Unemployment: an international perspective

Using standard OECD unemployment and national income account data, the rela-tionship between unemployment rates and the productivity-adjusted real wage rate is examined for six major countries, Australia, Canada, France, Germany, Japan, and the United Kingdom, using bivariate regression analysis. In addition, pooled cross-section estimates of the same relationship are provided for the 24 traditional OECD countries covering the period 1971-1995. The object is to determine whether the observed statistically significant positive relationship between these variables found for the United States exists in other economies. The basic conclusion is that the inter-national experience in this regard is similar to that for the United States. The research underlying the analysis reported in this article has been supported by the Joint Economic Committee of the Congress of the United States and is reflected in Vedder and Gallaway (1998).     

The safety costs of contingent work: Evidence from Minnesota

We find that workers’ compensation costs for leased/staff agency workers are about three times higher than for regular full-time workers. This differential grows even wider when controlling for worker characteristics. Authors give a number of reasons for this result, including claimsreporting moral hazard on the part of contingent work-ers. We also present results on claim denials by work status, which seems to support the cost model. Families under the microscope: parallels between the young carers debate of the 1990s and the transformation of childhood in the late nineteenth century

Existing analysis and discussion about young carers—children caring for ill or disabled family members—has been limited in scope, concentrating on narrow policy and service issues. In this paper, I attempt to introduce a more historical perspective to these debates, by comparing responses to the issue of young caring in the 1990s to resistance encountered in the implementation of child labour and education reforms towards the end of the nineteenth century. I discuss the parallel ways in which the quality of childhood for some children became problematised without sufficient recognition of the limited choices that some families face. An investigation on the effects of emerging 4G transmissions on 3G networks

Within the last 10 years, technological advances have allowed personal wireless communications to become part of our global, information-centric culture. Cellular telephones, personal digital assistants, and wireless computer networks allow for tetherless use anytime and almost anywhere. These wireless communication advances have quickly matured through three technological generations. Currently, wireless communications are considered to be in the third generation (3G) of deployment and are rapidly approaching the fourth (4G). As these wireless technologies advance to meet market demand, careful pre-market technical analysis of these new capabilities must be made to understand potential impact on existing communication systems. This paper provides a novel examination into the effects of 4G ultrawide band (UWB) signaling on a 3G wireless fidelity (WiFi) system. Through empirical and statistical analyses, we show that the throughput performance of the Wi-Fi system can be negatively impacted by up to 20%. We conclude that careful implementation of emerging 4G UWB systems must occur to mitigate the detriments to existing 3G communication systems.     

Bayesian utilitarianism and probability homogeneity

This paper investigates, within the axiomatic framework of Jeffrey-Bolker decision theory, two kinds of conditions and the relation between them: (1) The Utilitarian condition that social rankings of prospects be representable by an expected utility function that is a weighted sum of the expected utility functions representing individual rankings; and (2) Homogeneity conditions on the probabilities and preferences of individuals. In particular, we show that identity of individuals’ probabilities is necessary and sufficient for the Utilitarian condition to hold and that the homogeneity of individuals’ probabilities can be derived from a Pareto condition on the relation between individual and social rankings, provided that these rankings are separable in a particular sense.This paper has considerably benefited from comments by John Broome, Isaac Levi and an anonymous referee. Conducting research with children: the limits of confidentiality and child protection protocols

This paper addresses the issue of child protection protocols within research conducted with children. Based partly on primary data this paper raises questions about the role of ethics committees in defining the limits of confidentiality in relation to child protection protocols within research, the perceptions of both children and parents about the meanings of confidentiality and notions of ‘harm’, and the role of the researcher in relation to legal and professional guidance about the protection of vulnerable people in society. We explore the concept of confidentiality within a research setting from a child protection perspective. In doing so we examine the legal and moral obligations of researchers to report child protection concerns, how children themselves perceive ‘harm’, and the need for much clearer guidance to researchers, as well as child participants and parents, about the limitations of confidentiality.     

The Dean Pike Show: An Examination and Comparative Analysis of Bishop James A. Pike's 1950s Television Program

During the religious revival and television revolution of the 1950s, future Episcopal Bishop James Pike broadcast a live religious television program to a national audience from the Cathedral of St. John the Divine in New York, where he was then serving as Dean. By so doing, he joined evangelist Billy Graham and Catholic Bishop Fulton J. Sheen as prominent church leaders of the day hosting their own TV shows. Together, these programs reflected varied strands of the American religious landscape in the 1950s. The article examines Pike's show, which focused on a discussion with guests of critical political, social and ethical issues facing the nation and church. It examines how the program reflected Pike's life-long ministry and identity as a High Church liberal, as well as Reinhold Niebuhr's theology. Further, the article compares the format, approach and content of Pike's show with those of Graham and Sheen, examining how each program's format derived from its featured cleric's theology and approach. It finds that Pike's show was distinctly more political, pragmatic and introspective than those of his fellow TV clerics.
