Presidential Address On THE SOCIOLOGICAL IMAGINATION REVISITED

This article offers a critical reading of C. Wright Mills's The Sociological Imagination (1959). Such a reading reveals the need to reassess the basis, practice, purpose, and impact of sociology. Accordingly, interpretive materials drawn from stories about and by alcoholics and a new cultural grouping, Adult Children of Alcoholics, are used to illustrate the foundations of a minimalist sociology.

ON SEMIOTICS AND SYMBOLIC INTERACTIONISM

The place of semiotics within symbolic interactionist thought is discussed. The works of Barthes and Baudrillard are examined in terms of their implications for (1) an interactionist theory of the cultural object and (2) an interpretation of consumer relations in the postmodern period. are analyzed in terms of the political economy of the sign suggested by Baudrillard and Barthes. The implications of this analysis for the symbolic interactionist theory of the object and language are discussed. The subject matter that now confronts us supersedes symbolic interaction; rather it is the process surrounding the autonomization of signs; signs that stand for—and refer to—nothing but themselves.     

Bite Mark Evidence in Crimes Against Persons

Abstract

Bite marks are often found on victims of homicide, sex crimes, and child abuse. Since this type of physical evidence often links victims and assailants, it is essential that bite mark evidence be recognized and properly preserved. The superior courts of several states and United States military courts have accepted this evidence as admissible.

This article is intended to familiarize college and university health workers and security personnel with the appearance of bite marks as they may be found on victims. Further, it describes techniques of photography and related procedures, necessary for the preservation of this essential evidence. Photographs of actual bite marks and diagrams illustrating correct techniques for photography are included. This article is intended to alert college health and security personnel that early recognition and preservation of bite mark evidence is essential to investigative procedures.     

Unemployment in South Africa: A survey of research

This paper attempts to summarise the results of recent research into unemployment (predominantly Black) in South Africa. It refers to the prospect of improved data from the newly initiated ‘Current Population Survey ‐ Bantu’, but in the main concentrates on what we know on the basis of currently available information. After an examination of conceptual and empirical difficulties in the way of measurement it summarises (i) the macro‐estimates of Sadie, van der Merwe, Simkins, Loots and Knight and (ii) the results of some small‐scale investigations into unemployment. It then deals with suggested explanations of long‐term unemployment, with remedial policies (in both of which fields much remains to be done) and with directions in which further research is required.     

Examining the 100‐Year Floodplain as a Metric of Risk,Loss, and Household Adjustment

An understudied, but central aspect in understanding flood impacts is the way we conceptualize, identify, and delineate risk. The 100‐year floodplain is the longstanding metric in the United States for determining and acting upon the possibility of an area being inundated. This spatial delineation guides local planning and development decisions, triggers insurance purchases and other household adjustments, and serves as the fundamental indicator for whether it is safe to build a structure on a particular site. However, increasing evidence suggests that the 100‐year floodplain is neither accurate nor sufficient in guiding communities and household decisions to mitigate the adverse economic impacts of floods. In this perspective, we examine the effectiveness of the 100‐year floodplain as an appropriate marker of risk. First, we review existing studies on location and flood damage. Next, we apply these concepts to repetitive flood losses data in Harris County, Texas. We conclude that the apparent inability of the floodplain designation to effectively capture the likelihood of property damage and potential loss of human life in coastal areas has left potentially millions of property owners unaware of the flood risk and unprepared to mitigate their adverse impacts. Relying on traditional 100‐year floodplain boundaries, local decision makers are hampered in their ability to ensure community development occurs in a resilient manner. Finally, we set forth an agenda for future research to better capture the conditions associated with flood risk and account for the large percentage of damage outside the designated floodplain.     

Sure Start: the development of an early intervention programme for young children in the United Kingdom

This article describes the development of the Sure Start programme in the United Kingdom, which marks an important new departure in the provision of services for the ‘early years'. Announced in July 1998 as part of the Labour Government's Comprehensive Spending Review, it is important not only in terms of its substance—£540 m to be spent in the United Kingdom over the Spending Review years 1999/2000 to 2001/2, 250 local programmes by the end of the Parliament covering up to 150 000 children—but in terms of the way the policy was developed and the way it is to be implemented. In many ways it is a prime example of ‘joined‐up government' and evidence‐based policy making. The first 60 ‘trailblazer' areas were announced in January 1999 and the programme will be rolled out from the early summer. Copyright © 1999 John Wiley & Sons, Ltd.
