V. Conclusions The empirical evidence is strong that minimum wages have had little or no effect on poverty in the U.S. Indeed,
the evidence is stronger that minimum wages occasionally increase poverty. It also suggests that the minimum wage does not
even lower poverty for the one group that, almost by definition, one would expect to be helped: full-time, year-round workers.
While the empirical results suggest minimum wages do not achieve what is ostensibly their primary goal — relieving poverty
among the working poor — minimum wages do seem to impose a real cost on society in terms of lost income and output. The empirical
evidence on work hours suggests that a $1 increase in the minimum wage, far from being almost costless, could conceivably
impose income losses to American workers in the $12-15 billion range per year — an amount equal to the “income deficit” of

The authors maintain that the social learning theory of career development and counseling has not been applied to diverse populations. To address this gap in the literature, the authors conducted a qualitative analysis of interviews with 21 middle school students in a low‐income, culturally diverse, inner‐city public school. Four themes emerged, reflecting the influence of discrimination on participants' career learning: contextual barriers and resources for learning, and psychological barriers and resources for learning. The authors provide a conceptual framework for assessing resources and barriers and a rationale for why these aspects often remain hidden or unexamined in career assessment with clients who are vulnerable to discrimination. 相似文献

Their distributions are shown to belong to a class called generalized Laplacian. A growth-decay mechanism is also shown to produce such a generalized Laplacian. Sets of necessary and sufficient conditions are derived for bilinear forms to belong to this class. The hypothesis that irritability and contingency detection are negatively correlated was examined in thirty‐one 6‐month‐old infants. Observation and maternal report‐based assessments of irritability were correlated with both a criterion score and a continuous score of contingency detection. Results indicated that greater irritability in infants was associated with lower contingency detection scores. A new model of ritual based on Durkheim's ([1912] 1995) theory is developed. It is argued that ritual practices generate belief and belonging in participants by activating multiple social–psychological mechanisms that interactively create the characteristic outcomes of ritual. Specifically, the distinctive elements of ritual practice are shown to induce altered subjective states and effortful and/or anomalous behaviors, which are subsequently misattributed in such a way that belief and belonging are created or maintained around the focus of ritual attention. The authors examined the relative contributions of both proximal and distal supports to the career interests and vocational self‐efficacy in a multiethnic sample (N = 139) of middle school adolescents. Consistent with Social Cognitive Career Theory, it was found that (a) vocational self‐efficacy and career planning/exploration efficacy consistently predicted young adolescents' career interests across Holland (J. L. Holland, D. R. Whitney, N. S. Cole, & J. M. Richards, 1969) themes; (b) gender and career gender‐typing predicted interests in Realistic, Investigative, and Social careers; and (c) perceived parent support accounted for 29% to 43% of the total unique variance in vocational self‐efficacy for all Holland theme careers. 相似文献

As a very small state, Luxembourg would not appear to qualify as an influential foreign policy actor either in Europe or the world. Yet the country's international influence has long belied its reputation as a small state. This article reviews the literature on small-state foreign policy and finds that it offers numerous contradictory conclusions. As a case study it then addresses Luxembourg in the 1990s, with particular attention to two themes: its active participation in the European Union (EU) and its policies directed at maintaining economic prosperity. The paper goes on to explain Luxembourgish foreign policy behaviour through three levels of analysis and assesses to what extent smallness is a benefit or a hindrance to Luxembourg's success in meeting its international goals. 相似文献

The United States formulates much of its immigration and refugee policy to match economic and political circumstances. We interpret these policy shifts as a set of graduated positions on immigration and refugee flows that attempts to discipline the lives of newcomers and, in so doing, shapes immigrant identities. In this article, we analyse the interplay between the US government and Salvadoran asylum applicants negotiating procedures that grant only temporary relief from deportation via the policy of Temporary Protected Status (TPS). We find that each policy shift results in the strategic renegotiation of asylum applicants’ identities so as to achieve the best opportunity for a successful outcome. Based on Foucault’s ideas of governmentality and Ong’s concept of flexible citizenship, we argue that what appears more superficially as a patchwork strategy of immigration laws and asylum practices may be theorized more deeply as a set of flexible responses by the state that turn on identity construction at different scales, and that aim to mediate transnational relations. 相似文献
