What can child care do for human capital?

This study reviews the evidence on the possible contribution that a publicly supported child care program could make to the stock of human capital that future generations will bring into the nation's labor force, focusing on the development of children most at risk of future poverty and dependency.The analysis first discusses the potential benefits to individuals, and to society at large, of increased human capital investment. Next, evidence is reviewed on how pre-school programs have affected educational attainment. The link between educational attainment and earning capacity is then examined using evidence drawn from census surveys as well as a limited amount from longitudinal studies of pre-school alumni. In conclusion the evidence supports the claim that investment in child care, incorporating tested developmental components, can yield net benefits to society by enhancing the human capital of upcoming generations.     

Family‐of‐Origin Experiences and Adjustment in Married Couples

Within this article a model is tested that examines the relationship between married individuals' experiences in their family of origin and patterns of marital adjustment. Data were analyzed using structural equation modeling procedures, making the couple the unit of analysis. This allowed for an exploration of how one partner's family‐of‐origin experience and the other partner's family‐of‐origin experience uniquely influence each of the partner's experiences of the marriage. Two aspects of the results stand out. First, both husbands' and wives' family‐of‐origin experiences emerged as significant influences on marital adjustment. Second, the data suggest that wives' experiences within their family of origin are more strongly related to both their own accounts of their marriages and their husbands' accounts of their marriages than are husbands' family‐of‐origin experiences.     

ROBUST VARIABLE SELECTION IN REGRESSION IN THE PRESENCE OF OUTLIERS AND LEVERAGE POINTS

In linear regression, outliers and leverage points often have large influence in the model selection process. Such cases are downweighted with Mallows-type weights here, during estimation of submodel parameters by generalised M-estimation. A robust version of Mallows's Cp (Ronchetti &. Staudte, 1994) is then used to select a variety of submodels which are as informative as the full model. The methodology is illustrated on a new dataset concerning the agglomeration of alumina in Bayer precipitation.     

THE ETHNIC ECONOMY:

Using 1980 PUMS data for Miami Cuban and Bay Area Chinese immigrant males, this study operationalizes and tests three theories about the earnings of employees in ethnic economies. The results consistently show that the allocation of financial rewards in the ethnic economy closely resembles that found elsewhere. Although this finding merits more extensive confirmation in primary data, it implies that ethnic economy theories contribute little to the understanding of contemporary ethnic inequality within the working class.

Picking up the pieces: local government reorganisation and voluntary sector children's services

Between 1995 and 1998, most of British local government was reorganised, leading to the creation of more, generally smaller, local authorities. Although social services were then the direct responsibility of local government, the potential impact of reorganisation on social work departments and partner organisations was barely considered prior to reorganisation. This article explores the consequences of reorganisation for children's services provided by voluntary sector organisations in Scotland, England and Wales. Drawing on two separate but complementary studies, the paper reviews the impact on funding, boundary problems, changing structures and the fragmentation of local authorities. It concludes that although some advances may be stimulated in the medium term by reorganisation, the overall short‐term impact for projects and their users is likely to have been damaging.
