This paper employs the Labour Market Accounts framework to explore how employment growth and commuting patterns interacted to determine changes in the spatial distribution of unemployment in Statistical Local Areas within the NSW GMR over the period 1996–2001. Separate regression models (including control variables) for men and women provide estimates of the relative strength of the relationships between these labour market adjustment responses and the percentage local employment change. The results show that employment growth between 1996 and 2001 has elicited substantial changes in commuting behaviour. Men reveal greater in‐commuting and migration responsiveness to employment growth. Unemployment changes in local areas of the Greater Metropolitan Sydney region have been swamped by commuting responses, potentially posing problems for locally targeted employment strategies.  相似文献

The economic and political effects of the September 11 terrorist attacks weakened Latin American and Caribbean economies, reduced employment among Western Hemisphere immigrants living in the United States, and hindered new migrants' access to U.S. territory. Thus, the 9/11 events probably increased long‐term motivations for northward migration in the hemisphere, while discouraging and postponing international population movement in the short run. In addition, the terrorist assaults dealt a sharp setback to a promising dialogue on immigration policies between the United States and Mexico. Those discussions had appeared to herald constructive new policies towards migration into the U.S. from Mexico and possibly other nations in the hemisphere. A series of significant international migrant flows in South and Central America and in the Caribbean, not involving the United States, are unfortunately beyond the scope of this brief essay. I will first describe the consequences of the September 11 assaults for U.S.‐bound migration in the hemisphere, before turning to consider future social, economic and policy paths.  相似文献

This paper considers the contribution which OR (Operational Research) can make to solving some of the problems in the industrial relations field. It first discusses the characteristics of industrial relations problems, categorising them according to the degree of conflict involved. The kinds of contribution OR can make are then discussed, first in a general way and then for each category in turn. The paper draws particular attention to the need for OR work in much of the industrial relations field to take account of the existence of conflict and of the game-like nature of the negotiating process. Some of the problems this presents to the OR worker are mentioned. Directions for future developments in the field are proposed. Finally there is a brief discussion about whether the issues raised in the paper are relevant to OR's contribution in fields other than industrial relations.  相似文献

It has been apparent for several years that changes in people's values in the United States, have been occurring more frequently and having greater impact than has previously been experienced. The most significant impacts appear to be coming from people whose values and lifestyles are considerably less materialistic than traditional American values.Work at SRI, spanning more than a decade, had identified a new and rapidly growing group of people, the ‘inner directeds’; while more traditional groups—‘outer directeds’ and ‘money restricted’—have been declining as percentages of the population. These three major groups and their subdivisions are described in the article and particular emphasis is given to the inner directed group since it is likely to have the greatest impact on business, the market and government.  相似文献

We report on a federal initiative to develop a CAHPS (The Consumer Assessment of Healthcare Providers and Systems) survey to measure residents' experiences with quality-of-care and quality-of-life in nursing homes (known as NHCAHPS). We focus on how we created and tested questions for inclusion in the instrument and tested a possible cognitive screener to determine which residents could participate in a NHCAHPS interview. The major lessons learned were: (1) In contrast to other CAHPS surveys, ratings were more useful than reports because of the difficulty that residents had with summarizing over time and people; (2) consistent with other CAHPS surveys, the 0 to 10 response scale appeared to work well with nursing home residents for many of the quality-of-care questions; however, a different response scale was needed for many of the quality-of-life items; and (3) in contrast with typical survey methodology and other CAHPS surveys where explicit time reference periods are used, a non-specific present reference period in questions seemed to work best.  相似文献

This paper reports the findings of a 3‐month survey of young people calling the Message Home helpline. Message Home is a national freephone helpline available to people who have run away or left home which allows them to send a message to their family or carer, to seek confidential help and advice and, if necessary, to be helped to a place of safety. The paper explores the characteristics, circumstances and motivations of the young people contacting the helpline. It also considers who the young people contacted through the helpline and the kinds of messages that were relayed to parents, social services and others. This study differs from most preceding studies of runaways in recording the views of young people while they are missing. The immediacy palpable in their accounts highlights the distress and isolation experienced by many of these young people who have run away or been forced to leave home.  相似文献

Against a political background of shifting societal expectations about the role of social security in terms of mutual obligation and social responsibility, both Australia and New Zealand have conducted major social policy reviews within the past two years. Two of the central themes of the McLure Report (Australia) and the Pathways to Opportunity Report (New Zealand) are social participation and opportunity creation. This paper focuses on these issues from several perspectives. An outline of the motivations for reform and the concepts guiding it is followed by a summary of the reform strategies identified in each report. After a discussion of the similarities and differences in the changes implemented since the two reviews, the conclusion points to some of the potential problems raised by the critics of the reform proposals.  相似文献
