From August 1979 on, more than 30,000 refugees from South East Asia were accepted in the Federal Republic of Germany as quota refugees in a special program; among them were 1600 unaccompanied minor refugees. About 1500 were accompanied Vietnamese children and youths who had fled their home country as 'boat people' across the South China Sea. Unaccompanied minor refugees have, like all other recognized refugees, a legal claim to family reunion in the Federal Republic. Today, only parents can join their children and vice versa, and spouses their spouses. The 1st phase of socialization in the lives of the unaccompanied minor refugees evolved in the cultural traditions of their South East Asian country of origin up to the age of 10 to 15 years. In the 2nd phase of socialization--the enculturation--the child establishes its culturally specific emotionality, language, mentality, and patterns of behavior through interaction and verbal communication with the people nearest him. The 3rd phase of socialization begins at school age and reaches full significance at the age of starting to work, with the accompanying expectations of society. Most of the minor unaccompanied refugees from South Asia had already completed their enculturation--the establishment of their cultural identity. The realities of life the young single refugees as foreigners in German society are determined by 4 special factors: 1) the great cultural differences between their country of originin South East Asia and the resettlement country, 2) the young people left their homes as refugees and their resettlement in the Federal Repulic was determined by chance events, 3) they have to live there alone and without the emotional support of their families in a situation of cultural change, and 4) because of their Asian physiognomy they will always appear as foreigners even if they have integrated well. The future prospects of the young South East Asian refugees in German society will be determined primarily by to what extent they will be able to find a satisfactory place within both cultures.  相似文献

Research on the traditionalist movement against abortion needs alignment with currents in historical sociology, the theory of social movements and the sociology of politics. The religious (specifically, Christian) basis of the right-to-life movement has attracted considerable attention in the literature. The movement is seen as a traditionalist bloc claiming to oppose secularization and return to customary restrictions. However the tradition in question appears to be a recent social construction. There is slim warrant in the actual traditions of Western religion for asserting a categorical right to life. As a result, the movement's ideology is best approached as the product of—rather than the antidote to—secularizing processes (including the demographic transition, discourse about rights, markets for symbolic entrepreneurs and the separation of church and state) and possibly as an unintended import from non-Western religion. Implications for traditionalism, the functions of religion, and the study of countermovements are explored. This case illustrates the value of attending to historical sequences and the external cultural environments of social movements.  相似文献

This study examines the possibility that estimation of the effect of breast-feeding on infant survival is affected by selection bias, in that children who are healthier at birth may be more likely to be breast-fed. Data are from the 1976 Malaysian Family Life Survey. "Ordinary logit models for breast-feeding and survival are estimated, and the results suggest that selection is indeed present. For example, children of higher birth weight appear to be more likely to be breast-fed and likely to survive. In addition, weight at birth and the duration of breast-feeding appear to be linked." Using birth weight as an indicator for the child's health, the authors conclude that "the direct influence of breast-feeding on survival remains of overwhelming importance even after corrections for selection bias are made."  相似文献

The UN High Commissioner for Refugees (UNHCR) commissioned researchers from the University of Zambia to conduct a socioeconomic survey and census of "spontaneously settled" Zairean and Angolan refugees in the Northwestern Province of Zambia in 1982. The sample consisted of 188 Angolans, 201 Zaireans, and 2 South Africans. The difficulties experienced by refugees in Northwestern Province in achieving integration were related to a combination of factors including the lack of a clear national policy on refugees and refugee status, a national concern for maintaining security, the popular belief that aliens are responsible for an increasing crime rate, the desire by immigration officials for stricter laws to control alien infiltration, conflict between traditional and modern leaders, and Zambia's deteriorating economic situation. In spite of the problems described, the integration of refugees into existing communities is a desirable goal and should be encouraged. One should not assume that self-settling refugees are able to live with ethnic kin, receive assistance and hospitality, and thus are better off than those in camps. The Zambian case provides ample evidence that integration is not easy even with kin support, shared ethnicity, language, and historical connections. Moreover, given the fact that Zambia will continue to receive refugees it is vital that there is a well defined refugee policy and an administrative mechanism for implementing that policy at all levels. This will be particularly important in Zambia as it will undoubtedly continue to receive large influxes of refugees, from countries such as Namibia, Uganda, Angola, Mozambique, and South Africa.  相似文献

Computers have become commonplace in nearly every setting, from home to office. In addition to their usefulness for managerial tasks, they have the potential to aid the primary decision-making tasks of professional social service workers. The benefits and background of such "expert systems" are explored, and the structure of one experimental consulting program for child welfare workers, PLACECON, is presented.  相似文献

Two questions concerning the location of a single facility by a voting process are investigated for transportation networks:
  • - What is the maximum number of customers located on the network preferring some rival point over a voting solution?
  • - How does the average distance of the customers to the facility increase when a voting location instead of a Weber location is chosen for the facility?
  • Complete answers are given for general networks and for certain planar networks, viz., the so-called generalized cacti.  相似文献

