Does Privatization Protect Natural Resources? Property Rights and Forests in Guatemala 总被引:1,自引:0,他引:1
Objectives . Property rights are central to debates about natural resource policy. Governments traditionally have been seen as the appropriate custodians of natural resources for their citizens. More recently, many argue the privatization of property rights will ensure that users have incentives to manage their resources well. Common property, to the extent it is discussed at all, is seen as leading to the tragedy of the commons. We evaluate these claims by assessing property rights and forest conditions in two private and three communal forests in Guatemala. Methods . Data on biological and social phenomena from five forests (151 plots) and their associated communities were collected using the International Forestry Resources and Institutions Research Program protocols. Ordinary least squares regression was used to analyze four models. We examined t -scores for differences in coefficients for the different models. Results . The models demonstrate that de jure property rights are not a powerful predictor of variations among the sampled forests. Conclusions . We argue that de facto institutions and their enforcement are much more important than de jure property rights to forest management. Communities holding a forest in common can, under certain circumstances, create institutions to manage their resources as successfully as—or more successfully than—private owners. 相似文献

One of the most dynamic and fruitful areas of current health‐related research concerns the various roles of the human microbiome in disease. Evidence is accumulating that interactions between substances in the environment and the microbiome can affect risks of disease, in both beneficial and adverse ways. Although most of the research has concerned the roles of diet and certain pharmaceutical agents, there is increasing interest in the possible roles of environmental chemicals. Chemical risk assessment has, to date, not included consideration of the influence of the microbiome. We suggest that failure to consider the possible roles of the microbiome could lead to significant error in risk assessment results. Our purpose in this commentary is to summarize some of the evidence supporting our hypothesis and to urge the risk assessment community to begin considering and influencing how results from microbiome‐related research could be incorporated into chemical risk assessments. An additional emphasis in our commentary concerns the distinct possibility that research on chemical–microbiome interactions will also reduce some of the significant uncertainties that accompany current risk assessments. Of particular interest is evidence suggesting that the microbiome has an influence on variability in disease risk across populations and (of particular interest to chemical risk) in animal and human responses to chemical exposure. While utilizing social networks is common in labor markets and may benefit both firms and laborers, social networks are argued to be unusually important in the popular arts. Prior work in economics on the role of relationships in labor markets has generally focused on the benefits and not the costs. This paper takes a different approach by focusing on both costs and benefits, by examining a specific market where relationships are particularly important. This article describes two computer-based career counseling interventions provided for adults who are auto workers in career transition. It was found that these workers can increase their level of career decidedness and make progress in their commitment to occupational choice through the use of a computer-based career counseling program. To understand how oxidative stress contributes to aging and age-related diseases and to better evaluate the therapeutic effect of antioxidant drugs, it would be highly desirable to have a comprehensive and detailed readout of the types of oxidative damage that occur to proteins at a global or proteome level. In this Perspective, I examine how proteomics, defined here as the science of examining all proteins in an organelle, cell, or tissue in the context of biological phenomena, can be used to provide molecular details of mitochondrial protein oxidative damage.
