Patterns of matching and initiation: Touch behavior and touch avoidance across romantic relationship stages

This study explores the similarity of touch behavior and touch attitudes among dating and married couples. Touch behavior showed a strong matching effect for seriously dating and married couples. Z-tests revealed that correlations between relational partners were significantly stronger for marrieds than for serious or casual daters. Results for attitudes concerning touch showed a statistically significant but weak relationship between dyadic partners though the correlation strengthened in closer relationships. As was the case in previous studies, results showed that women reported less positive attitudes toward opposite-sex touch than men. A linear contrast in proportions demonstrated that men initiated touch significantly more in casual romantic relationships, but women initiated touch more in married relationships. Together, these data suggest that patterns of matching may vary as a function of relationship stage, while patterns of touch initiation may vary as a function of both relationship stage and sex.She will be at Pennsylvania State University in the Fall.An earlier version of this paper was presented at the 1991 meeting of the Western States Communication Association, Phoenix, AZ. Engaging Indigeneity in Development Policy

This article explores how development programming in rural poverty and the environment can work with indigenous peoples. It draws on research conducted in Asia and Latin America to suggest how indigeneity can be understood as specific kinds of marginalisation intersecting with self‐identification and recognition as indigenous. Current obstacles to effective engagement with indigenous peoples are outlined, and suggestions are offered for pro‐actively addressing their experience. Two critical areas where there are opportunities for donors to support indigenous peoples' priorities include ‘FPIC’ (Free Prior and Informed Consent) and a careful consideration of the implications of niche‐market engagement.     

How to combine pareto optimality with liberty considerations

I argue that the liberty condition of Sen's important impossibility of a Paretian liberal result is not a condition that liberals (or libertarians) would accept. The problem is that an appropriate liberty condition must be formulated in terms of consent - not in terms of preference. To formulate an adequate condition the framework needs to expand from collective choice rules (which only take information about preferences as input) to rights-based social choice rules (which also take as input information about which options have been consented to and which would violate someone's rights). I formulate a more adequate liberty condition based on the notion of consent that is acceptable to liberals, and then show that Pareto optimality is incompatible even with that condition. I then show how the liberty condition can be weakened in a plausible manner, and describe an interesting class of theories - rights-based Paretian theories - that satisfy the Pareto optimality requirement while being sensitive to liberty considerations.     

Temporary Skilled Migration to Australia: Employers' Perspectives1

With the 1996 introduction of a new visa making it easier for employers to sponsor skilled foreign workers, temporary skilled migration has become a significant component of international migration flows to Australia. This paper examines employers' reasons for sponsoring skilled workers from abroad, their modes of recruitment, the occupational skills they require, and their industry profile. We also discuss issues relating to the perception of a shortage of skilled workers, the extent that sponsoring foreign workers substitutes for investing in local training, and the role of networks in recruiting overseas workers. Many employers' now have a global view of labour recruitment. While this is understandable for multinational companies with global operations, many small businesses and public sector institutions are adopting the same strategy to obtain skilled labour which they say is in short supply in Australia. With the internationalization of the Australian economy, there is also an increasing demand for people with specialized skills and knowledge that is not available in Australia's relatively small labour market. An understanding of the demand factors motivating temporary skilled migration is crucial to effectively managing Australia's migration and labour trends.     

Strategic planning in a regulated trade bloc: The pharmaceutical industry in the European union

This article reports the results of personal interviews with multinational managers regarding the changing business environment in the European Union (EU). The study investigates pharmaceutical executives' perceptions of significant issues facing their industry in the EU and what types of strategies these managers might consider undertaking to survive in this regional trade bloc. Mahon and Murray's (1981) typology of strategies for regulated industries is used to evaluate the interview data. Overall, the pharmaceutical managers exhibit a reactive response to the changing pharmaceutical marketplace. The article concludes with a discussion of potential strategies for dealing with the regulated framework governing this industry in the EU.
