Doing good while doing business: Using financial viability to enhance employability for the disadvantaged

The employment social enterprise (ESE) model can provide an opportunity to create a financially viable business that helps individuals with employment barriers become integrated into the labor force. This research studied eight ESEs. Findings suggest that by applying private‐sector business principles to a workforce development programs, social enterprises can provide participants with meaningful and valuable work experience, while offsetting program costs. Analysis identified four promising practices that social entrepreneurs should adopt when setting up a new enterprise. Enterprises should (a) provide soft‐skill training and social services to participants; (b) operate at a size that allows for economies of scale in production and the provision of support services; (c) have few occupational skill requirements; and (d) hire supervisors with both industry knowledge and the capacity to support individuals with employment barriers.     

Heaven or Hubris: Reflections on the New ‘New Poverty Agenda’

A new construction on poverty reduction links the Millennium Development Goals, an international consensus on how to reduce poverty, Poverty Reduction Strategy Papers, a new set of instruments for delivering aid, and, underpinning the others, results–based management. This new construction has undoubted strengths. There are also cross–cutting risks, that targets will oversimplify, citizenship will be neglected, trade–offs and conflicts of interest will be obscured, macro–economic policy will be neglected, social sectors will be emphasised at the expense of growth policies, and commitment to partnership will degrade into a form of covert conditionality. These risks are not immutable. A way forward is proposed, with a list of six principles and a set of Dos and Don’ts.     

Recruitment,enrollment & data collection with victims of elder abuse and neglect identified from police incident reports

ABSTRACT

This study evaluated the success of researcher-generated recruitment, enrollment, data collection, and safety protocols for field research with victims of elder abuse and neglect (EAN) identified from police incident reports in terms of their success including cost-effectiveness, ability to generate a representative sample, and safety. After reviewing 492 police incident reports involving victims age 65 years or older to identify cases of EAN 62 victims were identified. Mail, phone, and in-person recruitment strategies were used. After 259 recruitment attempts, 52 (84%) eligible victims were contacted, of which 24 (46%) consented to participate. Phone calls were the least expensive mechanism to produce a successfully enrolled participant. Findings from a regression show completion of a research interview could not be predicted by victim, suspect, or offense characteristics, indicating that the recruited victims likely represent the population they were drawn from. No safety or adverse events occurred.

A Focus on Familial Strain: Antisocial Behavior and Delinquency in Filipino Society

Criminologists have long recognized the salient role of the family in explaining delinquency. However, explanations using family measures have been derived mostly from the paradigms of differential association and social control. This paper uses Agnew's General Strain Theory to examine two types of familial strain: witnessing interparental violence and direct parent-to-child violence, specifically its impact on children's antisocial behaviors. These two family measures are then juxtaposed against traditional explanations of delinquency and antisocial behavior. A total of 961 grade school students were surveyed in the Philippines and comprise this study's sample. Results show that witnessing interparental violence is significantly associated with self-reported antisocial and delinquent activities and the Teachers'Predictions of Peer Nominations. This significant association remained when measures of social control and differential association were controlled. The results highlight the importance of delineating family dynamics and their relative impact on youth behavior. The results also point to the utility of examining delinquency theories using non-Western samples.     

Individual and aggregate influences on the age at first birth

This study examines the role of both individual adolescent expectations of market and nonmarket income and aggregate influences on first birth timing for Blacks and Whites and for three birth cohorts of American women. Using two panels of the National Longitudinal surveys, results suggest that between-race differences in age at first birth result from differences in individual expectations about market and nonmarket income. Cohort differences in age at first birth result from relationship differences in both individual and aggregate influences, with aggregate influences differentially altering the role of individual expectations on first birth timing. These results suggest that employment policies that reduce poverty and increase wages would effectively delay childbearing. For Blacks, since early childbearing results from lower expectations about future economic success, similar fertility timing patterns between the races would result if Blacks had White employment and wage levels. Over time, these employment and wage policies will not only alter individual expectations about economic success but also will alter the impact of expectations on fertility timing.
