This article examines the demand by nonprofits in the United States for foreign professionals to fill a variety of specialized and managerial positions on a temporary basis. Our study contributes to understanding the demand side of the trend toward a more contingent workforce. We test predictors of nonprofit employers' pursuit of foreign labor for professional expertise and show an association between strategy to insource foreign labor and organizational resource level, mission, occupational need, and wage offer. Our findings suggest that government visa policies and practices affect labor pools for nonprofit organizations. Given that our study reveals varied interest by nonprofits in pursuing temporary foreign professionals, we end with a brief review and discussion of how the use of temporary and foreign professionals may influence the dynamics of nonprofit organizations and suggest additional research questions. 相似文献

We used the National Longitudinal Study of Adolescent Health (Add Health) to examine the social and psychological well-being of multiracial adolescents. Using two different measures of multiracial identity, we investigated the ways in which these adolescents compare to their monoracial counterparts on five outcomes: depression, seriously considering suicide, feeling socially accepted, feeling close to others at school, and participating in extracurricular activities. We found that multiracial adolescents as a group experience some negative outcomes compared to white adolescents, but that this finding is driven by negative outcomes for those with American Indian and white heritage. We found no consistent evidence, however, that multiracial adolescents as a group face more difficulty in adolescence than members of other racial and ethnic minority groups. In bioinformatics application, the estimation of the starting and ending points of drop-down in the longitudinal data is important. One possible approach to estimate such change times is to use the partial spline model with change points. In order to use estimate change time, the minimum operator in terms of a smoothing parameter has been widely used, but we showed that the minimum operator causes large MSE of change point estimates. In this paper, we proposed the summation operator in terms of a smoothing parameter, and our simulation study showed that the summation operator gives smaller MSE for estimated change points than the minimum one. Over the last 20 years there has been an increasing focus on quality management (QM) as a distinct and necessary element of any competitive business organization. Although quality has always been a concern of national statistical agencies, quality improvements within such organizations have been achieved through a variety of different independent initiatives rather than through concerted effort under the umbrella of a formal “QM program.” This article addresses the application of QM to a national statistical agency. The essential elements of QM are reviewed from the perspective of a statistical agency. Ongoing quality initiatives at Statistics Canada and at other statistical agencies are described.
