Objectives. We examine voter turnout of inner‐city African‐American mothers, many of whom are single parents and endure long‐term, economic hardship. Previous research suggests that income is a more important factor among these groups than in the general population. We seek to understand the interplay of family structure, income, and voter turnout. Methods. We explore these ideas using panel data on 754 mothers living in Chicago and interviewed as part of the 1967–1976 Woodlawn Community Study. Results. We find that marital status has no effect when women are younger but over time single parents' turnout falls behind that of married parents. This is primarily due to factors related to income and income change. Conclusions. Single mothers have lower rates of participation and, given the high rates of single parenthood in segregated inner‐city neighborhoods, this substantially diminishes the political voice of the nation's poor, contributing to class bias in the electorate. 相似文献

We built three simulation models that can assist rail transit planners and operators to evaluate high and low probability rail‐centered hazard events that could lead to serious consequences for rail‐centered networks and their surrounding regions. Our key objective is to provide these models to users who, through planning with these models, can prevent events or more effectively react to them. The first of the three models is an industrial systems simulation tool that closely replicates rail passenger traffic flows between New York Penn Station and Trenton, New Jersey. Second, we built and used a line source plume model to trace chemical plumes released by a slow‐moving freight train that could impact rail passengers, as well as people in surrounding areas. Third, we crafted an economic simulation model that estimates the regional economic consequences of a variety of rail‐related hazard events through the year 2020. Each model can work independently of the others. However, used together they help provide a coherent story about what could happen and set the stage for planning that should make rail‐centered transport systems more resistant and resilient to hazard events. Facility-specific information on pollution was obtained for 36 coke plants and 46 oil refineries in the United States and matched with information on populations surrounding these 82 facilities. These data were analyzed to determine whether environmental inequities were present, whether they were more economic or racial in nature, and whether the racial composition of nearby communities has changed significantly since plants began operations.The Census tracts near coke plants have a disproportionate share of poor and nonwhite residents. Multivariate analyses suggest that existing inequities are primarily economic in nature. The findings for oil refineries are not strongly supportive of the environmental inequity hypothesis. Rank ordering of facilities by race, poverty, and pollution produces limited (although not consistent) evidence that the more risky facilities tend to be operating in communities with above-median proportions of nonwhite residents (near coke plants) and Hispanic residents (near oil refineries). Over time, the racial makeup of many communities near facilities has changed significantly, particularly in the case of coke plants sited in the early 1900s. Disturbances in affect have been linked to problem behavior in adolescence and future psychopathology, but little is known about how such disturbances manifest themselves in everyday contexts. This study investigated daily mood in Dutch 7th graders, aged 11–14. Cluster analysis of problem measures distinguished high-risk (n=25) and low-risk (n=106) subgroups. Participants completed experience-sampling reports of mood, social context, and location nine times daily for 5 days. Multilevel regression analyses of four mood measures confirmed higher anxiety and depressed mood in the high-risk group. Moods varied by location and social context, with significant differences between groups in two specific social contexts. First, when with family, low-risk adolescents felt less depressed than when alone, whereas high-risk adolescents felt more depressed. Second, high-risk adolescents showed more pronounced anxiety in social situations outside the network of family and friends. These findings point to everyday social contexts in which young adolescents with emotional and behavioral problems appear to be particularly vulnerable. 相似文献

The American welfare state has been premised on the mixture of substantial private, tax‐subsidized benefits rather than on more universalistic public benefits. That pattern is in some ways being undermined as private pension plans are increasingly going bankrupt and firms reduce the benefits they provide employees. On the other hand, however, the current Bush administration is attempting to enhance the private sector role by allowing individuals to invest at least a part of their social insurance contributions into private savings plans. These changes may in the end increase the role of the public sector as a regulator and underwriter at the same time that attempts are made to minimize public sector involvement. 相似文献
