均衡价格视角下的农村土地流转：条件、问题与对策

农村土地流转是双方主体在效用最大化目标下的自主土地交易行为,卖方的交易条件是取得能够体现土地要素利润的地租,买方的交易条件是在支付地租后能够得到体现平均利润的投资利润,双方价格均衡即流转的构成条件。它要求买方的生产力水平保证其能够获得一个既能包含土地要素投资利润,同时又满足农业投资利润的超额利润。在供求关系及经济发展作用下,地租有逐步上涨的趋势。现实农村土地流转中存在背离价格均衡问题,政府部门越俎代庖,农民土地＂被流转＂;流转管理不到位,违规开发矛盾突出;中介服务缺位,流转市场有待完善。通过落实农民土地承包经营权,加强监管,健全承包经营权流转市场,发展集体经营、农民专业合作及土地股份制等无地租流转,完善社会保障体系和超前的政策引导、促进、规范土地流转。     

学生网上评教工作的实践与思考

学生评教是高校教学管理过程中不可缺少的环节。文章介绍了南通大学文峰校区(原南通工学院)学生评教指标体系的设计思路、实施网上评教工作的实践过程以及评教结果的处理反馈等，并进行了一些思考。     

光子晶体带隙结构的数值计算

该文简述了光子晶体的基本概念及基于平面波方法的理论分析。光子晶体是周期性介质结构,其带隙结构计算复杂,难于进行解析分析,只能使用数值模拟,所以关于光子晶体带隙的计算成为其理论研究的一个重要分支。该文在推导出一维光子晶体的解析解后,使用平面波方法在MATLAB下编写了通用的二维光子晶体能带结构计算程序,找到了出现最大带隙的结构参数,为设计和制作二维光子晶体提供了理论依据。     

国有企业改制中土地资产处置的新思路

目前我国国有企业改革已处于攻坚阶段 ,国企改革的具体形式是“三改一加强” ,即企业改制、企业改组、企业改造和加强管理。本文从国有企业改制中土地资产处置的必要性入手 ,阐述了现阶段土地资产处置方式和特点 ,分析了当前国企改制中土地资产处置存在的问题 ,在此基础上提出了相关思路 ,以期为我国国企改制顺利进行及建立完善的现代企业制度提供参考     

Directions in a Post-aid World? South–South Development Cooperation and CSOs in Latin America

The architecture of international aid to developing and emerging economies is undergoing significant change. Post-aid world conditions will reshape relationships between international aid actors including donors, civil society organizations (CSOs), governments, and other institutions. These trends draw attention to South–South Development Cooperation (SSDC) as a promising direction in regions like Latin America. CSOs’ participation in SSDC might challenge and divert the dependency and power asymmetries in traditional North–South aid. As potential adaptive strategy for CSOs, SSDC diversifies the actors involved in aid and the resources exchanged, and produces different development discourses. The article outlines SSDC as an alternative development model and specifically considers the participation of CSOs. It provides a case of CSOs’ participation in SSDC in the region of Latin America. As research on CSOs in SSDC is limited, the article contributes to its further understanding and provides further avenues of research.     

Noninformative priors for the common mean in the bivariate normal distribution

In this paper, we consider some noninformative priors for the common mean in a bivariate normal population. We develop the first-order and second-order matching priors and reference priors. We find that the second-order matching prior is also an HPD matching prior, and matches the alternative coverage probabilities up to the second order. It turns out that derived reference priors do not satisfy a second-order matching criterion. Our simulation study indicates that the second-order matching prior performs better than the reference priors in terms of matching the target coverage probabilities in a frequentist sense. We also illustrate our results using real data.     

The academic attitudes of American teenagers, 1990–2002: Cohort and gender effects on math achievement

Using data from the National Education Longitudinal Study of 1988 and the Education Longitudinal Study of 2002, I compare the academic attitudes of high school students from Generation X and the Millennial Generation. I then analyze the effects these attitudes have on mathematics achievement test scores. Compared to the earlier group, students in the later cohort were less likely to indicate academic reasons for attending school and largely perceived their friends as being less engaged academically. Students in both cohorts whose friends held academic values experienced an increase in math scores. The more students in the earlier cohort disagreed that they came to school for academic reasons, the more their math scores decreased; this relationship did not appear for the later cohort. Females in each cohort showed stronger academic attitudes than males; additionally, believing that popularity was important was associated with lower test scores for females, but not males, in the Millennial cohort.

英国法官制度及其启示——关于法官职业化问题的思考

法官职业化与司法民主化是学理上所争论的焦点问题之一,二者在实践上也时常存在冲突和矛盾。法官职业化建设是中国法治进程的必然要求,更是实现法治社会的必经之路。但是,鉴于职业法官自身固有的局限性,法官职业化又不能太过绝对。在这个问题上,应该跳出要“法意”还是要“民意”的非此即彼的二元对立思维模式,一方面坚持职业化道路不动摇,另一方面也要重视利用非职业化元素为法治建设服务。     

德法兼治是构建社会主义和谐社会的必要条件

没有健全的法制,良好的社会道德秩序就不可能建立;而没有良好的公民道德素质,法制建设也会缺乏必要的道德基础。因此,构建社会主义和谐社会,既要有社会主义法制作为保障,也离不开良好社会道德秩序的支撑。面对带有法治经济和道德经济双重属性的社会主义市场经济体制,一方面,需要用法治维护市场经济的正常秩序,实现宏观调控;另一方面,要提高公民的道德素质,增强公民遵纪守法的自觉性。
