Both labor and management often have a lawyer present their case at an arbitration hearing. This paper investigates whether
the probability of obtaining a favorable arbitration outcome was related to the use of legal counsel. An analysis of 1,284
Canadian non-discipline/discharge cases revealed that a party was more likely to receive a favorable award when it had legal
representation and the other side did not. However, there was no difference in win rates when the outcomes of cases in which
both parties used lawyers were compared with those in which neither side was represented by legal counsel.

Human resource shortages require effective human resource management (HRM). Findings from research about ongoing labor shortages
in air traffic control (ATC) are used to build a preliminary theory of appropriate HRM responses. Our international sample
of major ATC agencies generally developed a set of best HRM practices to attract, motivate, and retain human assets. Key factors
included (1) cultural and institutional norms, (2) technological change, (3) union responses, and (4) organizational form
and structure (e.g., civil service versus commercial firms). While ATC’s rare human aptitudes, lengthy training to develop
firm-specific human capital, and lifelong employment may limit the preliminary theory’s general applicability, crucial lessons
emerge about human resource planning.

We investigated language development, relational aggression, and relational victimization in ethnically, socioeconomically diverse preschoolers. Relational aggression was positively related to language development. Girls were more relationally aggressive than boys, and higher‐socioeconomic status (SES) children were more relationally aggressive and victimized than lower‐SES children. Neither gender nor SES conclusively moderated the relation between language and relational aggression, though some findings suggest the possibility of stronger relations among boys and lower‐SES children. We describe an approach to the assessment of parenting for families in which child abuse has been established to have occurred. Neither the category of abuse nor its physical severity adequately predicts the future wellbeing or safety of an abused child. The critical variable in determining the child's future is the level of disturbance in parenting. We argue against the most common approach to assessments of parenting, which is to generate a non‐hierarchical list of issues with the emphasis on relatively concrete and readily measurable dimensions such as social support, parental knowledge about parenting and the child's developmental status. We enhance the standard approach to assessment by organizing it around parenting capacity. We do not attempt to operationalize parenting capacity, de?ning it as the parents' ability to empathically understand and give priority to their child's needs. Adequate parenting requires that the parents be able to meet the challenges posed by their particular child's temperament and development (which may be shaped by the abusive experience) and also to accept and be prepared to address their own intrinsic characteristics which impede their parenting capacity. Parenting capacity is more dif?cult to assess than the more concrete and commonly measured aspects of parenting, but we argue that its assessment should be central to child protection management decisions. The purpose of this paper was to find out whether the relationship between type of contact with agency and/or child in foster care and average number of contacts over time makes any difference in length of stay in foster care. Four types of contacts were examined: Family—Agency, Family Initiated—Agency, Social Worker—Initiated, and Family—Child. Results indicated that there were critical numbers for each contact type found to be statistically significant that would tend to reduce the length of the child's stay in foster care. A government agency commissioned a baseline study of how its customers view the agency's risk information. The 70% response rate to a mail survey allows analysis by subgroups representing customers'primary interests. Although this agency traditionally has been responsible for ensuring plant and animal health at the farm gate (or where imported), responses emphasized emerging customer concerns about the environment and human health. Customers think many risk communication activities are important, but that the agency is not especially effective in conducting those activities. Customers are moderately satisfied with much of the risk information they receive, although many have little contact from or interaction with the agency. Customers identified other sources they use, which suggest potentially effective channels for this agency's risk messages. The study provides a baseline for measuring change in the agency's risk communication effectiveness. It also can be a model when other organizations plan their own risk communication evaluations. 相似文献
