Abstract

While Burnside is today well known for the services it provides to families and children throughout western Sydney, information about its early history is less well known. This article describes the background to the establishment of Burnside at North Parramatta, the role played by Sir James Burns of Burns Philp &; Co, the impact of the Second World War when the Homes were evacuated to the Blue Mountains, and demonstrates how the impact of changes to child welfare policy this century affected the Homes. As different theories of appropriate care for children and the resultant policy measures were introduced, the Homes were transformed from being one of the largest residential child care institutions in New South Wales in the era of the Great Depression, to their current role of providing services to large numbers of families and children of a more preventive nature.     

Testing the Vision: Preschool Settings as Places for Meeting,Bonding and Bridging

The OECD (2006 Starting Strong II: Early Childhood Education and Care. OECD Publishing: Paris) envisions early childhood education and care settings as meeting places for diverse social groups; places that build social capital. This vision was assessed in a comparison of three preschools types: full‐fee paying, subsidised‐fee and publicly funded. The social composition within each was examined and the connectedness of the children (n = 472) who attended compared. Publicly funded preschools had more socially diverse populations. The quantity of social connectedness did not differ but children in publicly funded preschools described higher quality social relationships. Not all preschool settings are socially diverse but, where they are, the quality of relationships is highest.     

Essay: The Role of Participatory Listening in Collaborative Discourse: Insights from Studies of Engineering Design Teams

In this article, we summarize evidence from observations of engineering teams for the importance of active listening in collaborative design problem solving. We focus on the way speakers use freehand sketching to convey complex design ideas, and how listeners support them whilst they do this. We argue that listeners temporarily redistribute the shared cognitive load of discourse production and comprehension within design teams: whilst speakers are engaged in sketch construction they are unable to take account of listener understanding, and listeners respond intuitively by anticipating and avoiding difficulties in this process. We conclude that this cooperativeness emerges naturally from the operation of effort conserving principles underlying collaborative social interaction, and show that by focusing on the contribution of the listener to the production of creative engineering discourse, this principle can be thrown into sharp relief.     

Hindsight,foresight and insight: The challenges of longitudinal qualitative research

This paper describes a UK based longitudinal qualitative study following approximately 100 young people over 9 years. It provides an overview of the research design, methods of data collection and analysis as well as reflecting on the strengths and weaknesses of the strategies employed. We focus on the value of a devolved research design, complementary cross-section and temporal analytic approaches and the effects of being involved in a longitudinal study on researchers and participants. The paper aims to contribute to a growing understanding of the practical, ethical and epistemological challenges presented by longitudinal qualitative methods, and highlights those challenges that are specific to this method as well as those which are amplified by this kind of approach.     

Women in Politics in Post-Transitional Democracies: the chilean case

This article looks at women's participation in formal political institutions in posttransition politics. Employing the case of post-dictatorship Chile, it outlines the barriers to women's participation in the formal political arena; discusses the various strategies that Chilean women are currently employing to overcome their exclusion; and finally, examines the challenges that political women confront in promoting 'women's interests' in political institutions. Throughout the article two main arguments are advanced. First, where women's movements do not demand institutional reforms during the transition period - a time when movements enjoy influence and parties are in flux - then the barriers to women in political institutions re-emerge. In Chile, the fact that women did not demand institutional reforms, such as quotas for women in decision-making positions, is linked tothe broader strategy of the movement tomake citizenship demands based on women's 'difference'. This strategy inhibited women from demanding power (i.e. access to institutions as individuals) because this conformed to a masculine-defined notion of politics inconsistent with women's 'different' style of practising politics. A second,related argument is that a strategy based on women's 'difference' hinders women in politics frompromoting feminist goals,especially in the climate ofsocial conservatism that characterizes post-transition Chilean politics. Despite these constraints and the many challenges Chilean women in politics confront, gains are being made, as women recognize the need for, and begin to demand, institutional reforms to expand their presence in formal politics.
