The Vietnamese government aims to expand the scale of Naturland certified organic production in integrated shrimp–mangrove farming systems across the coast of Ca Mau province by 2015. In doing so the division between public and private regulation has become blurred. We analyze the government's goal by examining the regulatory challenges of using organic certification as a means of linking farm-level management to the sustainability of coastal (mangrove) landscapes. The results show the importance of farmer perceptions of sustainable farm and landscape management, fair benefit sharing mechanisms in the certified value chain, and legitimate private sector-led auditing. We conclude that in order to overcome conflicts of interest and legitimate representation in organic certification, the social and economic conditions of production require regulatory intervention from provincial and local level government. To achieve benefits beyond the scale of the farm, the role of shrimp producers should be redefined as partners in rather than targets of regulation. 相似文献

In western welfare states, labour participation is increasingly considered a vital aspect of taking part in society. Vocational rehabilitation programmes are intended to support people in the process of returning to work. These programmes pay much attention to the skills that clients need to develop in order to return to work. We argue, however, that vocational rehabilitation is more than the acquirement of skills, and that further attention should be paid to clients’ ‘identity work’ processes. Based on 45 life-stories, we present an analysis of the identity work expressed by people with a work disability in the Netherlands. We describe ‘separative’, ‘integrative’, and ‘pending’ processes of identity work. The presented typology can help vocational rehabilitation professionals become more sensitive to clients’ processes, and supports more inclusive vocational rehabilitation. 相似文献

This study analyzes Eritrean refugee women's utilization of antenatal services in Israel by means of retrospective self‐reports surveys (N = 63) targeting women's service utilization (array of services used, frequency rates, facility rates and demographic correlates) and semi‐structured interviews (N = 10) targeting women's experienced barriers for service utilization. Findings show that Eritrean women make substantive use of the full array of services, with user rates increasing over time. However, frequency rates are low, although increasing when women have more experience with the system. Facility rates are not in keeping with the recommendations of the Israeli Ministry of Health. Interviews reveal that the barriers of work and a complex system of antenatal care limit women's frequent service utilization in the right facility, while the barrier of miscommunication limits their understanding of the services they actually utilized. Findings stress the importance of analyzing different facets of utilization and their demographic correlates. 相似文献

This article explores the implications of creating a role for private‐sector partners in public employment services (PES), rather than creating quasi‐markets. It focuses on how the engagement of employers in public–private networks with local government can enhance employment opportunities for disadvantaged welfare recipients but may require a further shift in local public services. The theory relates to contractual arrangements versus network modes of public–private partnerships. Based on surveys among employers and welfare recipients, and interviews with politicians, managers, and frontline workers in five Dutch municipalities, the article provides detailed evidence on innovative and promising cases of public–private networks in employment services. It shows that, under certain conditions, vulnerable jobseekers are better served by a network involving employers than by the standard supply‐driven approach that predominates in quasi‐markets. It also reveals that public and private partners have yet to fully embrace the implications of the network approach for their respective roles. The article contributes to the theoretical debate on public–private partnerships in the context of PES, reflecting on public–private networks as a policy design that could help improve employment opportunities for disadvantaged jobseekers. 相似文献

Notwithstanding the proliferation of servant leadership studies with over 100 articles published in the last four years alone, a lack of coherence and clarity around the construct has impeded its theory development. We provide an integrative and comprehensive review of the 285 articles on servant leadership spanning 20?years (1998–2018), and in so doing extend the field in four different ways. First, we provide a conceptual clarity of servant leadership vis-à-vis other value-based leadership approaches and offer a new definition of servant leadership. Second, we evaluate 16 existing measures of servant leadership in light of their respective rigor of scale construction and validation. Third, we map the theoretical and nomological network of servant leadership in relation to its antecedents, outcomes, moderators, mediators. We finally conclude by presenting a detailed future research agenda to bring the field forward encompassing both theoretical and empirical advancement. All in all, our review paints a holistic picture of where the literature has been and where it should go into the future. 相似文献
