The Abu Sayyaf is an organization which has left a trail of mayhem and murder in the southern Philippines for more than a decade. It has gained international notoriety through several high profile mass kidnappings. This article looks at how the Abu Sayyaf has managed to survive and at times prosper despite the state's efforts to eradicate it. By using organizational analysis the paper demonstrates how the Abu Sayyaf has developed structures and processes which make it such a deadly force. Airline irregular operations have long been a realm where human experience and judgement are the most important tools to utilize. Crew management during irregular operations is usually the bottleneck of the whole system-recovering process due to complicated crew schedules and restrictive crew legalities as well as the size and scope of the hub-and-spoke networks adopted by major carriers. A system-wide multi-commodity integer network flow model and a heuristic search algorithm for the above purpose are presented and discussed in this paper. The computational experiences show that the algorithm is efficient enough to solve problems of realistic size and also has the flexibility to accommodate practical business requirements. 相似文献

The growing trend towards information technology (IT) outsourcing is analysed within the UK public sector. The paper first details the research findings on factors influencing the degree of success experienced in a range of IT outsourcing deals. These factors are then utilized as a framework for analysing and discussing two case histories—of selective and large-scale IT outsourcing—drawn from different parts of the public sector. Both demonstrate how distinctive public-sector contexts influence the direction and degree of outsourcing. At the same time they highlight a range of managerial and organizational issues raised by moves towards contractual, core competence forms of organizing. Selective outsourcing is revealed as effective provided key decisions and actions are taken. The large-scale outsourcing case raises a number of critical issues not just for how it can be conducted in public-sector contexts, but also about the efficacy of such arrangements in terms of cost savings, possible over-dependence on a few suppliers, and ability to respond flexibly to changing political requirements and legislation. 相似文献

The MENTOR project, based at the University of Strathclyde, is producing multimedia computer based learning materials with the aim of improving both the effectiveness and the efficiency of teaching Operational Research/Management Science in higher education. The process of development has been carefully designed to encourage ownership of and commitment to the materials amongst lecturing staff in Universities, with the aim of ensuring widespread use. The paper outlines this process of development and design of materials. Experiences in introducing students to the use of these materials as an integrated part of a Management Science class are reported. The aim of this case study is to discuss the role of technology in addressing environmental problems. The paper tries to scratch beneath the surface of the increasingly frequent ‘quick-fix’ solutions to the present environmental problems, based on such beguiling catchwords as Cleaner Technologies, Best Available Technologies, and Best Available Technologies Not Exceeding Excessive Costs, etc., in an attempt to discover whether there is any substance in them, or whether they are just full of hot air. Recent data from case studies performed by the author in Germany and Finland as well as a postal questionnaire in Denmark are presented. The paper analyses and discusses the roles and responsibilities of designers, industrialists, and government policy-makers. It is argued that existing regulatory regimes, supranational industrial structures, and market mechanisms do not favour the development of cleaner technologies, nor do they promote a reduction in consumption patterns. Evidence from ongoing empirical research in Northwest Europe suggests that industry is far from developing and/or implementing cleaner technologies. The paper closes with a discussion of some of the policy implications involved and some examples of urgently needed further research. 相似文献
