DECENTRALIZED INCOME REDISTRIBUTION RECONSIDERED

In theory, a state could redistribute income at a lower cost to its taxpayers than if the national government handled it. Part of the cost is exported out of state when federal tax revenues generated by the state fall as money incomes are reduced by additional redistribution. Simulations combining labor supply and migration responses show that for some reasonable parameter values enough of the cost is exported so that states do face lower costs of redistribution. Hence, the federal tax system provides at least a partial offset to the well-known externalities generated by local redistribution.     

Religion and fertility in the United States: New patterns

In the United States, the baby boom-era pattern of high Catholic and low Protestant fertility has ended. Among non-Hispanic whites in the 1980s, Catholic total fertility rates (TFRs) were about one-quarter of a child lower than Protestant rates (1.64 vs. 1.91). Most of the Protestant-Catholic difference is related to later and less frequent marriage among Catholics. Future research on the demography of religious groups should focus on explaining the delayed marriage pattern of Catholics, the high fertility of Mormons and frequently attending Protestants, and the very low fertility of those with no religious affiliation.     

Ongoing Serials Cataloging Training

Abstract

Cataloging requires constant continuing education. The recent changes to Anglo-American Cataloguing Rules (AACR2) Chapter 12 have necessitated widespread efforts to train and retrain serials catalogers. Serials cataloger librarians from the University of Pittsburgh, the University of Minnesota–Twin Cities, and the San Francisco Public Library describe their methods and the challenges of ongoing serials cataloging training. Abstract

The University of Tennessee Libraries Career Employee Program (CEP) was inaugurated in 1999 to provide career staff with opportunities for educational and service enrichment and to financially reward support staff who meet the program requirements. This article describes the experiences of the participants, a review board member, and a supervisor, all of whom work in serials areas of the University of Tennessee Libraries. The libraries' human resources officer explains the origin of the CEP and the process of making it an ongoing program.