Immigrant characteristics in Canada are analyzed using data from the 1981 census. "The purpose of this paper is to focus on Asian immigrants and to compare them with immigrants born in the United Kingdom, and also to compare them with Canadian-born persons with respect to age, sex, marital status composition, educational attainment, labour force participation, class of worker, occupation and income." This article examines the general status in international law of certain fundamental human rights to determine the minimum "no derogation" standards, and then surveys a number of formal agreements between stages governing migration matters, while examining some of the standard-setting work undertaken by the International Labor Organization (ILO) and other institutions. Article 13 of the Universal Declaration of Human Rights, proclaims the right of everyone to leave any country, including his or her own. The anti-discrimination provision is widely drawn and includes national or social origin, birth, or other status. Non-discrimination is frequently the core issue in migration matters; it offers the basis for a principles approach to questions involving non-nationals and their methodological analysis, as well as a standard for the progressive elaboration of institutions and practices. As a general rule, ILO conventions give particular importance to the principle of choice of methods by states for the implementation of standards, as well as to the principle of progressive implementation. Non-discrimination implies equality of opportunity in the work field, inremuneration, job opportunity, trade union rights and benefits, social security, taxation, medical treatment, and accommodation; basic legal guarantees are also matters of concern to migrant workers, including termination of employment, non-renewal of work permits, and expulsion. The generality of human rights is due not because the individual is or is not a member of a partucular group, and claims to such rights are not determinable according to membership, but according to the character of the right in question. The individualized aspect of fundamental human rights requires a case-by-case consideration of claims, and the recognition that to all persons now certain special duties are owed.  相似文献

Fifty high school students met in same-sex dyads for the first time over a cup of coffee in an experimental room designed as a comfortable living room. They then responded to a questionnaire designed to measure liking and perceived similarity. The interactions were video-taped. Two different panels of 6 judges later either viewed (video only) or heard (audio-only) the videotape and raed the subjects behavior on a number of scales. The judges also judged the degree of liking felt by the subjects by estimating subjects responses to the questionnaire. In addition gaze behaviour during the interaction was measured. Factor analysis demonstrated that 60% of the variance in The Liking Scale was attributed to 14 items relating to liking and perceived similarity. A separate factor to assess perceived similarity could not be found. Twenty-nine percent of the variance in the liking reported by subjects was predicted by an interrelated pattern of expressing behaviour including approproate looking, mutual gaze, self-disclosure, synchrony in movement and gesture, expressiveness of the face and liveliness of the voice. Video judges liking correlated 0.33 with subjects liking and 48% of the variance in their judgements was explained by the valid cues of looking and expressiveness of the face. Audio judges liking, although it correlated at 0.34 with video judges liking, did not correlate at all with subjects' liking because of an over-reliance on the important content cues. It is suggested that major problems leading to decoding inaccuracy may be over-reliance on content cues and over-confidence in the possibility of decoding accuracy. The evidence suggests that differences between subjects in encoding may be considerable.  相似文献

This study, based on Brazilian data from 1976, compared the fertility of migrants and stayers at both origin and destination areas. Observed patterns of fertility differentials were then analyzed in terms of 4 hypotheses of fertility behavior focused on processes of socialization, adaptation, selectivity, and disruption. In the study sample, 31% of migrants moved from rural to urban areas, 45% of moves were between urban areas, and 20% of moves were between rural areas. Among rural-to-urban migrants, only 1/3 moved from traditional to modern regions. To uncover the main patterns of migrant and stayer fertility differentials in the study population, the major flows of migrants by origin and destination were disaggregated by recency of migration, education, and age. The overall conclusions were as follows: 1) rural-urban migration flows need to be disaggregated into various modern/traditional cross-classifications (e.g., modern-rural, traditional-urban, frontier-urban) and greater emphasis needs to be placed on rural-urban, urban-urban, and rural-rural flows; 2) no robust quantitative measures of migrant-stayer fertility differentials held across migrant groups, implying that migrants differing in terms of age, education, origin, and destination are likely to behave in significantly variable fashion with regard to stayer standards of fertility behavior; 3) migrant groups with overall lower fertility levels, such as the young and better educated, are less likely to experience significant fertility reduction to bridge the origin/destination fertility gap; 4) rural-to-rural migrants do not appear to experience any lasting fertility reduction even when they move to areas with lower overall fertility rates; 5) urban-to-rural migrants tend to bridge a larger fraction of the uphill fertility gap than rural-to-urban migrants; and 6) there was evidence of partial adaptation for most migrant categories once disruption effects disappear and evidence consistent with the socialization hypothesis (no fertility reduction for at least 1 generation) was apparent for migrants originating in the least developed parts of Brazil, the frontier region, and the traditional-rural region.  相似文献
