A framework for progressively improving small area population estimates

Summary.  The paper presents a framework for small area population estimation that enables users to select a method that is fit for the purpose. The adjustments to input data that are needed before use are outlined, with emphasis on developing consistent time series of inputs. We show how geographical harmonization of small areas, which is crucial to comparisons over time, can be achieved. For two study regions, the East of England and Yorkshire and the Humber, the differences in output and consequences of adopting different methods are illustrated. The paper concludes with a discussion of how data, on stream since 1998, might be included in future small area estimates.     

THE QUESTION CUBE: A MODEL FOR DEVELOPING QUESTION REPERTOIRE IN TRAINING COUPLE AND FAMILY THERAPISTS

This paper presents a three-dimensional model for teaching questioning to those wishing to develop skills in couple and family therapy. The model breaks questions into their component parts of format (the style of the question: open, closed, forced choice, rating, or ranking); orientation (the person who is being inquired about: self or other), and subject (the content of the question: behavior, feelings, beliefs, meaning, or relationship). The model is presented in the context of our post-Milan version of couple and family therapy training. The model is useful in that it allows students gradually to increase their repertoire of questions in a way that offers step-wise learning and integrates with their existing skills.     

Mythologies and panics: twentieth century constructions of child prostitution

This paper examines twentieth century social constructions of child prostitutes and child prostitution, the origins of these representations and the extent to which they have been used as metaphors for other perceived social, economic and political problems. It is important to recognise that these children have been sexually abused and that discourses that have portrayed them as either assertive and blameworthy seducers or as abducted and coerced innocents are constructed myths which detracted from recognition of the actual problems these children have faced.     

Minority employment in the construction trades

This paper examines employment in the construction trades by race and skill level across 162 large U.S. metropolitan areas. The results reveal significant negative wage and positive scale effects on construction employment, especially for minorities and laborers, and thus imply that repeal of the Davis-Bacon Act, which requires “prevailing wages ” to be paid on federally funded construction projects, would yield substantial efficiency and equity gains. Conservative estimates suggest that Davis-Bacon repeal would increase construction employment by at least 36,000, including jobs for 27,000 minorities and 10,000 laborers. Agency practices in successful adoption of developmentally disabled children

The authors discuss the variables associated with success in placing developmentally disabled children for adoption by public and private agencies. They also describe the results of their national study of 199 agencies.     

Does a Reactor Need a Safety Backfit? Case Study on Communicating Decision and Risk Analysis Information to Managers

An approach to communicating decision and risk analysis findings to managers is illustrated in a real case context. This article consists essentially of a report prepared for senior managers of the Nuclear Regulatory Commission to help them make a reactor safety decision. It illustrates the communication of decision analysis findings relating to technical risks, costs, and benefits in support of a major risk management decision: whether or not to require a safety backfit. Its focus is on the needs of decision makers, and it introduces some novel communication devices.
