The Place of Fostering in Social Work

Summary To foster children is no longer regarded as the main objectiveof the child care services. However, fostering is once againa matter of social work and public debate. The paper explainsthat more types of children are now being assessed as requiringfostering at a time when social service departments are findingit difficult to expand their number of foster homes. This greaterdemand for foster homes coincides with recent researches whichhelp to clarify the nature of fostering. Accordingly, a distinctioncan be made between 'exclusive' and 'inclusive' fosterings.It is considered that a conflict exists between popularity ofexclusive fostering and research findings which stress the valueof inclusive fostering. Research is also identifying the contributionwhich social workers can make in the fostering field. But thedesired inputs of training, low caseloads and staff stabilitypose problems for social work management. Finally, the researchfindings discussed in the paper are used to argue that the forthcomingChildren Bill is not only based on false assumptions about thebehaviour of natural parents but will also promote exclusiverather than inclusive fosterings. A plea is made that childwelfare policy be seen in a larger context of social reform     

Stratification in a Small Town

A 5 PER CENT sample of a small town in Illinois (population 1,100) was stratified by using the subjective, reputational, and objective approaches. A rank order correlation test was made on the rankings resulting from these approaches. On the basis of the three concordances found, a fourth ranking was evolved which is offered as a model of procedure for ranking communities of this type. It was found that in using the subjective approach, respondents need to be given categories to choose from in ranking themselves.

Child Therapy and Evidence in Court Proceedings: Tensions and Some Solutions

Summary Recent policy developments in the UK, implemented in the wakeof well-publicized child abuse court cases, have highlightedthe tension between offering the abused child adequate supportand providing sound evidence in any statutory proceedings. Therapeuticwork can give the court clear indications of the child's wishes,feelings and developmental needs, with or without explicit verbalstatements, and non-directive play therapy, because it is non-coerciveand largely free from therapist suggestion, is particularlyeffective in this respect. Particular features of non-directiveplay therapy which enhance the validity of such evidence areconsidered and a range of factors involved in presenting therapeuticwork to the courts are explored.     

Is the Future more or less Human? Differing Views of Humanness in the Posthumanism Debate

A debate has emerged in the bioethics literature about the use of biotechnology to modify human nature. A failure to define humanness has produced conceptual confusion in this debate. We draw upon recent social psychological work on folk concepts of humanness and dehumanization to analyse the understandings of humanness that underpin the rival positions. We argue that advocates and opponents of human nature modification employ distinct conceptions of humanness, and that their differing evaluations of modification make sense in light of these conceptions. Advocates view modification as the enhancement of a non‐essentialist sense of humanness that takes us further from animal nature. Opponents view it as the loss of an essentialist sense of humanness that takes us closer to a robotic state. Recognition that humanness has multiple senses implies that there is no mutually exclusive choice between seeing the outcome of modification as a quantitative gain in humanness or a fundamental, qualitative loss of it.     

TOTAL QUALITY MANAGEMENT: A LITERATURE REVIEW AND AN AGENDA FOR FUTURE RESEARCH

Total quality management (TQM) is a revolutionary approach to effective management. The research in TQM has emerged from practical needs of organizations embracing this philosophy, and the literature is mostly conceptual and practitioner-oriented. There is a lack of sound theoretical framework classifying past efforts and guiding future research. To fill the void, a study of the published TQM literature is undertaken. A review, classification, and analysis of the research in TQM spanning the last two decades is presented. A total of 226 TQM-related articles are identified from 44 refereed management journals published from 1970 to 1993. These articles are then classified and analyzed using the following two-dimensional scheme: (1) article orientation (conceptual, case study, empirical, analytical, simulation, and overview) and (2) article focus using the Malcolm Baldrige National Quality Award criteria. The analysis of the literature presents pertinent developments in each of the seven criteria. In addition, it provides future research directions as well as a ready reference of the TQM literature. The suggestions for research should guide future developments in the TQM field and help transform it into a formal discipline.
