SUMMARY. The paper reviews the association between material deprivation and child abuse and considers the implications of the association for preventive strategies. The authors conclude that community-wide strategies aimed at supporting all child carers are more likely to succeed in preventing child abuse than those based on identification of high risk' groups. Karen identity is problematic, as peoples known as 'Karen' do not share a common language, culture, religion or material characteristics. Most of the research on Karens has been conducted in Thailand, but the dominant 'pan-Karen' identity is a product of social and historical forces in Myanmar, where this study is focused. In the main part of this paper, I reveal the subjective criteria that have come to signify pan-Karen identity. My primary source material consists of internal literary discourses. In particular, I have drawn on the historical texts of two British colonial-era authors: T. Thanbyah and Saw Aung Hla. Three significant concepts appear in their works and subsequent internal discourses on Karen identity: that Karens are oppressed, uneducated and virtuous. In the latter part of the paper, I review contemporary Myanmar government policy on ethnic identity, highlighting the assigned role of 'Union Spirit' among all groups in the country towards overcoming superficial differences. State policies are designed--among other things--to emphasise a myth of common descent of all 'national races'; construct a unifying national culture, and concentrate administrative power at the centre. Both Karen identity and the Union of Myanmar are products of the same historical and social conditions. Both appeal to a supposed unity, but in other characteristics differ. State discourses suggest accommodation, but are directed towards social control. Karen identity is born of primordial statements but is manifest in structural opposition to the state. Ultimately, while the state seeks to assimilate all, Karen nationalists aim towards the assimilation of their own and separation from others.  相似文献

The Government plans to introduce a new Commission for Equality and Human Rights (CEHR), covering disability, race, gender, sexual orientation, religion/belief and age. This presents both opportunities and risks for the achievement of disability equality. This paper analyses implications and proposes a long term disability rights agenda, geared to mainstreaming disability equality into the CEHR and major policy developments across Government. It suggests that the widest involvement of disabled people, policy makers and academics in the field of disability will be necessary to achieve this. Governance addresses a wide range of issues including social, economic and political continuity, security and integrity, individual and collective safety and the liberty and rights to self-actualization of citizens. Questions to be answered include how governance can be achieved and sustained within a social context imbued with cultural values and in which power is distributed unevenly and dynamically, and how governance impacts on individuals and institutions. Drawing on Gramscian notions of hegemony and consent, and recent political science literatures on regulation and meta-regulation, this paper develops a sociological model of governance that emphasizes a dynamic and responsive governance in action. Empirical data from a study of pharmaceutical governance is used to show how multiple institutions and actors are involved in sustaining effective governance. The model addresses issues of how governance is sustained in the face of change, why governance of practices varies from setting to setting, and how governance is achieved without legislation.  相似文献

Objective. The goal of this article is to examine the relationship between religious involvement, gauged mainly in terms of affiliation and frequency of attendance at services, and abortion attitudes among three major Hispanic subgroups: Mexican Americans, Puerto Ricans, and Cuban Americans. Method. The study analyzes data from the Latino National Political Survey, a sample of over 2,700 U.S. Hispanics completed in 1990. Results. Committed (i.e., regularly attending) Hispanic Protestants, most of whom belong to conservative groups, are more strongly pro‐life than any other segment of the Latino population, and are much more likely than others to support a total abortion ban. Committed Catholics also tend to hold pro‐life views, but they are relatively more likely to endorse an abortion ban that includes exceptions for rape, incest, and threats to the mother's life. Less devoted Catholics and Protestants generally do not differ from religiously unaffiliated Hispanics in their abortion views. There are also modest variations in the links between religious involvement and abortion attitudes across the three Latino subgroups. Conclusion. Religious factors are highly important predictors of Hispanics' preferences regarding abortion policies. Contrary to some previous discussions, it is committed Protestants, more so than Catholics, who are the staunchest opponents of abortion in the Latino population.  相似文献

Internationally, interest is developing in the challenges ofdeveloping evidence-based guidelines for social work practice.The paper reports on the process of establishing the UK’sfirst joint health and social care evidence-based practice guideline,which is in dementia care. The paper addresses the methodologicaland procedural challenges of reviewing, meta-analysing and synthesizingknowledge for health and social care given the contrasting historiesof the two sectors in relation to the emergence of evidence-basedpractice. Dementia care is a complex domain within which socialand clinical perspectives intersect, reinforcing the desirabilityof producing ‘joined up’ health and social carepractice guidelines that are relevant to integrated services.It is suggested that the exemplar of producing a joint healthand social care guideline for dementia may be a model for futuredevelopment of practice guidelines. Some of the main recommendationsare presented to illustrate the character of the joint guideline,lessons are drawn for future guideline development, and implicationsfor policy and practice implementation are considered.  相似文献
