There is an implicit assumption in the UK Treasury’s publications on public-private partnerships (PPP)—also more commonly
known in the United Kingdom as private finance initiative (PFI)—that accountability and value for money (VFM) are related
concepts. While recent academic studies on PPP/PFI (from now on as PFI) have focused on VFM, there is a notable absence of
studies exploring the ‘presumed’ relationships between accountability and VFM. Drawing on Dubnick’s (Dubnick and Romzek in

accountability and VFM in PFI projects by proposing alternative accountability cultures, processes and mechanisms for PFI.
The PFI accountability model is then exposed to four criteria—warrantability, tractability, measurability and feasibility.
Our preliminary interviews provide us guidance in identifying some of the cultures, processes and mechanisms indicated in
our model which should enable future researchers to test not only the UK Government’s claimed relationships between accountability
and VFM using more specific PFI empirical data, but also a potential relationship between accountability and performance in

There is a considerable literature comparing the virtues of markets and hierarchies as alternative governance structures for
economic transactions. But governance decisions are not simple dichotomous choices, and there has been increasing recent interest
in the ‘swollen middle’ of hybrid organisational forms that combine market and hierarchical elements. One such hybrid is outsourcing,
which has become a topic of considerable contemporary interest both in business circles and within the academic literature.
The main contribution of this paper has been to combine the insights of resource dependency theory, the resource-based view
of the firm, and transaction cost economics to provide both an explanation for the outsourcing of primary activities and a

We define a repairable asset as an irreplaceable commodity whose quality is at risk, but can be partly restored at a cost. Examples are houses, automobiles and, especially, health, for which standard monetary approaches are oversimplified. To optimize the value of insurance, the insurer and the insured have to agree upon repair strategies (when to fix the asset and how much) and compensation rules (how much money to receive for other goods). We clarify the role of the consumer's preferences in the properties of the contract, and we highlight the relationship between repair strategies and the super- or submodular structure of the repair technology. 相似文献

The health sector in Québec (Canada) is dealing with profound macro-economic and macro-organizational changes. This article is interested in the impact of these changes on the work of home health aides (HHAs) and home care nurses and their occupational health and safety (OHS). The study was carried out in the home care services (HCS) of four local community service centres (CLSC) with different organizational characteristics. It is based on an analysis by triangulation of 66 individual and group interviews, 22 observed workdays and 35 observed multidisciplinary or professional meetings, as well as on administrative documents. HHAs are experiencing an erosion of their job because the relational and affective aspects of their work are disappearing. This may be due to an increase in their physical workload, leading to an increase in musculoskeletal problems and, to a lesser extent, in psychological health problems. Nurses are seeing an increase in the volume of invisible work that they have to do, which also has the effect of decreasing the relational aspects of their activity. The increasingly numerous psychological health problems are the consequence of this change in their profession. This study also shows that managers' decisions at the local level can reduce or increase the work constraints of HHAs and nurses. Examples of good practices for HHAs are the stabilization of clienteles and the possibility of organizing their itinerary, while for nurses, it is in how clientele follow-up tools are implemented. This article discusses the effects of government policies and decisions on the work and OHS of home care personnel. To address this subject, we use a specific analysis of the workload of home health aides (HHAs) and nurses. We will show the relationships between managers' organizational choices to respond to governmental constraints and the resulting work changes. We report the case of a 34-year-old female resulting from a father-daughter sexual abuse and presenting a phenotype of mild intellectual disability with minor dysmorphic features. Karyotyping showed a normal 46, XX constitution. Array-based comparative genomic hybridization (array-CGH) revealed a heterozygote 320kb 6p22.3 microdeletion in the proband, encompassing only one known gene, and therefore unlikely to be the cause of the phenotype. However, the role of other genetic factors, such as a recessive condition, could not be ruled out as a putative cause for the phenotype. On the other hand, the role played by a heavily detrimental familial situation on the development and outcome, and possibly leading or contributing to a mild intellectual disability, should be taken into account. 相似文献

International migration of social workers has had, in recent years, a substantial influence on the political agenda of different countries in the world, and is fraught with challenges. In some countries, recruitment of internationally qualified social workers has even become an important strategy to meet staffing demands and to fill shortages in the social work profession. This paper aims to promote debate on the key role of social work educators in assisting social work students and practitioners to practise within both a national and an international context, by reflecting on specific practice examples from Canada, England and South Africa. We explore challenges, as well as possible strategies for adaptation in new contexts, such as the facilitation of additional training, globally comparable social work programmes, and the development of a stronger professional identity, based on integrated social work values. We conclude that by enabling a stronger professional identity through the development of professional virtues, social workers will be empowered to become more confident practitioners and internationally more adaptable. 相似文献

In this paper, we consider a retailer adopting a “money‐back‐guaranteed” (MBG) sales policy, which allows customers to return products that do not meet their expectations to the retailer for a full or partial refund. The retailer either salvages returned products or resells them as open‐box items at a discount. We develop a model in which the retailer decides on the quantity to procure, the price for new products, the refund amount, as well as the price of returned products when they are sold as open‐box. Our model captures important features of MBG sales including demand uncertainty, consumer valuation uncertainty, consumer returns, the sale of returned products as open‐box items, and consumer choice between new and returned products and possibility of exchanges when restocking is considered. We show that selling with MBGs increases retail sales and profit. Furthermore, the second‐sale opportunity created by restocking returned products enables the retailer to generate additional revenues. Our analysis identifies the ideal conditions under which this practice is most beneficial to the retailer. Offering an MBG without restocking increases the new product price. We show that if the retailer decides to resell the returned items as open‐box, the price of the new product further increases, while open‐box items are sold at a discount. On the other hand, customers enjoy more generous refunds along with lower restocking fees. The opportunity to resell returned products also generally decreases the initial stocking levels of the retailer. Our extensive numerical study substantiates the analytical results and sharpens our insights into the drivers of performance of MBG policies and their impact on retail decisions. 相似文献

ABSTRACTThe study examines the relationship between professional choices and employment expectations of social worker trainees in the country of Turkey. Professional choices are examined according to gender and the relationship between employment expectations and satisfaction. This study examined responses with a comparative relational scanning model with a sample of 692 social service (social worker) trainees studying at four different universities in Turkey. Students were surveyed and answered 25 open- and closed-ended questions identifying aspects related to their career choice. Study findings reveal that gender, university entrance scores, and employability were high among the career selection factors. Additional factors identified included family-related factors, personality traits, and compatibility. Examination of the findings is discussed, and recommendations for further research are made. 相似文献
