This paper is concerned with explaining why in contemporary society there has been a number of changes to income maintenance and labour market policy for disabled people. Taking a regulation approach theoretical framework it engages with the debate about whether disabled people can be considered to be part of the reserve army of labour. Rejecting previous broad-brush approaches that seem to suggest that all disabled people are part of the reserve army, it argues that the policy changes have been aimed at reconstructing non-employed disabled people as an important part of the reserve army in a period when labour markets are becoming tighter. In this sense disabled people are crucial to New Labour's regulation of neo-liberal accumulation that is structured through a contradiction between economic stability and increasing participation in paid employment. 相似文献

A linear population risk model used by the U.S. Food and Drug Administration (FDA) Center for Veterinary Medicine (CVM) estimates the risk of human cases of campylobacteriosis caused by fluoroquinolone-resistant Campylobacter. Among the cases of campylobacteriosis attributed to domestically produced chicken, the fluoroquinolone resistance is assumed to result from the use of fluoroquinolones in poultry in the United States. Properties of the linear population risk model are contrasted with those of a farm-to-fork model commonly used for microbial risk assessments. The utility of the linear population model for the purpose for which it was used by CVM is discussed. 相似文献

A versatile procedure is described comprising an application of statistical techniques to the analysis of the large, multi‐dimensional data arrays produced by electroencephalographic (EEG) measurements of human brain function. Previous analytical methods have been unable to identify objectively the precise times at which statistically significant experimental effects occur, owing to the large number of variables (electrodes) and small number of subjects, or have been restricted to two‐treatment experimental designs. Many time‐points are sampled in each experimental trial, making adjustment for multiple comparisons mandatory. Given the typically large number of comparisons and the clear dependence structure among time‐points, simple Bonferroni‐type adjustments are far too conservative. A three‐step approach is proposed: (i) summing univariate statistics across variables; (ii) using permutation tests for treatment effects at each time‐point; and (iii) adjusting for multiple comparisons using permutation distributions to control family‐wise error across the whole set of time‐points. Our approach provides an exact test of the individual hypotheses while asymptotically controlling family‐wise error in the strong sense, and can provide tests of interaction and main effects in factorial designs. An application to two experimental data sets from EEG studies is described, but the approach has application to the analysis of spatio‐temporal multivariate data gathered in many other contexts. 相似文献

The effects of childbearing and work sector on women's hours and earnings in the 8 years following an index pregnancy were
examined in a cohort of more than 2,000 women in the Cebu Longitudinal Health and Nutrition Survey. Change in cash earnings
and hours worked were each modeled jointly with sector of labor force participation using an estimation strategy that deals
with endogeneity of childbearing decisions and selectivity into sector of work. Two or more additional children born in the
8 year interval significantly reduced women's earnings, while having an additional child under 2 years of age in 1991 reduced
hours worked.

The 1998 U.S. Environmental Protection Agency Office of Pesticide Programs (OPP) re-registration eligibility decision (RED) for phosphine fumigants has generated much interest in defining safe levels of exposure for workers and worker bystanders. This report summarizes the pertinent literature on phosphine toxicity, including animal inhalation studies and human epidemiology studies, and also describes a margin-of-exposure (MOE) analysis based on available worker exposure data. In addition, a safe occupational exposure limit is estimated using typical OPP assumptions, after determination of appropriate uncertainty factors, based on quality of data in the principal study and pharmacokinetic considerations. While a conservative 8-hour time-weighted average (TWA) of 0.1 ppm was calculated, the overall weight of evidence, from a risk-management perspective, supports a conclusion that an occupational TWA of 0.3 ppm provides adequate health protection. In addition, a 15-minute short-term exposure limit (STEL) of 3 ppm was estimated. Finally, in contrast to the MOE analysis described in the OPP's phosphine RED, the MOE analysis described herein does not indicate that fumigation workers are currently being exposed to unacceptable levels of phosphine. Collectively, these findings support the occupational exposure limits of 0.3 ppm (8-hour TWA) and 1 ppm (STEL) established in the updated applicator's manuals for phosphine-generating products, which recently received approval from OPP. 相似文献

Services have not always catered well for people with complex needs. The term 'complex needs' is used here to signify people who have cognitive impairments and communication difficulties that present major challenges for getting one's views and preferences heard and understood, and/or who may not fit into traditional categories of service provision. Current developments in policy and practice, such as the single shared assessment process, emphasise inclusion through user involvement. There is a danger, however, that people with complex needs will be seen as too difficult to involve, and will therefore remain effectively excluded from the decision-making process and from the opportunity to influence service provision. This article explores the current situation in relation to ensuring genuine involvement for people with complex needs, highlights obstacles to progress and examples of good practice, and identifies future directions for research and practice. 相似文献

A content analysis of newspaper editorials about the trial of the four officers accused of beating Rodney King investigated when people would become concerned with procedural propriety in the case. Consistent with research demonstrating that people's moral convictions are important determinants of their perceptions of fairness and reactions to outcomes, results revealed that people were more critical of the procedures used in the case after learning the "unjust" verdict than before. Specifically, editorials only mentioned aspects of procedures after the verdict was announced, despite potential reasons for preverdict procedural concern. Editorials also contained more mentions of racism post- than preverdict suggesting that the "unjust" verdict also prompted concerns with institutionalized procedural problems. 相似文献
