Preventing unsuitable people from working with children—the criminal justice and court services bill

The continuing concern to safeguard children from abuse in schools, children's homes and similar settings has led to proposals to make it an offence for those with convictions against children to even apply for work with children. The Criminal Justice and Court Services Bill will introduce ‘disqualification orders’ for such offenders. The background development of this Bill is considered, together with the way the new orders will fit with existing criminal record check arrangements, current bans and the role of the forthcoming Criminal Records Bureau, which will tie all these systems together in a ‘one‐stop shop’. Through a Personal Emergency Link system, the Senior Citizen Home Safety Association has rendered 24-hour care to more than 111,000 service users in Hong Kong who are mostly vulnerable seniors and chronic invalids living alone or living with their elderly spouses/caregivers only. This article will describe how the Personal Emergency Link system is used to link seniors living in the community. Measures taken to prevent failure of the system will be described. Drawing on Bonacich's split market theory, the work of Hechter and Blalock on ethnic conflict, and the literature on social movements, the authors develop a model of factors producing conflict between native and immigrant workers. The model identifies the relative size of the immigrant group, the growth of the immigrant population, the desirability of jobs held by immigrant workers, economic conditions, the development of racist ideology among native workers, and the organization of native workers as factors possibly explaining the frequency of incidents of overt ethnic conflict and efforts to institutionalize discrimination through government action. The model is assessed by examining the situation of Chinese immigrants in California between 1849 and 1882. The data suggest that poor economic conditions, a well-developed racist ideology, and well-organized native workers best explain incidents of ethnic conflict and successful efforts to obtain discriminatory government action. 相似文献

Both labor and management often have a lawyer present their case at an arbitration hearing. This paper investigates whether
the probability of obtaining a favorable arbitration outcome was related to the use of legal counsel. An analysis of 1,284
Canadian non-discipline/discharge cases revealed that a party was more likely to receive a favorable award when it had legal
representation and the other side did not. However, there was no difference in win rates when the outcomes of cases in which
both parties used lawyers were compared with those in which neither side was represented by legal counsel.

The purpose of this paper was to find out whether the relationship between type of contact with agency and/or child in foster care and average number of contacts over time makes any difference in length of stay in foster care. Four types of contacts were examined: Family—Agency, Family Initiated—Agency, Social Worker—Initiated, and Family—Child. Results indicated that there were critical numbers for each contact type found to be statistically significant that would tend to reduce the length of the child's stay in foster care. The purpose of this paper is to provide an alternative operationalization of amenities that does not privilege certain kinds
of natural resources and climatic conditions and that can be used for assessing the quality of life in small towns. The amenity
inventory presented here extends previous literature by including a broad range of amenities (natural resource, indoor and
outdoor built recreational facilities, public and private services, and downtown amenities). The community level of analysis
and small town focus are also unique. The inventory uses both secondary data from public sources and primary data that can
be gathered by researchers or community residents. Therefore, in addition to the scholarly contribution of the inventory,
the process of defining and assessing community amenities may be a valuable tool for building interpersonal relationships
within communities, generating community spirit, and developing strategies for enhancing the local quality of life. 相似文献

Relatively little is known about Asian American tobacco and alcohol use patterns. This is particularly true of Chinese living in the United States--either U.S.-born or non-U.S.-born Chinese. This article presents data from a research project studying tobacco and alcohol use patterns in San Francisco's Chinese community. Data were secured both from focus groups and a self-report telephone survey of a random sample of 1,808 Chinese residents in San Francisco. This results indicate that the prevalence of both tobacco and alcohol use is lower for San Francisco's Chinese population than for the general population. Moreover, those persons who report smoking tend to be different from those who report consuming alcohol. The study concludes that specific, culturally relevant tobacco and alcohol prevention programs should be designed to better reach this target population. 相似文献

Abstract In this paper, I focus attention on one aspect of business social responsibility, the relationship between businesses and community. Specifically, I explore the impact of business operators' perceptions about norms of collective action in their communities on the level of their support for and commitment to their communities. This relationship was elaborated using data from interviews with 1,008 business owners and managers randomly selected from 30 small Iowa communities (500 to 10,000 in population). Findings indicate the majority of small business operators report that they are committed to and provide support for their community. Also, it is concluded that operators' educational levels and lengths of residence, the success and age of their businesses, and their perceptions of community levels of collective action are significantly associated with levels of business social responsibility. 相似文献
