This study examines the changes over time in the personal incomes of nonresident fathers—whether divorced or nonmarital—in Wisconsin. Using data from the Wisconsin Court Record data base and the Wisconsin Department of Revenue, the authors examine the incomes of these fathers over the first seven years following a divorce or the initiation of a paternity suit. They also study separately the income patterns of initially poor nonresident fathers and fathers whose nonresident children receive welfare. The most important finding is that the incomes of nonmarital fathers, which typically are low in the beginning, increase dramatically over the years after paternity establishment—often to a level comparable with the incomes of divorced fathers. On the basis of their findings, the authors conclude that failing to establish child support obligations for nonresident fathers simply because their incomes are initially low does not appear justified. nt]mis|The authors thank the Russell Sage Foundation, the Ford Foundation, and the Wisconsin Department of Health and Social Services for financial support. Scapegoating is an interpersonal process which is as old as humanity. It offers a means of protecting a social group from disintegration, but at the cost of blaming one individual for having a problem which he or she cannot then fix. Family therapy attempts to unravel the scapegoating process and address the underlying difficulty, but often fails because the family responds fearfully and reasserts the scapegoating. Therapeutic Storytelling Intervention (TSI), among other things, offers a means of adding individual therapy to family therapy without reinforcing scapegoating.  相似文献

This study analyzes the risk involved in the chlorine industry in North America. A hypothetical chlorine plant with diaphragm electrolytic cells and a chlorine production of 300,000 metric tons per year was studied. Risk in terms of man-days lost per year was evaluated for nine stages in the manufacture and distribution of chlorine. The highest risk was found to be "Maintenance of the Chlorine Plant" (37.6% of total man-days lost per year). "Raw Material Acquisition for Materials in Chlorine Plant" (1.3%) and "Storage of Chlorine at Chlorine Plant" (0.3%) both had very little risk. "Transport of Chlorine to User by Rail, Pipeline, Barge, and Truck Combined" also gave relatively low risk (10.2%), an important result since this risk is involuntary and is the category that usually causes the most concern. The kind of risk evaluation presented here, while relatively new, should be helpful in identifying those areas in industry on which time and money can be spent with maximum benefit to reduce risk.  相似文献

Because past research indicates that stronger ethnic identity is related to better outcomes in areas such as academic achievement and mental health, it is important to provide youth in foster care with opportunities to develop their ethnic identity. Using data from in-person interviews with 188 youth aged 14–17 in foster care (88.7% response rate), this paper explores two areas related to ethnic identity: (1) youth perceptions about their own ethnic identity, and (2) attitudes about ethnic identity development specific to the experience of being in foster care. Results suggest that black youth and Hispanic/Latino youth have a stronger sense of ethnic identity than white youth. Most youth are interested in learning more about their ethnic background. Understanding how youth in foster care identify ethnically and understanding their beliefs related to ethnic identity may lead to the enhancement of services provided to youth across child welfare, education, and mental health systems.

During the past several decades, child poverty rates have been higher in rural than in urban areas, and now 2.5 million children live in deep poverty in rural America. Studies indicate that poor children are most affected by the typical "summer slide." Summer programming has the ability to address the issues of academic loss, nutritional loss, and the lack of safe and constructive enrichment activities. However, poor rural communities face three major challenges in implementing summer programming: community resources, human capital, and accessibility. The success of Energy Express, a statewide award-winning six-week summer reading and nutrition program in West Virginia, documents strategies for overcoming the challenges faced by poor, rural communities in providing summer programs. Energy Express (1) uses community collaboration to augment resources and develop community ownership, (2) builds human capital and reverses the acknowledged brain drain by engaging college students and community volunteers in meaningful service, and (3) increases accessibility through creative transportation strategies. West Virginia University Extension Service, the outreach arm of the land-grant institution, partners with AmeriCorps, a national service program, and various state and local agencies and organizations to implement a program that produces robust results.  相似文献

Juggling work and care presents particular challenges to carers and employers. Employers are increasingly under pressure, both from within organizations and from recent government legislation and policy, to develop family-friendly policies to support informal carers in the workplace. Yet existing ‘family-friendly’ schemes and services are still primarily designed for working parents of young children and rarely address the needs of employees who care for older or disabled adults. This paper reports on a study which investigated how working carers and managers in two public sector organizations — a Social Services Department (SSD) and a National Health Service (NHS) Trust — combined their work and caring responsibilities. A multi-method approach was adopted consisting of five phases. First, a profile of the two organizations was established, followed by a short screening questionnaire to all employees to identify who was caring for an older adult over the age of 60. Third, a lengthier postal survey was sent to the 365 carers who had indicated a willingness to participate further. In the fourth and fifth phases, carers and managers were interviewed in depth about their experiences. This paper reports briefly on the survey, but then concentrates in particular on what was said in the interviews about what helps and hinders working carers of older adults. Despite the existence of policies to support carers, our findings suggest that these were far less important than informal support from colleagues and a sympathetic manager in the workplace. Commuting distance between work, home and the older person also posed difficulties for carers, along with inflexible schedules and work overload. Employers are urged to explore these issues further if they are serious about recruiting and retaining employees, and developing the work – life balance agenda to meet the needs of those caring for older and disabled adults.  相似文献

A new measure of fertility—period coefficients in a prediction of the probability of birth by parity and race—for American women during the period 1917–1976 is explained and displayed. The measure estimates the probability that a next birth will be due to annual conditions, net of age, and is specific to race and parity. We controlled effects of age including a parameter based on an explicit theoretical conception about how age and period influences combine. This refined measure promises greater explained variance, more parsimoniously and more realistically, than has been true of earlier analyses of U.S. fertility trends.  相似文献

We review the literature dealing with the various components of change in the number of female family heads and conclude that P. Cutright's (1974, Journal of Marriage and the Family 36, 714–721) four components of change in the number of ever-married female family heads can be usefully applied to a reanalysis of decade-by-decade changes in this quantity among white and nonwhite women ages 15–44, from 1940 through 1980. However, we substantially revise and update Cutright's (1974) original data. Our findings include the fact that while the relative importance of the various components of increases in ever-married female family headship vary from decade to decade, overall trends are fairly similar for white and nonwhite women. Moreover, the rapid rise between 1970 and 1980 in the number of white and nonwhite female family heads among the never-married (single) continued through the 1980 to 1983 period. A decade ago, Cutright (1974) predicted that a change in the number of female family heads from 1970 on would reflect little more than changes in the numbers of ever- and never-married women ages 15–44. We discuss this inaccurate prediction and conclude that wishful thinking is a poor guide in forecasting the future.  相似文献
