focused on the role of the life-course. Integrating the frameworks of unemployment scarring and political socialisation, we posit that unemployment experiences, or scars, undermine electoral participation, and that this is exacerbated at younger ages. We test these hypotheses relying on the British Household Panel Survey and Understanding Society datasets (1991–2020), employing panel data analysis approaches as Propensity Score Matching, Individual Fixed Effects, and Individual Fixed Effects with Individual Slopes. Results suggest that unemployment experiences depress electoral participation in the UK, with effect sizes around −5% of a Standard Deviation in turnout. However, this effect varies powerfully by age: the impact of unemployment on electoral participation is stronger at younger ages (−21% SD at age 20), and weaker to not significant after age 35. This is robust across the three main approaches and several robustness checks. Further analyses show that the first unemployment spell matters the most for electoral participation, and that for individuals under 35, there is a scar effect lasting up to 5 years after the first unemployment spell. The life-course emerges as central to better understand the relationship between labour market hardships and socio-political behaviour.     

Strategies to Improve the World Food Programme's Revenue Mobilisation and Procurement Practices

Currently, a vast majority of WFP food procurement is executed through spot markets, which exposes it to substantial commodity and transport price risk as well as significant delays in delivery. The WFP also has limited flexibility owing to unpredictable revenue mobilisation, partly driven by restricted donor contributions. However, a significant portion of its operations are fairly predictable – both in terms of countries and delivery volumes. There are several types of derivatives contracts available at commodities exchanges that can facilitate strategic hedging. Greater commitments of untied cash donations from the US and other major donors can give the WFP significant operational flexibility to execute prudent financial management operations without damaging local food markets.
