The community care reforms which followed the 1989 White Paper "Caring for People"were apparently focused on addressing the needs of people requiring long-term care, and on achieving improved outcomes and better quality of life.
The agenda set out by the White Paper was for community care in the next decade and beyond. Half way through this decade, we question the extent to which the objectives of promoting choice and independence for users and carers have been achieved. The paper draws particularly on a programme of monitoring conducted jointly by the Nuffield Institute for Health and the King's Fund, based on national and local focus groups meeting over a two-year period. It proposes a framework for evaluation which consists of four components: the definition of desired outcomes; specification of service systems necessary to deliver such outcomes; promotion of access to services; and the development of supporting operational policies and resource allocation mechanisms.
This framework offers a substantial step beyond much of the monitoring of the community care reforms which has taken place to date. This has assessed progress largely in terms of the establishment of new systems and processes. We conclude that such changes were essential building blocks for delivering better-quality community care services, and in the short term it may have been legitimate to view their establishment as proxies for progress towards delivering user-centred services. However, monitoring and evaluation should now be increasingly oriented towards ensuring that these changes are in fact producing the desired service outputs and urn outcomes. In complex policy decision situations where policy objectives cannot be reached alone through the aggregate actions of individual actors, the classical approaches for measuring the effects of regulatory initiatives such as cost–benefit analysis do not provide the information necessary for decision support. This article is a case study examining promotional efforts undertaken by the National Hockey League (NHL) via integrated marketing initiatives launched during the 2005–2006 season. Following the 2004–2005 season player lockout2, the NHL worked to promote itself to both fervent and casual fans. By briefly assessing past marketing efforts and the dwindling popularity of the league in recent years, the article provides a fuller picture of how professional hockey was marketed in North America when the NHL returned to play. The focus is on “My NHL” and the league's re-branding efforts as part of its new integrated communications plan. This research reveals that in its attempts to revive the sport the NHL has done a better job than with past efforts, however the current campaign must be aggressively maintained in order to successfully re-brand the league.  相似文献

Abstract Fish consumption advisories fail to adequately help communities address the benefits and risks of eating potentially contaminated fish. We engaged community members and relevant institutions in identifying and implementing more effective risk communication in Michigan's rural Upper Peninsula. In 2004–2005, we collected data in four Michigan counties through focus groups, community dinners, public meetings and angler interviews. Residents express a strong affinity toward eating Great Lakes fish, though a minority of participants have read the official fish advisory. Participants lack an understanding of how bioaccumulation affects consumption risk depending on the type of contaminant. We attribute the situation to conditions of post‐normal risk that emerge through interaction of the structural dimensions of science and bureaucracy with a strong natural resource‐based culture that affects the agency of residents. The implications loom large as Michigan's Department of Community Health no longer distributes hard copies of the Michigan Fish Advisory.  相似文献

The purpose of this study was to refine and elaborate models of personality and relationship-specific characteristics in the perpetration of stalking and psychological abuse. Three hundred and forty-two college students who had been in intimate relationships completed a series of questionnaires about their most recent breakup and their former relationship. Our hypotheses were supported, with harsh parental discipline, anxious attachment, and need for control of one's partner forming a common cluster in the prediction of stalking and psychological abuse. For psychological abuse, relationship dissatisfaction added to the predictive factors; whereas for stalking, the level of anger-jealousy over the breakup was the major added factor. Degree of anger-jealousy was influenced by being the recipient of a breakup and the level of passion.  相似文献

Numerous community indicator projects have been developed over the past 30 years and are now present in many countries including the United States, Canada, United Kingdom, Europe, Australia, New Zealand and South America. However, creating influence and action using community indicators requires long-term effort strengthened by partnership, policy applications, training and research. This paper provides a reflective case study analysis that reviews the development of the community indicator system of Community Indicators Victoria in Australia. The analysis includes a review of best practice indicator principles guiding the development of current and future community indicator systems and describes how these factors influenced the development, establishment, and expansion of the Community Indicators Victoria system.  相似文献

There are ongoing management and societal challenges affecting volunteering participation. These place a premium on organizations identifying individuals that currently do not volunteer but have the willingness and capacity to do so, the “Potentials”. Supplementing the limited non-volunteer literature, we seek to quantify this potential volunteer pool using constructs aligned to the willingness, capability and availability dimensions from Meijs et al.’s (Volunt Action 8:36–54, 2006) volunteerability framework. Using binary logistic regression testing with a nationally representative sample of Australian volunteers and non-volunteers, we found partial support for the framework’s willingness and capability dimensions determining volunteer status. We then applied a predictive equation to the non-volunteer sample to calculate their percentage likelihood of volunteering, to identify a cohort of “Potential” volunteers. Further testing revealed statistically significant differences between this cohort compared to other non-volunteers based on various interventions for promoting volunteering. The implications of our novel study and an associated research agenda are discussed.
