Critical Commentary: Happy Shopper? The Problem with Service User and Carer Participation

This critical commentary assesses the consequences and impactof forms of seemingly widespread, constructive and altruisticservice user and carer participation (SUCP) within social work.In particular, and whilst drawing from Gramsci's understandingof hegemony and Levitas's critical interpretation of socialexclusion, it is proposed that SUCP serves the interests ofgovernment, affiliated organizations, including those withinsocial work and social care, and, perhaps more generally, thedisparate needs generated by the neo-liberal-inspired socialcare market. Arguably, there are also related substantive aspectsof SUCP that are problematic on ethical grounds—includingthe possibility that participation inadvertently increases socialinequalities by justifying and promoting hegemonic agendas.Some suggestions are briefly made regarding how to move SUCPforward, including difficult questions that must be asked aboutwhether or not SUCP can confront forms of structural disadvantageand oppression.     

The Synergy and Substance of Organizational and Community Change in the Response to Crime and Conflict: The Emergence and Potential of Restorative Justice

The story of the one-hundredth monkey has generated new ways of thinking about cultural transformation. Different experiences and new understandings of justice have emerged in a variety of cultural contexts and led to a rather sudden multi-national shift in thinking about the collective response to crime, harm and conflict that raises broader theoretical questions about restorative justice as a social movement or innovation. This article will describe the restorative justice movement in an historical context and its emergence into a worldwide phenomenon. The authors also examine the role of communities, or “instrumental communities” in public organizations.     

When the Name Says it All: Preschoolers' Recognition and Use of the Gendered Nature of Common Proper Names

By the time they enter preschool children have acquired extensive knowledge of gender stereotypes. There has been little work on their use of this knowledge to make inferences about behavior; there is virtually no information as to how the explicitness of gender-category information influences the reliability of inferences. In two experiments we tested 3-112-year-old children's recognition and use of less-than-explicit, yet highly reliable, cues to gender-category membership: common proper names. In Experiment 1 children reliably associated feminine-stereotyped names with pictures of girls and masculine-stereotyped names with pictures of boys; they did not reliably associate gender-neutral names with pictures of girls and boys. In Experiment 2 children used their knowledge of same-gender-category names to make predictions about the preferences of otherwise sex-unspecified targets; they did not make reliable predictions when the targets were labeled with opposite-gender-category names. In contrast, when the targets were labeled with gendered common nouns (“girl” and “boy”) performance was reliable and was not affected by match or mismatch between the sex of the child and the gender category of the target. The findings indicate differential patterns of development and application of gender-category consistent versus gender-category inconsistent knowledge.

Ayant calculé un indice de dissimilaritéà partir des enquêtes annuelles sur les entreprises de 1989–90 et 2000–01, les auteurs observent une atténuation de la ségrégation sexuelle dans le secteur manufacturier formel indien. Toutefois, le phénomène observé doit plus à l'évolution de la structure sectorielle de l'emploi qu'à la progression de la mixité. La mesure de l'indice est aussi sensible au degré de désagrégation des secteurs d'activité. A l'échelle nationale comme à celle des Etats, les possibilités d'emploi offertes aux femmes sont limitées et concentrées dans quelques branches traditionnelles: alimentation, tabac, textile et habillement.     

Market stewardship of quasi‐markets by street level bureaucrats: The role of local area coordinators in the Australian personalisation system

With the rise in popularity of market‐based responses to social policy challenges, the stewardship of quasi‐markets or public service markets, is a key concern for governments worldwide. Debates about how to manage quasi‐markets have focussed on high‐level decision‐making processes. However local actors, in particular street level bureaucrats, are a key part of the complex work of managing quasi‐markets. We examine how street level bureaucrats act as local market stewards in a new quasi‐market for disability care, the Australian National Disability Insurance scheme. We find that the street level bureaucrats, known as local area coordinators, act as shapers of local markets but that their contributions are informal and often restricted by formal structures and processes. For example, we found evidence that the use of key performance indicators can disrupt effective local stewardship efforts towards a procedural approach. We conclude that introducing principles of the polycentric governance approach can improve connections between local market knowledge holders and central decision‐making agencies, thereby improving market stewardship and outcomes.

Enforcing a Tobacco-Free Campus Through an Ambassador-Based Program: A Phenomenology

Abstract

Objective: The purpose of this study was to determine whether student awareness and attitudes about organic foods would predict their behaviors with regard to organic food consumption and other healthy lifestyle practices. A secondary purpose was to determine whether attitudes about similar eco-friendly practices would result in socially conscious behaviors. Participants: The sample was students (N = 443) enrolled in 1 of 2 core courses in a mid-sized Southern university. Method Summary: Students completed an anonymous 28-item survey about their awareness, attitudes, and behaviors. Linear regression and path analysis were used to test whether attitudes were related to purchase of organic foods and eco-friendly behaviors. Results: Many students (49%) possessed factual knowledge about organic foods. More (64%) felt positively about having organic food options available to them both on campus and elsewhere. Taste and price most influenced the purchase of such foods. Attitudes were significant predictors of consumption behaviors and healthy practices. Conclusions: Positive attitudes toward organic foods and other environmentally friendly practices significantly predicted similar behaviors. Student consumers seem to act upon their beliefs.     

The Differing Values of Multigeneration and First‐Generation Farmers: Their Influence on the Structure of Agriculture at the Rural‐Urban Interface

Recognizing the inherent pressures on farm families and farmland, USDA has been developing policies and programs that simultaneously attempt to retain existing farm families on the landscape, recruit new farmers, and create lasting economic opportunities rooted in agriculture. In this article we argue that to date there has been an overemphasis on economic and structural approaches and a systematic discounting of the way individual farmer and farm household motivations can differ as they relate to the farm household life cycle, enterprise growth, adaptation, and reproduction. We use a sociological lens to qualitatively and quantitatively examine the social differences between multigeneration and first‐generation farmers at the rural‐urban interface by exploring how economic and noneconomic values influence succession plans and enterprise structure. We find that the answers to these questions are complex, layered, and not static, as farm households cycle through the life course. We describe how the differences between young and old multigeneration and first‐generation farmers can influence the structure of agriculture at the rural‐urban interface, and conclude with some practical policy recommendations.
