This article reflects on the importance of the relations between state and society in policy-making in the area of public health. Several studies in various sectors such as health, education, and social services have made similar observations on organizational dynamics and the institutionalization of different models of partnerships or contracts, often based on the analytical model of three sectors. Individuals and their networks of relationships, however, remain an almost unexplored dimension in these types of research. Against this backdrop, this study seeks to analyze the movement of HIV/AIDS activists to governmental organizations working in this same field. The analysis raises questions concerning the forms of individual and institutional learning that help to maintain the distinct character of innovation of the Brazilian policy. Professionals who cross the borders hold a different profile once they have accumulated experience working with grassroots and local NGOs, and have also had the chance to be trained and enhance their technical and managerial capacities, since the government has supported NGOs for a long period. When combined, these experiences allow them to maintain relationships with social movements and give them the ability to navigate through the government bureaucracy and handle technical information about fighting AIDS epidemics, making it possible for them to negotiate strategic collaborations reflecting the interests of different groups. Hence, they constantly reflect on the differences between government and social spaces, and keep questioning and modifying their roles in the light of potential and existing complementarities.  相似文献

In the present work, we investigated the pop cultural idea that people have a sixth sense, called “gaydar,” to detect who is gay. We propose that “gaydar” is an alternate label for using stereotypes to infer orientation (e.g., inferring that fashionable men are gay). Another account, however, argues that people possess a facial perception process that enables them to identify sexual orientation from facial structure. We report five experiments testing these accounts. Participants made gay-or-straight judgments about fictional targets that were constructed using experimentally manipulated stereotypic cues and real gay/straight people's face cues. These studies revealed that orientation is not visible from the face—purportedly “face-based” gaydar arises from a third-variable confound. People do, however, readily infer orientation from stereotypic attributes (e.g., fashion, career). Furthermore, the folk concept of gaydar serves as a legitimizing myth: Compared to a control group, people stereotyped more often when led to believe in gaydar, whereas people stereotyped less when told gaydar is an alternate label for stereotyping. Discussion focuses on the implications of the gaydar myth and why, contrary to some prior claims, stereotyping is highly unlikely to result in accurate judgments about orientation.  相似文献

Child and family practice and child protection are extraordinarily complex. They require in-depth understanding of intra- and inter-personal skills and intricate service systems, and capacity to operate in a constantly changing policy environment. One way of meeting the needs of such practitioners is facilitating their access to experts working across direct practice, management and leadership and policy-making contexts. This article discusses the rationale for collaboratively delivered post-qualifying courses for child and family practitioners, and discusses a highly successful example of such courses delivered through La Trobe University. It outlines the unique developmental process and model of delivery adopted by the consortium responsible for the postgraduate programme. Traditional risk assessments, including those involving the United States Department of Energy (USDOE), are often criticized for producing useless or noncredible management responses because they did not meaningfully involve the public. The first step to involve the public is to identify appropriate active participants (stakeholders). This study was done to understand the processes used to identify stakeholders to serve on advisory boards established at the two largest remediation sites in the United States: the Hanford Nuclear Reservation in Washington state and the Savannah River Site in South Carolina. The Hanford stakeholder identification process produced an interest-based board whereas the Savannah River Site strategy produced population-based representation. The basic goals of the stakeholder advisory groups were similar. However, different processes were used to identify the participants for the groups in part because of distinctly different social and cultural conditions in the areas affected by the operations of the two facilities, and in part because of the different level of trust of the USDOE and their contractors at Hanford compared with Savannah River. The discussion analyzes their different needs and potential for successful citizen participation.  相似文献

The article describes the technology transfer concerns reported by a small sample (N=14) of recent college graduates with disabilities. In structured, in-depth interviews, researchers asked respondents to reflect on the extent to which they had utilized technology resources during their college years in preparation for the world of work. Results suggest that colleges and universities need to play a more active role in introducing students with disabilities to both generalized and assistive technology services.  相似文献

As the numbers of caregivers continue to increase, more attention is being focused on the unique stresses these individuals experience. Caring for a loved one tests the limits of even the most resilient, regardless of professional status or experience. Laughter is a universal elixir which allows people to cope more sanely with stress and caregiving responsibilities. Research on the emotional and physical benefits of laughter supports the use of humor by professionals and family members who occupy caregiving roles. This article addresses this research and examines common caregiver emotions while providing concrete guidelines for developing humor.
