Peter's War: A New England Slave Boy and the American Revolution

The emergence of the British abolitionist movement has often been conceived as a direct response to the trauma of the American Revolutionary War. There is little evidence that the British public embraced abolitionism as a response to such a loss – either politically, culturally or psychologically. On the contrary, British anti-slavery mobilisation against the slave trade emerged and flourished in moments of national optimism and confidence. It is therefore as important to understand the contextual pressures that operated in accounting for the emergence of this powerful political movement as it is to understand the motives and methods of its entrepreneurs.     

Effects of Fathers on Adolescent Daughters’ Frequency of Substance Use and Risky Sexual Behavior

This research: (1) implements a genetically informed design to examine the effects of fathers’ presence–absence and quality of behavior during childhood/adolescence on daughters’ frequency of substance use during adolescence; and (2) tests substance use frequency as mediating the relation between paternal behavior and daughters’ sexual risk taking. Participants were 223 sister dyads from divorced/separated biological families. Sisters’ developmental exposure to socially deviant paternal behavior predicted their frequency of tobacco, alcohol, and cannabis (TAC) use. Older sisters who co‐resided with fathers who were more (vs. less) socially deviant reported more frequent TAC use during adolescence. More frequent TAC use predicted more risky sexual behavior for these daughters. No effects were found for younger sisters, who spent less time living with their fathers.     

Disability rights in practice: the relationship between human rights and social rights in contemporary social care

Using the contemporary arena of social care as an example, this article challenges the either/or dichotomy set up by some disability writers and activists between the favoured civil and human rights on the one hand and discredited social rights on the other. Rather, the article concludes, claims to these differing types of right are mutually reinforcing and can be mobilised strategically in disabled people's struggles for greater social justice. In particular, there is the potential for expanding disabled people's social rights to both direct services and direct payments by enforcing the positive obligations on public authorities conferred by human rights legislation and challenging rationing regimes.     

The Politics of Randomness

Recent analysis of public policy is based on elaborate political-economic models. A major advantage of these useful models is that they have micro-foundations. Their main shortcomings are that they are usually based on drastic simplifications regarding the institutional setting and, more importantly, that the results they yield are not robust to the assumptions regarding the institutional setting, the policy space or the agents’ preferences. An alternative reduced-form modeling is the public-policy lobbying contest. This model can be applied to public-policy determination in representative democracies. However, its main drawback is that the notion of contest success function (CSF), a crucial component of the contest model, does not have micro-foundations and, therefore, the random behavior of the government seems ad-hoc. In the present paper we propose a partial micro-foundation for the public-policy contest. The possible rationalization of random government behavior is illustrated in the case of the most commonly studied CSFs: the function associated with the all-pay auction and Tullock’s lottery logit functions. We also clarify how stake asymmetry, lobbying-skill asymmetry and return to lobbying effort determine the relative desirability, from the government’s point of view, of these CSFs.     

Is Context-Based Choice due to Context-Dependent Preferences?

The rationalization of context-based choice is usually based on the assumption that preferences are context-dependent. In this paper, we show that context-based choice can be due to the characteristics of the choice procedure applied by the individual and not to the dependence of preferences (stochastic or deterministic) on the context. Our arguments are illustrated focusing on the much-studied dominated-alternative effects.     

Private provision of public goods under price uncertainty

In this paper, price uncertainty is introduced into the model of voluntary provision of public goods. The analysis is carried out depending upon whether individuals make real or nominal contributions. We highlight the significant factors that determine the complex effects of changes in uncertainty on the level of provision, the level of welfare, and the gaps between equilibrium and optimal values of these variables. In particular, we show that in some situations it would be desirable to introduce artificial randomness in prices in order to alleviate the free rider problem and to increase welfare.We are indebted to two referees for their comments and suggestions.     

Promoting rights or avoiding litigation? The introduction of the human rights act 1998 into adult social care in England

Rights to social care in England have traditionally been highly restricted. By placing positive obligations on social care agencies and practitioners to make provision for vulnerable adults, the incorporation of the European Convention on Human Rights into UK law through the Human Rights Act 1998 promised to extend their reach. Yet transforming a set of largely procedural rights into something more substantive requires the active intervention of social care practitioners. This article firstly examines the fit between human rights and the policy and operational contexts of social care before exploring the views of social workers included in a recent interview study. Whilst the findings point to a willingness on the part of some to advocate on behalf of vulnerable adults, they also highlight the extent to which individualistic beliefs about dependency and responsibility reinforce the dominant construction of citizenship rights under the current government as contingent upon the fulfilment of responsibilities. Treating the Human Rights Act as a weapon of litigation, the article concludes, simply reinforces defensive practice. Progressive change is best supported by fostering a human rights culture in social care which, in turn, depends upon challenging social workers’ assumptions about the nature of dependency, responsibility and rights.     

Kids' experience of post-modern stress: New tools for clinicians

A recent qualitative inquiry into the question of what it's like being a kid' provides clinicians who treat children with useful tools. It is very important that clinicians be effective in a world where the context of kids' lives is increasingly stressful and where clinicians are accused of contributing to the stress. This article describes the stresses on kids and accusations leveled at therapists.
