Foreign workers in Kuwait: implications for the Kuwaiti labor force

An analysis of the foreign population in Kuwait shows that foreign nationals make up 60 percent of the population and 78 percent of the labor force in Kuwait. The implications of these figures for the Kuwaiti labor force are discussed by analyzing the occupational structures of Kuwaitis and non-Kuwaitis. "Structural analysis of the labor force indicates that 62 percent of Kuwaiti males are concentrated in administrative and service occupations while their percentage in sales and production work has declined during 1970-80. This demonstrates the need for reorienting educational/training programs and changing Kuwaiti attitudes towards manual work to ensure the realization of the 'Kuwaitization' process, and balance the nationals with foreign nationals." mortality has stabilized at relatively high levels and there is resistance to family planning. The author concludes that the main cause of the stalling of the demographic transition process is to be found in the role of the state and the dynamics of the social structure and that "demographic trends will depend more on the changes in social structure, land reforms, and response of the formal governing system to the needs of the underprivileged sections of the society, rather than on the health and family planning policies."     

Temporary workers in Canada: a multifaceted program

"This article highlights important developments in the character of temporary worker flows to Canada between 1973 and 1985 through the use of unpublished data and new measures for analyzing this data. The number of employment authorizations are converted to person years to indicate the overall labor market impact of temporary worker flows and this measure is employed in an analysis of unpublished data from Employment and Immigration Canada. The analysis reveals that a significant and growing proportion of employment authorizations are exempted from governmental procedures which link the admission of temporary workers to the Canadian labor market." Reasons for these exemptions and policy implications are discussed     

Spontaneously settled refugees in Northwestern Province,Zambia

The UN High Commissioner for Refugees (UNHCR) commissioned researchers from the University of Zambia to conduct a socioeconomic survey and census of "spontaneously settled" Zairean and Angolan refugees in the Northwestern Province of Zambia in 1982. The sample consisted of 188 Angolans, 201 Zaireans, and 2 South Africans. The difficulties experienced by refugees in Northwestern Province in achieving integration were related to a combination of factors including the lack of a clear national policy on refugees and refugee status, a national concern for maintaining security, the popular belief that aliens are responsible for an increasing crime rate, the desire by immigration officials for stricter laws to control alien infiltration, conflict between traditional and modern leaders, and Zambia's deteriorating economic situation. In spite of the problems described, the integration of refugees into existing communities is a desirable goal and should be encouraged. One should not assume that self-settling refugees are able to live with ethnic kin, receive assistance and hospitality, and thus are better off than those in camps. The Zambian case provides ample evidence that integration is not easy even with kin support, shared ethnicity, language, and historical connections. Moreover, given the fact that Zambia will continue to receive refugees it is vital that there is a well defined refugee policy and an administrative mechanism for implementing that policy at all levels. This will be particularly important in Zambia as it will undoubtedly continue to receive large influxes of refugees, from countries such as Namibia, Uganda, Angola, Mozambique, and South Africa.     

Teaching international demography

"I describe a course on international demography in this paper. The course enables students to use demographic concepts to understand the demographics of various countries and regions. The course involves an introduction, examination of specific geographic regions, and a concluding overview. I also describe several student projects and review available course materials."     

Contributors to disruption and dissolution of older-child adoptions

According to recent evidence, adoptive placements that do not work out are increasingly common. This article reviews research on rates of, and contributors to, adoption and "foster-adoption" disruptions and dissolutions. Implications for practice are included.     

Computer support of placement planning: the use of expert systems in child welfare

Computers have become commonplace in nearly every setting, from home to office. In addition to their usefulness for managerial tasks, they have the potential to aid the primary decision-making tasks of professional social service workers. The benefits and background of such "expert systems" are explored, and the structure of one experimental consulting program for child welfare workers, PLACECON, is presented.     

How bad can a voting location be

Two questions concerning the location of a single facility by a voting process are investigated for transportation networks:

- What is the maximum number of customers located on the network preferring some rival point over a voting solution?

- How does the average distance of the customers to the facility increase when a voting location instead of a Weber location is chosen for the facility?

Complete answers are given for general networks and for certain planar networks, viz., the so-called generalized cacti.     

Picking the Winners: Politician vs. Voter Predictions of Two Controversial Ballot Measures

Abstract Both politicians and voters were asked to predict outcomesof two Oregon ballot measures in 1982. As expected, politicians'predictions always were closer to the mark than voters' were.Further, voters showed stronger signs of wishful thinking (the"Looking-Glass effect") in their predictions than did politicians.Using published preelection polls apparently improved politicians'accuracy in 1982, as well as voters' accuracy in a separate1984 survey. No other sources of data improved predictive accuracy.Findings have implications for theories of representative governmentand are consistent with a new theory of public opinion.     

Statistical materials. Part 3: fertility,mortality, and natural increase

In this one-page statistical summary, data are presented for the USSR as a whole on fertility, mortality, and natural increase. The data are for five-year intervals from 1940 to 1980 and for single years from 1980 and are presented in terms of both totals and rates.     

Treatment of the emotionally disturbed,mildly retarded youngster in the foster care system

This paper demonstrates the need for a broad array of clinical services in treating the emotionally disturbed, mildly retarded youngster in the foster care system. A hypothesis suggests that cognitive deficits and borderline pathology are interrelated, and that treatment involves modifications of traditional therapeutic techniques. The definition of clinical is expanded to include seemingly concrete and environmental services, in addition to the office therapy session. Finally, some systemic impediments to effective treatment of the population are explored.This paper was completed as a requirement of the Post-Master's Program in Advanced Clinical Social Work of Hunter College School of Social Work.
