Adapting the jury trial for program evaluation: A report of an experience

A portion of the graduate program in clinical community psychology at SUNY Buffalo was subjected to a jury trial as a form of program evaluation. The theory of the trial as evaluation, the problems of implementation, and a posttrial evaluation are discussed. The trial, while time-consuming, especially in its pretrial phases, has the potential for presenting a dramatic picture of a program through the medium of human testimony. The jury was able to arrive at clear decisions on questions put to it, with a high degree of confidence. Decision makers accepted some of the jury's conclusions, and subjective evidence suggests that many of the controversial issues which generated the trial were resolved for the group by the procedure. The posttrial evaluation revealed limitations, such as evidence which was not presented at the trial. The experience proved useful for purposes of interdisciplinary education, providing another lens through which the evaluation problem could be viewed.     

Attitudes toward gay,lesbian, and bisexual persons among heterosexual liberal arts college students

This research focuses on attitudes toward homosexuals and homosexuality among 692 heterosexual students at six liberal arts colleges. Attitudes, assessed in a variety of ways, are examined in relation to students' Greek affiliation, sex role attitudes, religion and religiosity, and contact with and knowledge of gays, lesbians, and bisexuals. Results suggest that attributes predicting acceptance of gay, lesbian, and bisexual persons are female sex, liberal sex-role attitudes, lower religiosity as measured both by beliefs and by attendance, membership in more liberal Protestant denominations, attendance at colleges that do not have Greek letter social organizations, and having positive contacts with gay, lesbian, and/or bisexual persons.     

Theorizing Political Psychology: Doing Integrative Social Science Under the Condition of Postmodernity

The field of political psychology, like the social sciences more generally, is being challenged. New theoretical direction is being demanded from within and a greater epistemological sophistication and ethical relevance is being demanded from without. In response, an outline for a reconstructed political psychology is offered here. To begin, a theoretical framework for a truly integrative political psychology is sketched. In the attempt to transcend the reductionist quality of cross-disciplinary or multidisciplinary inquiry, the theoretical approach offered here emphasizes the dually structured quality of social life as the singular product of both organizing social structures and defining discourse communities on the one hand and motivated, thinking individuals on the other. To further this theoretical effort, meta-theoretical considerations are addressed. The modernist-postmodernist debate regarding the status of truth and value is used as a point of departure for constructing the epistemological foundation for political psychology. In this light, structural pragmatic guidelines for theory construction, empirical research and normative inquiry are presented. While the focus remains on political psychology in particular, it is assumed that the criticisms of present research and the suggestions for future inquiry apply to the social sciences more generally.     

Government-NGO collaboration and sustainability of orphans and vulnerable children projects in southern Africa

Given current donor attention to orphans and children made vulnerable by HIV/AIDS, and the need for a new framework that recognizes the complementary roles of nations and non-governmental organizations (NGOs), this analysis reviews NGO-operated community-based orphans and vulnerable children (OVC) projects in Botswana, Lesotho, Namibia, South Africa, and Swaziland. There has been a lack of attention within the field of evaluation to inter-organizational relationships, specifically those with government agencies, as a factor in sustainability. We analyzed evaluations of nine OVC projects funded by the Bristol-Myers Squibb Foundation for the influence of government-NGO collaboration on project sustainability. For eight of the nine projects, evaluations provided evidence of the importance of the government partnership for sustainability. Government collaboration was important in projects designed to help families access government grants, initiate community-based solutions, and advocate for OVC rights through legislation. Government partnerships were also critical to the sustainability of two projects involved in placing children in foster care, but these showed signs of tension with government partners. In addition to the more common factors associated with sustainability, such as organizational characteristics, donors and NGOs should concentrate on developing strong partnerships with local and national government agencies for the sustainability of their projects.

Abstract

The Pacific Rim Library (PRL) is an initiative of the Pacific Rim Digital Library Association (PRDLA). The project began in 2006 using the OAI-PMH paradigm and now holds over 300,000 records harvested from OAI data provider libraries around the Pacific. PRL's goal is to enable the sharing of digital collections amongst PRDLA members and the world, but greater unexpected benefits have been discovered. Through mirroring their metadata, PRL increases the chance that their data will be discovered in Google and other general search engines. With its many disparate collections, PRL is not a repository for traditional information discovery and retrieval. Initially users will bounce from a Google hit to the PRL metadata record in Hong Kong and then begin an intensive search on the original site which hosts the full digital object, in Vancouver, Honolulu, Wuhan, Singapore, or other PRDLA member location.
