关于《民用机场管理条例》中通用机场条款的思考

《民用机场管理条例》首次在行政法规层面规范了通用机场的概念定义、规划建设、使用许可和安全运营等要求.然而,随着通用航空业的快速发展,《民用机场管理条例》中有关通用机场的规定已经不再适应实践需要,亟须进行修订.具体包括对通用机场进一步细化分类、不再套用运输机场相关要求等,并应做好对上位法《民用航空法》的落实,以及对下位法民航规章的引领,以保障和促进通用机场以及通用航空业的安全快速发展.     

May Fourth Writers’ Reconstruction of Traditional Chinese Literary Classics

The classics are at the heart of traditional literature, and play an important role in its transmission. May Fourth writers did not totally reject traditional literary classics; rather, they selectively preserved and reinterpreted them, setting up a new canon based on the criteria of evolution, humanism, human relationships, popular culture, etc. To a certain extent, the May Fourth reconstruction of the classics inherited late Qing thought and views of literature, but it was more of an embodiment of new intellectual horizons; a modern spirit acting through the rediscovery and recreation of traditional literature. The reconstruction of the classical canon revealed a close connection between the New Literature and traditional literature, thereby effectively facilitating the acceptance of New Literature by the masses. It also provided writers with national resources for literary creation, thus preventing New Literature from descending to nihilistic understanding of Chinese tradition. This mode of discovering and creating the modern while being rooted in their native soil enabled such writers to step out of the binary opposition between “making China Western” and “Sinicizing the West,” and thus has methodological significance for the relation between Chinese and Western cultures from the late Qing on. Literary classics have a profound meaning for writers’ creations and for literature and cultural tradition. Despite its shortcomings, the May Fourth reconstruction of the traditional classics can inspire us even today.     

刑事错案的预防与补救

刑事错案的预防和补救对于国家的司法公正、对保障个人的权利、对于维护社会稳定有极为重要的意义.错案一旦发生,司法的威信及至国家的威信都会受到影响,一些人的合法权利受到了侵害.由于人的认识能力的有限性、由于司法工作可能受到各方面的影响、或者由于当事人个人的原因,在任何时代、任何国家要完全不发生错案几乎是不可能的.治理错案关键在于预防,另一方面,如果发生了错案,则应当有相应的补救措施.而正确认定错案,认清错案产生的原因,才能更好地预防和补救错案的发生,保障每个人的合法权利.     

雾滴空间分布的实验研究：雾滴空间分布的机理

本文对描述雾滴在空间的质量分布特性的参数ｑ〔１〕与Ｊ〔１〕随操作条件的变化规律进行了实验研究。基于液体单元的受力情况，对雾滴在空间的分布机理进行了分析讨论。     

我国乡镇行政成本案例研究

行政成本是指确定财政年度内国家行政所消耗的全部费用。1991—2005年期间A镇行政成本有了显著增长,在财政支出结构中所占比例仅次于科教文卫经费,位列第二。行政成本与财政收入有着密切的关系,财政收入是行政成本的来源。精简机构裁减冗员,推行部门预算强化预算约束,加强多种形式的监督,进一步合乡并镇,甚至逐步裁撤乡镇,是解决行政成本居高不下的可行路径与方法。     

AMMI模型在玉米区域试验中的应用

运用AMMI模型对四川省玉米区试平丘B组 1998～ 1999两年试验数据进行了分析。结果表明 :①AMMI模型能具体、直观、灵敏地综合评价玉米大区区域试验参试品种的稳定性。②两年参试的玉米品种中绵 786× 12 11、品 95- 2具有优良的丰产性、稳定性和广泛的适应性     

类胡萝卜素对花玛丽鱼体色影响的最适量研究

将４月龄花玛丽鱼（Ｍｏｌｌｉｅｎｓｉａ Ｖｅｌｉｆｅｒａ）３００尾随机分成６组，每组５０尾，设１对照组和５个处理组，各处理组饲料在对照组饲料的基础上分别添加１００ｍｇ／ｋｇ、２００ｍｇ／ｋｇ、３００ｍｇ／ｋｇ、４００ｍｇ／ｋｇ、５００ｍｇ／ｋｇ的类胡萝卜素（Ｃａｅｒｏｔｅｎｏｉｄｓ），在近２个月的试验中，每隔７ ｄ从每一组中随机抽取５－６尾鱼测定鱼体肌肉中所含类胡萝卜素的量，通过对鱼体体色的对比观察和鱼体肌肉中所沉积的类胡萝卜素量的比较，结果表明：花玛丽鱼饮料中添加类胡萝卜素的最适添加量为４ｍｇ／ｋｇ。

梅花鹿的饲养着急是抓好公鹿、母鹿、仔鹿的培育及育及成鹿的饲养，经驯养试验，南方适宜养殖，且饲料丰富，前景广阔。     

An Equivalence of Conditional and Unconditional Maximum Likelihood Estimators via Infinite Replication of Observations

Motivated by an application with complex survey data, we show that for logistic regression with a simple matched-pairs design, infinitely replicating observations and maximizing the conditional likelihood results in an estimator exactly identical to the unconditional maximum likelihood estimator based on the original sample, which is inconsistent. Therefore, applying conditional likelihood methods to a pseudosample with observations replicated a large number of times can lead to an inconsistent estimator; this casts doubt on one possible approach to conditional logistic regression with complex survey data. We speculate that for more general designs, an asymptotic equivalence holds.     

家族企业准接班人的创业精神传承:以高校在读家族企业后代为样本的探索性实证研究

改革开放30年,大批早前创业成功的家族企业面临着接班传承的问题。而对于前辈企业家创业精神的传承,比企业所有权和控制权的继承更重要。企业家是市场经济的主角,创业精神则是企业家的灵魂,创业精神的继承和发扬,直接影响着家族企业的可持续发展。创业意图是创业精神的原始体现,先有创业意图才会激发创业行为,创业意图是所有创业活动的根本基础和出发点,也是企业家创业精神及其传承的研究切入点。中国大量的家族企业准接班人目前都处于大学教育阶段,文章以其为研究对象,运用并扩展了计划行为理论模型,通过实证数据深入辨析了各种相关因素对家族企业后代创业意图所产生的不同影响。研究结论为家族企业传承以及创业学研究都提供了有益参考,另外文章中所运用的Smartpls软件在进行探索性研究时具有强大的功能,值得引起各位学者的重视。
