对佛山市的专门人才需求进行宏观和微观预测，并采用三点法，把需要与可能二者通过计算有机地结合起来，得出专门人才需求总量，其年均增长率：１９９２年到２０００年为７．３％，２０００年到２００５年为９．１％．建议佛山市在按照专门人才预测结果编制人才规划时，要注意处理好人才培养、使用与经济建设、科学技术发展的趋势和特点的关系；人才培养中数量与质量、普及与提高、当前与长远、需要与可能的关系；各种类型、各种形式的教育之间的关系；高等教育的专业种类和学历层次的比例关系；人才使用的岗位分布与人才作用发挥程度的关系。     

地方政府治理变革与公共服务有效提供的理论探索

来自北美和海峡两岸的近60位学者和官员在厦门大学参加"地方政府治理与公共服务提供国际学术研讨会",并就地方政府改革、公共服务提供、地方政府治理等议题及相关热点问题进行了广泛而深入的探讨.本文就是这次学术研讨会的观点综述.     

新时期中小学校长培训形式、内容研究

本研究对555名中小学校长和干训管理人员进行了问卷调查.主要结果中小学校长要求培训形式以脱产学习、半脱产学习为主,以不定期专题学习研讨为辅;教学方法多样化,讲授、自学、研讨、考察等多种方法相结合;培训内容主要围绕教育理论和管理理论两大领域;参训校长学习时间五年内不宜少于280学时,学习间隔最好五年二次或五年一次.     

Cost-Utility Analysis to Control Campylobacter on Chicken Meat—Dealing with Data Limitations

The current article describes the economic evaluation of interventions to control Campylobacter on chicken meat by means of a cost-utility analysis. Apart from the methodology used, the main focus of this article is on data gaps and assumptions made, and their impact on results and conclusions. The direct intervention costs, the relative risk, the disease burden (expressed in disability-adjusted life years (DALYs)), and the costs of illness for the various interventions are necessary inputs for the cost-utility analysis. The cost-utility ratio (CUR) -- the measure for efficiency -- is expressed in net costs per avoided DALY. Most data gaps were of a biological order, but for some interventions, information on costs was also scarce. As a consequence, assumptions had to be made, which had some impact on the estimated CUR. A higher (lower) incidence of Campylobacter infections associated with chicken meat, higher (lower) effectiveness, and lower (higher) intervention costs, respectively, would result in absolute better (worse) CUR estimates. By taking the perspective of all consumers eating Dutch chicken meat, rather than only the Dutch society, absolute better CUR estimates could be obtained. Indirect costs or a shift toward non-Dutch chicken meat would both result in higher CUR estimates. Despite the assumptions made, three interventions showed for most of the applied sensitivity analyses relatively favorable CUR estimates: limiting fecal leakage during processing, carcass decontamination by dipping in a chemical solution, and the phage therapy. However, all three do have some clauses.

国务院《工伤保险条例》、《江苏省实施〈工伤保险条例〉办法》等规定的实施,给劳动争议仲裁工作提供了法律依据,但在大量具体的工伤争议案件处理中,又出现了一些急需解决的问题,为此,江苏省劳动争议仲裁委组织召开了研讨会深入研究、探讨,统一了工伤争议案件处理的执法尺度。现就江苏省关于工伤争议案件处理的有关问题的探讨意见作一介绍,供大家参考。     

湖北特色文化资源开发利用的新进展

近几年湖北特色文化资源开发利用取得了可喜的新进展,主要表现为:建构了以"一江两山"为战略重点的特色旅游;开展了以宜都、恩施、当阳等地各自具有特色的文化之乡活动;组织了以武汉国际杂技节,宜昌、武当山国际旅游节,辛亥首义文化经贸旅游节等众多的特色节庆活动,等等.但我省特色文化资源的开发利用还存有资源整合、深度开发、县域特色文化企业发展不够,以及文化人才传承乏人等方面的问题,为此,应从观念上,体制上找原因,并加大多元化投入的支撑,对湖北特色文化作深入地研究,有效地发挥理论支持和决策咨询作用.     

公共服务发展的质量评价与持续改进——厦门市的案例研究

本文将规范研究、实证研究和对策研究有机结合,首先通过设计一套涵盖一般公共服务、政府效能的厦门市公共服务绩效评价指标体系并进行实际应用,给出出厦门市公共服务整体绩效状况、政府公共服务供给与公众满意度等方面的结论;进而根据机构统计数据和问卷分析的结果,分析厦门市公共服务发展面临的现实困境;最后,立足实际,针对存在问题,提出改善厦门市公共服务绩效状况的对策建议。     

Neural mechanisms of language development in infancy

Understanding the neural processes underpinning individual differences in early language development is of increasing interest, as it is known to vary in typical development and to be quite heterogeneous in neurodevelopmental conditions. However, few studies to date have tested whether early brain measures are indicative of the developmental trajectory of language, as opposed to language outcomes at specific ages. We combined recordings from two longitudinal studies, including typically developing infants without a family history of autism, and infants with increased likelihood of developing autism (infant-siblings) (N = 191). Electroencephalograms (EEG) were recorded at 6 months, and behavioral assessments at 6, 12, 18, 24 and 36 months of age. Using a growth curve model, we tested whether absolute EEG spectral power at 6 months was associated with concurrent language abilities, and developmental change in language between 6 and 36 months. We found evidence of an association between 6-month alpha-band power and concurrent, but not developmental change in, expressive language ability in both infant-siblings and control infants. The observed association between 6-month alpha-band power and 6-month expressive language was not moderated by group status, suggesting some continuity in neural mechanisms.     

中国戏曲动画创作的现状与创新发展

中国戏曲以开放的姿态,融合舞蹈、音乐、文学、美术、服饰等多种艺术形式,形成了独特的艺术综合体系。时至今日,戏曲仍旧以其丰富的艺术元素和深厚的文化内涵成为中国艺术工作者取之不尽的灵感源泉。中国动画界根据树立本土动漫品牌的战略需求,也开始了对戏曲元素的挖掘与利用。戏曲动画应运而生,并取得了一些阶段性成果。但目前戏曲动画的创作仍存在多方面的局限性,故应在正视现实的基础上,果断调整创作思路,对戏曲解构式融入动画创作,对戏曲动画与新媒体结合的形式进行全新的探索,创作出好看又有意味的中国戏曲动画,从而为树立中国本土动漫品牌作出新的探索。
