The attempt to give children an effective voice in social work processes which can have substantial impact on their lives takes different forms in countries with varying professional cultures and legal frameworks. This paper reports on a study of children's participation in decision-making in care and protection services in Norway, which was carried out in conjunction with a project to support social work teams in enabling children to participate, using materials borrowed from England and Wales. The results showed that (a) taking an active part in decision-making did not correlate perfectly with (b) having an influence on the outcome. Cases were therefore classified as ‘participation’ or ‘non-participation’ using a combination of both the above criteria. Statistical analysis of the factors influencing children's participation enabled the proposition of a model which appeared to explain much of the variance. The results point to the inadequacy of equating social work conversation with children with effective participation in decision-making. 相似文献

New Organizational Forms for Competing in Highly Dynamic Environments: the Network Paradigm 总被引:1,自引:0,他引:1
Turbulence and rapid change in the business environment have been associated for some time with the development of new network organizational forms which put various types of strategic alliance and other inter-organizational collaborations into effect. This paper traces the rationale for the formation of such networks and the associated vertical disaggregation of functions and implications for internal organizational design. This leads to the proposal of a classification framework for network forms. Using the dimensions of volatility of environmental change on the one hand, and the type of inter-organizational relationship involved (collaborative or transactional) on the other hand, network forms are classified as: hollow networks, flexible networks, value-added networks and virtual networks. In each case it is possible to identify the environmental and organizational contingencies most likely to be associated with the emergence and adoption of a particular type of network arrangement. This argument leads to the identification of a new research agenda which has the goals of developing more robust conceptualizations of network characteristics; better understanding the contingencies surrounding the emergence of network forms and their relative efficiencies and specifying some of the major implications of network formation for internal organizational design. In parallel the paper identifies a number of managerial implications for setting strategic priorities and developing appropriate management systems in these new organizational contexts. 相似文献

The improvement of product and service quality has been widely discussed in the literature as an appropriate competitive strategy for achieving sustainable competitive advantage. However, neither the linkage between competitive strategy and quality, nor the role of marketing in the implementation of quality-based competitive strategy, has received detailed attention in the marketing and strategy literatures. This paper explores the interface between marketing and quality management in seller organizations, by developing a contingency model of quality strategy. Although the issue of risk target (e.g., self, others, children) is widely acknowledged in risk perception research, its importance appears underappreciated. To date, most research has been satisfied with demonstrating comparative optimism, i.e., lower perceived risk for the self than others, and exploring its moderators, such as perceived controllability and personal exposure. Much less research has investigated how the issue of target may affect benefit perceptions or key outcomes such as stated preferences for hazard regulation. The current research investigated these issues using data from a public survey of attitudes toward mobile phone technology (N= 1,320). First, results demonstrated comparative optimism for this hazard, and also found moderating effects of both controllability and personal exposure. Second, there was evidence of comparative utility, i.e., users believed that the benefits from mobile phone technology are greater for the self than others. Third, and most important for policy, preferences for handset regulation were best predicted by perceptions of the risks to others but perceived benefits for the self. Results suggest a closer awareness of target can improve prediction of stated preferences for hazard regulation and that it would be profitable for future research to pay more attention to the issue of target for both risk and benefit perceptions. 相似文献

This analysis compares patterns of response to the harassment experiences that had the greatest effect on the respondents to the ‘1988 Department of Defense (DoD) Survey of Sex Roles in the Active‐Duty Military’ and Form A of the ‘1995 Armed Forces Sexual Harassment Survey’. We analyse the respondents’ perceptions about effectiveness of their responses, and respondents’ opinions about the efforts of senior military leadership, and their own immediate supervisors’ efforts to ‘make honest and reasonable efforts to stop sexual harassment in the active‐duty military’ ( DoD, 1988 ; Bastian et al., 1996 ). Results indicate that while the military has been somewhat successful in attempts to lower actual incidence of sexual harassment, the percentage of those experiencing such uninvited and unwanted behaviours remains high. Similar patterns of responses in both years, with most employing personal solutions and few filing complaints with officials, may reflect the fact that official DoD policy focuses on individual behaviour and does not address the masculine environmental context that promotes such behaviours (see also Harrell and Miller, 1997 ). Findings also suggest that the ‘no tolerance’ policies adopted by the military may concentrate on the military image but ignore the wishes of the complainants who fear reprisals.
