This paper briefly traces the evolution of the policy sciences. It views policy science as a technical policy development discipline. The impediments to successful integration of policy science content into social policy curriculum are analyzed and suggestions to improve utilization are made. The paper suggests that critical analysis and constructive utilization of the techniques of the policy sciences will evolve once social workers develop technical skills. It also recommends that schools of social work teach policy as a method. It goes on to articulate curriculum recommendations necessary for the effective teaching of social policy as a method. 相似文献

The article suggests a formal model of a two-tier voting procedure, which unlike traditional voting systems does not presuppose that every vote counts the same. In deciding a particular issue voters are called in the first round to assign categories of their fellow-citizens with differential voting power (or weights) according to the special position or concern individuals are perceived to have with regard to that issue. In the second stage, voters vote on the issue itself according to their substantive view and their votes are counted in the light of the differential weights assigned in the first round. We have previously(Segal and Neuhaus, 1993) devised methods for obtaining marginal regression coefficients and associated
variance estimates for multivariate survival data, using a synthesis of the Poisson regression formulation for univariate
censored survival analysis and generalized estimating equations (GEE's). The method is parametric in that a baseline survival
distribution is specified. Analogous semiparametric models, with unspecified baseline survival, have also been developed (Wei,
Lin and Weissfeld, 1989; Lin, 1994).Common to both these approaches is the provision of robust variances for the regression
parameters.
However, none of this work has addressed the more difficult area of dependence estimation. While GEE approaches ostensibly
provide such estimates, we show that there are problems adopting these with multivariate survival data. Further, we demonstrate
that these problems can affect estimation of the regression coefficients themselves. An alternate, ad hoc approach to dependence
estimation, based on design effects, is proposed and evaluated via simulation and illustrative examples.

As the number of Latino children in public child welfare continues to grow, it is necessary to understand how their mental health is faring. The paper examines emotional and behavioural needs among Latino children who had contact with the public child welfare system. The purpose of this longitudinal study was twofold: to examine the severity of emotional and behavioural problems, and to assess the predictive role of generation status and Latino origin. Latent growth models were completed using the National Survey on Children and Adolescent Well‐Being. The predictive model for the externalizing CBCL scale revealed that generation status and Latino origin were significant predictors. At baseline, Puerto Rican children exhibited higher rates of externalizing problems compared with Mexican children. Over time children who were first/second generation tended to have lower scores compared with the third‐plus generation children. Implications for practise are discussed. 相似文献

Many have noted the consonance between contemporary relational theory and classic social work values and practice principles such as person in environment and starting where the client is. However, there have been few efforts to explore relational theory’s utility to the generalist social work framework. This paper takes the position that relational theory’s intersubjective stance lends new coherence to classic social work principles, and therefore elucidates the process aspects of evidence-based social work practice. In order to illustrate this point, the author applies relational theory to implementation issues around early childhood home visitation with Spanish-speaking immigrant clients—a social work service modality that, like so many others, does not fall into the category of individual psychotherapy in the context of private practice. 相似文献
