Conventional dyadic sociometric techniques are shown to be inadequate for dealing with substantively important complex relationships. An extension of the concept of relationship is proposed to encompass these more complex structures, and some elementary formal properties of the resulting networks (known as bipartite graphs) are examined. In addition to being held accountable for judicial decision, courts, like other public agencies, can and should be evaluated in terms of their administrative efficiency. This paper illustrates how courts can be evaluated in terms of their relative administrative efficiency, using a new approach—data envelopment analysis (DEA)—first proposed by Charnes et al. [1]. The DEA is based upon the economic notion of Pareto optimality which states that a given decision making unit (DMU) is inefficient if some other DMU, or some combination of other DMUs, can produce at least the same amounts of all outputs with less of some resource input and not more of any other resource. Conversely a DMU is said to be efficient if the above is not possible. Charnes et al. [1] generalized the usual input/output ratio measure of efficiency for a given unit in terms of a fractional linear program with fractional constraints. In the case of courts, the efficiency of any particular court is calculated by forming the ratio of a weighted sum of outputs to a weighted sum of inputs, where the weights for both outputs and inputs are to be selected in a manner that calculates the Pareto-Koopmans efficiency of the court. This article provides an overview of the history and context leading to Florida's efforts to implement an evaluation-driven research and associated quality assurance system for its juvenile justice education policies and practices. The Juvenile Justice Educational Enhancement Program began implementing Florida's evaluation research and quality assurance system to juvenile justice education in 1998. This article discusses the role of politics in the Juvenile Justice Educational Enhancement Program's effort to use evaluation research data to inform Florida's juvenile justice education policies and practices. Through consideration of the Juvenile Justice Education Enhancement Program's experiences with privatization and the tough love and economy of scale rationales for larger and more custodial juvenile institutions, the variable role of politics is examined. Although the two examples are different, the discussion demonstrates that by maintaining an overriding commitment to its evaluation research purpose, the Juvenile Justice Educational Enhancement Program has been able to continue its data-driven policy efforts despite operating in a politically charged environment. 相似文献

The South Oaks Gambling Screen (SOGS) is a psychometric instrument widely used internationally to assess the presence of pathological gambling. Developed by Lesieur and Blume (1987) in the United States of America (USA) as a self-rated screening instrument, it is based on DSM-III and DSM-III-R criteria. This paper describes the origins and psychometric development of the SOGS and comments critically in relation to its construct validity and cutoff scores. Reference is made to the use of the SOGS in the Australian setting, where historically gambling has been a widely accepted part of the culture, corresponding to one of the highest rates of legalised gambling and gambling expenditure in the world. An alternative approach to the development of an instrument to detect people who have problems in relation to gambling is proposed. 相似文献

The increased use of stakeholder processes in environmental decision making has raised concerns about the quality of decisions these processes produce. Some claim that stakeholders make inadequate use of scientific information and analysis and are all too ready to sacrifice technical quality for political expediency. This article looks to the case study record to examine the quality of the decisions from stakeholder-based processes. The data for the analysis come from a "case survey," in which researchers coded information from 239 published case studies of stakeholder involvement in environmental decision making. These cases reflect a diversity of planning, management, and implementation activities carried out by environmental and natural resource agencies at many levels of government. Overall, the case-study record suggests that there should be little concern that stakeholder processes are resulting in low-quality decisions. The majority of cases contain evidence of stakeholders improving decisions over the status quo; adding new information, ideas, and analysis; and having adequate access to technical and scientific resources. Indeed, data suggest that it is the more intensive stakeholder processes--precisely those that have aroused recent concern--that are more likely to result in higher-quality decisions. 相似文献
