Safeguarding children: challenges to the effective operation of core groups

Founded on an evaluative review of core group practice in a northern metropolitan borough of England, this paper highlights the tensions and difficulties that might inhibit the quality of post‐registration services to children and their families. Insights from the empirical data as well as theoretical literature have been explored in the light of current and developing policies. This exploration is focused on inter‐agency coordination; inter‐professional relationships; and partnership with parents and children. The recruitment and retention of social workers, the potential contribution of Children's Trusts, as well as unconscious processes relating to child abuse and child protection, are all given consideration.

Substance Use and Early Marriage

Prior work indicates that substance use is related to adolescent marriage. We describe two different processes that may account for this relationship and hypothesize patterns of association that would be consistent or inconsistent with each. Using data from a study that followed west coast youth from 7th grade to young adulthood (N = 3,324), we assessed the effects of cigarette, alcohol, and marijuana use in 7th and 10th grade on the probability of marriage prior to age 20. When gender, race, and SES were controlled, cigarette use in adolescence, but not other substance use, was associated with early marriage. Low educational attainment and early unwed parenthood each uniquely mediated this association. These results suggest that the link between substance use and early marriage reflects a disposition toward risky or unconventional behavior, not the judgment‐impairing effects of drug and alcohol use.     

Irregular Four-level Response Surface Designs

Four-level response surface designs based on regular two-level fractional factorial designs were introduced by Edmondson (1991). Here, the methods are extended to include designs based on irregular two-level fractional factorials. These designs allow orthogonal blocking and require fewer experimental units than the regular designs.
