Several Cooperative Efforts to Manage Emigration (CEME) members visited the Federal Republic of Yugoslavia (FRY) in early June 2001 to examine the new Government's approach to migration issues. We found that both the Federal Government and the Serb Republic are faced with three principal issues related to immigration and refugees that require substantial cooperation with North American and European countries that are donors of international aid, as well as recipients of Yugoslav migrants and third country nationals transiting the FRY.
First, they are faced with migration issues that the international community considers priorities, including demilitarizing border management; combating human smuggling and trafficking; and drafting and implementing an aliens law, which includes asylum policies and procedures consistent with international standards.
Second, they need to plan for the return or integration of 350,000 refugees from Croatia and Bosnia, and another 150,000 internally displaced Yugoslavs from Kosovo, primarily by offering dual citizenship in the FRY, and Croatia and Bosnia so refugees can integrate in the FRY, but retain rights and privileges according to Croatians or Bosnians.
Third, it is important to build bridges to Yugoslavs abroad in order to attract remittances and the return of the professionals needed to rebuild the FRY. 相似文献

A review of the US ‘program evaluation standards’ (PES), undertaken in a series of workshops and meetings of networks of evaluators in Africa, resulted in modifications to those standards. The result was presented to a plenary session of the Inaugural Conference of the African Evaluation Association in September 1999, attended by over 300 evaluators from 35 countries. The AfrEA Conference decided that a systematic effort should be made to produce a list of African evaluation guidelines, similar to the PES, and that this checklist should be reviewed by national evaluation associations and networks in Africa and field tested in several countries. International labour migration is a main livelihood strategy for many people in Nepal. This article analyses the migration process from the perspective of migrants and their non‐migrating household members, exploring the institutional regulations that structure the organization of migration and the cash flows involved. The results are based on a case study conducted in Sainik Basti, Western Nepal, in 2002. The article shows that for different destinations there are specific ways of organizing migration. These country specific ways of organizing migration demand specific assets from prospective migrants and their household members and, therefore, influence their choice of destination. Savings are remitted back home mainly by carrying them personally or by using the hundi system. In spite of the risks and difficulties involved, international labour migration often contributes to sustainable livelihoods. The main outcomes of migration are increased financial capital, education of the children, migration‐specific knowledge, and increased social capital. This enlarged asset endowment lowers both investment costs and risks involved in migration, and thereby increases its potential net return.
