Compulsory Income Management (CIM) is a form of conditional welfare that involves the mandatory quarantining of a portion of welfare recipients’ social security payments. Quarantined funds are accessible via a government-issued debit card, with restrictions surrounding where and on what funds can be spent. Official justifications of CIM have framed these policies as attempts to combat substance abuse and gambling problems, and to thus secure better outcomes for welfare recipients and their families. Central to this narrative has been the argument that welfare quarantining will ensure more money is spent on ‘essentials’, including accommodation. No existing studies, however, have specifically interrogated the impacts of CIM on housing security. This article responds to this gap in the literature by reviewing existing research concerning CIM's impacts and locating this research within broader debates regarding the causes of homelessness and the efficacy of individualised policy interventions. In doing so, it highlights CIM's potential to exacerbate housing insecurity not only through technical issues such as rental transfer failures, but also by contributing to underlying stressors such as economic disadvantage; relationship difficulties, poor health and addiction; and social stigma. The article concludes that – far from addressing the structural causes of homelessness – CIM has enflamed them.  相似文献

The authors have developed and tested scale-up methods, based on a simple social network theory, to estimate the size of hard-to-count subpopulations. The authors asked a nationally representative sample of respondents how many people they knew in a list of 32 subpopulations, including 29 subpopulations of known size and 3 of unknown size. Using these responses, the authors produced an effectively unbiased maximum likelihood estimate of the number of people each respondent knows. These estimates were then used to back-estimate the size of the three populations of unknown size. Maximum likelihood values and 95% confidence intervals are found for seroprevalence, 800,000 +/- 43,000; for homeless, 526,000 +/- 35,000; and for women raped in the last 12 months, 194,000 +/- 21,000. The estimate for seroprevalence agrees strikingly with medical estimates, the homeless estimate is well within the published estimates, and the authors' estimate lies in the middle of the published range for rape victims.  相似文献

Many programs that place low-income students of color in high-achieving college preparatory high schools seek to nurture bridging social capital, connections across class lines that provide leverage in the process of “getting ahead.” Bonding social capital, which focuses more on emotional support and “getting by,” is frequently characterized as less useful for social mobility. Drawing upon in-depth interviews with alumni from one such program, we challenge the notion of bridging and bonding social capital as discrete, countervailing forms of social capital, and demonstrate how the two may complement each other. Specifically, we find that bonding social capital served as a critical resource that students drew upon as they navigated their elite high schools in the face of racism and classism. In doing so, this bonding social capital ultimately facilitated the development of bridging social capital by encouraging student persistence at these institutions. Our findings support critiques of traditional accounts of social capital that devalue the capital possessed by marginalized communities and fuel deficit ideologies. Furthermore, they highlight the personal costs that youth may face in the pursuit of bridging capital, complicating the narrative of social mobility as an unmitigated good.  相似文献

In this review, I consider the implications of mass violence for families, with particular emphasis on families with members serving in the U.S. military and families around the world who live where mass violence occurs. We examined differences in leadership influence processes, perceptions, and multiple levels-of-analysis effects between close and distant charismatic and contingent reward leadership across three hierarchical levels in 13 Korean companies. Multi-source data revealed that followers' commitment to the leader mediated relationships between leadership and followers' attitudinal, behavioral, and performance outcomes in close situations, but not in distant relationships. Leadership at higher levels of management was positively related to leadership at the next lower level, which in turn related to follower outcomes at the lowest echelon. Multivariate within and between analysis indicated multiple-level effects differing by leader–follower distance and for the variables of interest.  相似文献

This case study presents details of the life of one older man who lived in seclusion and squalor, surrounded by hoarded possessions. This man was one participant of a focused ethnography of eight older adults who received home care. All participants in the original ethnography were identified by their community care coordinators as exhibiting hoarding behaviors. The case study presented here provides rich narrative and photographic detail in order to add strength to what has already been presented in previous research articles about compulsive acquisition. The narratives reveal examples of debilitating dysfunction, distress associated with decision making, broad acquisition of free things, compulsive buying, and ritualistic discarding. To prepare students to work competently with financially at-risk individuals, families, and communities, social work schools need to bring economic literacy skills into the curriculum. This article describes an ambitious financial capability education initiative in New York City. It reports on a unique collaborative effort to develop, use, and evaluate online financial capability education among seven schools. Additionally, readiness and capacity for scaling up with upstate schools are explored, as their innovations in economic capacity building with special populations are cited.  相似文献

We present an analysis and discussion of the tanda, a multiperson pooled credit and savings scheme (a rotating credit association or RCA), as described by two informants from Mexican immigrant communities in California. In the tanda, participants contribute regularly to a common fund which is distributed to participants on a rotating basis. We analyze the tanda at multiple levels (as a mathematical, cultural, and distributed practice) and identify points of intersection and conflict. Contrary to many formal or school-based conceptions of mathematics, mathematical work in the context of the tanda is in service of, and intimately tied up with, cultural goals and values. Likewise, cultural means and mathematics are employed to personal ends. We argue that the tanda should be of enduring interest, particularly among educators interested in bringing more authentic, culturally-relevant mathematics into classroom settings, because it so clearly illustrates how mathematical and cultural processes can interact in the context of personal goals, and provides a potentially valuable template for engaging, consequential, and successful mathematics.  相似文献

Single motherhood in sub-Saharan Africa has received surprisingly little attention, although it is widespread and has critical implications for children’s well-being. Using survival analysis techniques, we estimate the probability of becoming a single mother over women’s life course and investigate the relationship between single motherhood and child mortality in 11 countries in sub-Saharan Africa. Although a mere 5 % of women in Ethiopia have a premarital birth, one in three women in Liberia will become mothers before first marriage. Compared with children whose parents were married, children born to never-married single mothers were significantly more likely to die before age 5 in six countries (odds ratios range from 1.36 in Nigeria to 2.61 in Zimbabwe). In addition, up to 50 % of women will become single mothers as a consequence of divorce or widowhood. In nine countries, having a formerly married mother was associated with a significantly higher risk of dying (odds ratios range from 1.29 in Zambia to 1.75 in Kenya) relative to having married parents. Children of divorced women typically had the poorest outcomes. These results highlight the vulnerability of children with single mothers and suggest that policies aimed at supporting single mothers could help to further reduce child mortality in sub-Saharan Africa.  相似文献

Few instruments provide reliable and valid data on child well-being and contextual assets during middle childhood, using children as informants. The authors developed a population-level, self-report measure of school-aged children’s well-being and assets—the Middle Years Development Instrument (MDI)—and examined its reliability and validity. The MDI was designed to assess child well-being inside and outside of school on five dimensions: (1) Social and emotional development, (2) Connectedness to peers and to adults at school, at home, and in the neighborhood, (3) School experiences, (4) Physical health and well-being, and (5) Constructive use of time after school. This paper describes the theoretical framework, selection of items and scales for the survey, and four studies that were conducted to revise the MDI and examine its psychometric properties. The findings indicate a theoretically predicted factor structure, high internal consistency, and document the convergent and discriminant validity of the MDI scales. The discussion delineates a plan for future validation studies that address further validity questions, such as predictive validity, measurement invariance, and fairness/bias, and provides a brief outlook of how the MDI may be used by practitioners, educators, and decision makers in schools and communities to motivate and inform action in support children’s well-being.  相似文献
