The truth and lie story: developing a tool for assessing child witnesses' ability to differentiate between truth and lies

Within the court arena, the credibility and competency of child witnesses often comes under scrutiny and the decision whether a child is considered to be credible or not strongly in?uences whether their evidence will be heard by the court. A child's ability to demonstrate that they understand the difference between truth and lies and the importance of telling the truth is synonymous with competency. Research suggests that many professionals undertaking the task of establishing competency ?nd it very dif?cult, especially with younger children (Aldridge and Wood, 1997, cited in Aldridge and Wood, 1998). This paper describes the process involved in developing an innovative tool for helping professionals assess whether a child understands the difference between truth and lies. The development of the tool arose from the concerns of of?cers from Northumbria Police Force (in the UK) relating to interviews following the protocol of the government's Memorandum of Good Practice (Home Of?ce and Department of Health, 1992) on interviewing child witnesses, and the need to establish whether child witnesses can differentiate between truth and lies. As an example of good practice, The Truth and Lie Story described here has now been included in the Home Of?ce (2002) guidance Achieving Best Evidence in Criminal Proceedings, which is a revision of the 1992 Memorandum of Good Practice. Assessing performance in local government

The author outlines the complexity of trying to measure performance in local government and poses the questions: performance review by whom?—elected members, professional officers, outside bodies and management consultants: for whom?—ratepayers, recipients of services, central government: and for what purpose?—to cut costs, to cut services, to improve efficiency. He then outlines the various techniques used to measure and assess performance in local government.     

On uniform approximation of Poisson variates by normal ones

In this paper the accuracy of the normal approximation to the Poisson is treated from the viewpoint of direct approximation of Poisson variables by normal ones. The conclusions that are derived on the accuracy of this approximation lead (among others) to very useful results on confidence limits for the mean of a linear combination of independent Poisson variables; these latter are employed in precise determination of the composition of a mixture of radioactive isotopes by means of a scintillation counter.     

Wages and Fertility in Australia

This paper applies a simple economic model to explain short run movements in Australian fertility, abstracting from social and cultural conditions. It shows that Australian fertility can be modelled with some success using only wages and employment data, once we allow for the different effects of changes in men’s and women’s wages for the period 1966–90. The elasticity of the total fertility rate over this period is found to be negative with respect to women’s wages and positive with respect to men’s wages. As well as having the expected sign, the estimated elasticities are similar in magnitude to those for the United States over the period 1948–75.     

An evaluation of the fidelity of implementation of a school-based drug abuse prevention program: project toward no drug abuse (TND)

This article provides an implementation fidelity evaluation of the fourth experimental trial of Project Towards No Drug Abuse (TND). Two theoretical content components of the curriculum were examined to increase our understanding of the active ingredients of successful drug abuse prevention programs. A total of 18 senior high schools were randomly assigned by block to receive one of three conditions: cognitive perception information curriculum, cognitive perception information + behavioral skills curriculum, or standard care (control). These curricula were delivered to both regular and continuation high schools students (n=2331) by trained project health educators and regular classroom teachers. Across all program schools, the two different curricula were implemented as intended, were received favorably by students, and showed significant improvements in knowledge specific to the theoretical content being delivered. This pattern of results suggests that the experimental manipulations worked as intended, and thus, permit the attribution of future behavioral outcome differences between conditions to differences in content of Project TND material provided rather than to differences in the fidelity of delivery. Further, our findings indicate that Project TND can be implemented effectively with low and high risk youth in a general environment as well as with high risk youth in a more specialized environment.     

Father loss and father absence in preschool children

The role of the father in child development is discussed. Children's reactions to the death, separation, or divorce of their fathers are explored. Implications for diagnosis are stated along with specific recommendations for treatment. Crucial factors in diabnosis and treatment were concluded to be: the developmental stage of the child at the time of the loss, the reason for the father's absence, the state of the relationship with the father prior to the loss, the mother's reaction to the loss of her husband, and the environment provided for the child subsequent to the loss.
